About this file

This is a Questions and Answers memorandum for solicitation W50S6N26QA013 issued by the Department of the Air Force, 187th Fighter Wing in Montgomery, Alabama on 19 May 2026. The document addresses 17 clarification questions from potential offerors regarding an Occupational Health and Wellness Services (OWHS) contract.

The contract involves providing occupational health and wellness services to approximately 35 pilots, with 12 serving as main users resulting in 3-5 pilots per day utilizing services. Currently, one contractor works 32 hours per week at Building 1303, and all positions are filled. The incumbent contract is W50S6N24PA024 (original contract W50S6N21P0005), valued at $699,183.22 with a base year plus four option years, awarded as a 100% Small Business Set-Aside. The contract is in option year 4 with no remaining options. The Government prefers a single employee meeting all requirements for Athletic Trainer (AT), Strength and Conditioning Specialist (SCS), and Massage Therapist credentials. The contract includes two CLINs: one for OWHS Services (12 months quantity) and one for Travel Duty (TDY). Offerors should propose staffing levels and travel costs to cover one TDY trip annually. A gym/rehab facility exists in Building 1303 for contractor use. Technical and Past Performance evaluations are weighted approximately equal to Price, with no specific percentage allocation. A Letter of Intent from an insurance provider suffices for proposal submission, but a full Certificate of Insurance is required prior to award. Key Personnel resumes count toward the 10-page limit for the Technical Narrative volume, with no specific formatting requirements mandated.
