RESPONSES TO RFI NO. 001 Page 3 of 17 Seay Seay & Litchfield, P.C. 26 April 2021

9) C10.1 Demolition Legend. The legend on drawing sheet C10.1 indicates that there are curbs and or gutters to be demoed. The line dashed lines as shown in the legend do not appear in the drawing. Please advise.

Response: Reference the asphalt paved drive/parking area to the East and South of Building 1312 that are indicated to be demolished and replaced with new concrete paving. The existing curb and/or guttergutter surrounding this area is also intended to be demolished and is indicated with dashed lines matching the drawing legend.

10) C4.1 Utilities Legend. The legend on drawing sheet C4.1 indicates that there are new gas lines, sanitary sewer lines, storm manholes and grates. The line weight or line thickness as shown in the legend do not appear in the drawing. Please advise.

Response: The scope of work does not include any new gas lines or sanitary sewer lines. Existing gas and sanitary sewer service is intended to remain and be reused. Project does include new storm drainage lines; however, new storm drainage lines are intended to discharge into existing storm drainage lines and structures (manholes, inlets, etc…). The design does not include any new storm drainage structures on sheet C4.1. However, new storm drainage structures are required to support construction of the temporary work area as indicated on drawing sheet C13.1.

11) Is there a soil study on this project for the helical piers? If so, can we get a copy of it?

Response: A soil study was not performed for this project. However, we have attached boring logs from a recent adjacent project site to these RFI response for the bidder’s reference and use. The boring logs offer soil characteristics that are likely to be encountered at the new helical piers included with the proposed scope of work. The Contractor shall provide helical pier size/depth as required for the system to achieve specified minimum loadings for the pier intended to be provided based upon the expected soil conditions that can be inferred by attached boring logs. Adjustments in cost will not be considered by the Government for longer than expect pier lengths unless substantive deviations from soil composition indicated in the enclosed boring logs can be documented during construction.

12) Specification 00-0102, Page 5, P. 1.07 mentions construction of a Tension Fabric Structure (TFS). The structure location and size’s not shown on drawing and described (size, doors, MEP) in the TFS specifications. Can you provide building requirements and the location of the temporary building site? Also we need to know location of existing utilities to connect temporary services.

Response: Refer to drawing sheets C10.1, C11.1, C12.1, C13.1, C14.1, A10.1, A10.2, A10.3, M5.1, E7.1, E7.2 and E7.3 included at the end of the drawing package for complete description of the required tension fabric structure.

RESPONSES TO RFI NO. 001 Page 4 of 17 Seay Seay & Litchfield, P.C. 26 April 2021

13) 00-0102 Page 6 Phase IV directs us to remove concrete and utilities as well as the

TFS. Is this an existing concrete slab or new? Who is responsible for the design of the temporary facility?

Response: Refer to temporary facility drawings noted in response to RFI 12 above for full description of the required tension fabric structure. The Contractor is responsible for full design of the temporary structure based upon the proposed manufacturer’s specific design requirements and parameters.

Concrete slab/footings scheduled for removal are new as indicated on sheets A10.2 and A10.3.

14) DWG A1.1A Shows the area of existing floor to be removed in Phase A. DWG

A1.1B shows the area of floor to be removed for Phase B but also show the Phase A floor removal. Please clarify we are only pricing the Phase A removal in Phase A and not again in Phase B.

Response: Bid Option No. 2 shall include the net increase in price to provide the work shown to be part of the bid option that is not included in the base bid scope of work. Where work is duplicated between the base bid and bid option no. 2, the cost for the work shall be included in the base bid proposal and not duplicated in the proposal for bid option no. 2.

15) DWG A1.4A and A1.4B Legends have a tag that says to “remove masonry back-up wall….” I do not see the tag used. Where is this work indicated?

Response: Demolition legend is duplicated on sheets A1.2A, A1.2B, A1.4A, and A1.4B. Masonry backup wall tag referenced on sheets A1.4A and A1.4B is not applicable to those sheets. It is applicable and indicated on A1.2A and A1.2B.

Similarly, the “Location of Mechanical Penetrations through existing roof deck…” tag in this legend is not applicable to sheets A1.2A and A1.2B. Work covered by this work note is applicable and indicated on A1.4A and A1.4B.

16) Is bid option 2 pricing to represent the cost difference between the base bid scope and bid option 2 scope changes or is it to be priced as separate to include everything indicated in drawings with a B prefix regardless if B prefix drawings include base bid items. This is confusing because most of the items in the Bid option drawings are part of the base bid. How is this supposed to be delineated?

Response: Yes, Bid Option No. 2 is intended to represent the cost difference between the base bid scope and the bid option 2 scope of work. If work is duplicate between the base bid and bid option drawings, assign the cost of the duplicate work to base bid. Do not duplicate costs in bid option no. 2 that are included within the base bid.

RESPONSES TO RFI NO. 001 Page 5 of 17 Seay Seay & Litchfield, P.C. 26 April 2021

17) #5 No specification on Products to be used in Section 09 9600? There appears to be no basis of Design for the High performance Floor coating system. Is there a basis of design on product system to be used?

Response: Based upon recent government bid requirements, basis of design products are not allowed unless they are justified as limited or sole source requirements. Contractor shall provide multi-coat polyurethane floor coating system meeting the physical characteristics and performance requirements of specification section 09 9600.

18) The H&C product color to be used on the polished Concrete section (H&C Tumbled

Stone) is not designed to be used in a polished Concrete system. H&C has another Dye line that is to be used in a polished Concrete system but there is no color selected from this line. The selected color is a semi-transparent acrylic coloring agent that is not polishable. Can the government specify a color from the H&C Infusion Acetone Dye line? There is also no Basis of Design for use of a specific Densifier or Guard product. To my knowledge H&C does not have a densifier and Guard product available. Is there a particular product line they want to use? We prefer to use the Ameripolish System if approved as equal Response: Refer to Addendum No. 1 for correction of dye line/color.

Densifier/guard products acceptable to the proposed system/manufacturer/installer which meet physical and performance criteria listed in the specifications will be considered equal.

19) SMSgt Hall – In the bidding schedule, Bid Item No. 0001 is identified as the Base Bid for subject project and Bid Item No. 0002 is identified as Bid Option #2 for subject project.

Drawing Sheet Number A1.1A is the base bid demo floor plan and Drawing Sheet Number A1.1B is the bid option demo floor plan. Drawing Sheet Number A1.1B does not identify any specific bid option

A review of both drawing sheets reveals that there are some identical specific demolition notes shown on both drawings. The specific demolition notes are listed on Drawing Sheet Number A1.0.

For example, specific demolition note 33 is shown on both drawings. This is somewhat confusing when developing the pricing estimate. That is, is the cost for the work required by specific demolition note 33 required the be included in the Base Bid but also to be included in the Bid Option? There are several other specific demolition notes which are listed on both drawings. Please provide a clarification regarding this matter. Thanks, Don Response: Refer also to response to RFI #16 above. Bid Option No. 2 is intended to represent the cost difference between the base bid scope of work and the bid option scope of work represented in the drawings containing the suffix “B”.

Items duplicated on the base bid and bid option no. 2 drawings should be assigned to the base bid scope of work.

RESPONSES TO RFI NO. 001 Page 6 of 17 Seay Seay & Litchfield, P.C. 26 April 2021

20) Sheets A4.1A & A4.2B: Both the Composite Panel & Perforated Aluminum Panel have the same indicator type in the legend. Also it appears some portions of the elevations are missing shading/hatching types. Please clarify.

Response: The perforated aluminum panels enclose the South Vestibule, room

126. Refer to addendum no. 1 for revised elevations clarifying the location of the perforated aluminum panels.

21) Phase 1 Temporary Building Construction Duration Impact.

We performed a schedule analysis on construction duration for activities involving the Phase 1 temporary building portion of the project. Using information from subcontractors as well as historical data collected from previous projects with the Corp. we have found that from NTP through the preconstruction submittal and approval process averaged between 35 to 45 calendar days. Mobilization will take 2 to 5 days minimum. Other materials and equipment submittals, approvals, fabrication and delivery could take between 40 to 60 days minimum. Just this submittal and mobilization portion of the process could take 50 to 65 days from NTP before construction could begin. Project specific activities include site excavation, gas line modifications, underground electrical, storm sewer, concrete foundations, and equipment pads will take a minimum of 15 to 20 days. Building erection could take between 5 to 10 days. Interior construction and tie-ins may take up to 15 days minimum. These durations do not take into consideration the effects of weather conditions during construction which could cause further delays. This equates to approximately 110 days from NTP to completion of the Phase 1 temporary building.

Add in the 14 day move-in requirement you are now 124 days into the project before you can start work on building 1312 and only 301 days of construction, commissioning and closeout. In addition the RFP is requiring the contractor remove the temporary structure, foundations, underground electrical, return areas to original elevations and sod disturbed areas after completion of Phase III and building acceptance. This potentially will add an additional 20 to 30 days minimum to complete further reducing the building 1312 construction to approximately 271 days .

Will the government consider changing phase I duration to 124 days and extending the total project duration from 425 days to 520 days?

Response: Refer to Addendum No. 1

RESPONSES TO RFI NO. 001 Page 7 of 17 Seay Seay & Litchfield, P.C. 26 April 2021

22) Regarding Specifications 31-2210, Section 3.19 calls out the use of calcium hydrated lime (ALDOT Section 817) for use as pavement subgrade stabilization.

Given the location of this project site in relation to the flight line and aircraft, will the use of 825 stone be an acceptable alternative for subgrade?

If not, and lime stabilization is to be utilized, will the Govt. coordinate with the General Contactor the moving of any and all aircraft / property from the vicinity of work for the duration of lime application?

Response: Refer to Addendum No. 1. Addendum No. 1 adds the requirement to utilize slurry application of lime.

23) C2.1 depicts the concrete pavement being 8” thick without WWF & the paving cross section on C6.1 also depicts the concrete paving being 8” thick without WWF & fiber mesh. C8.1 however depicts the concrete paving being 7” thick with certain panels designated to receive WWF. Please clarify.

Response: Fiber mesh is required – refer to specification section 32 1314, part

2.05. WWF is only required in odd shape slabs as indicated on C8.1. Concrete paving section shall be 7” thick. Refer to Addendum No. 1 for clarification of pavement thickness.

24) C2.1 depicts some areas to receive curb & gutter & some areas to receive curb. There is a curb & gutter detail depicted on C6.1 but not one for curb. There is currently curb & gutter in place onsite. Is the intent to be curb & gutter everywhere? If not please provide a curb detail.

Response: Refer to Addendum No. 1. Integral curb detail has been added.

25) Electrical: Are we allowed to use 6 ft. lengths of MC Cable for "lighting whips" to fixture connections?

Response: Yes. 6” maximum length is acceptable per the NEC.

26) Electrical: Temporary Structure: It shows devices mounted to the chain-link fence serving as the IDS Vault. We need some direction as to how to mount electrical items and conduits.

Response: Electrical contractor shall coordinate with the owner’s security vendor (ADVANTOR) for specific details and specs relative to the security devices. The mounting of these devices is temporary in nature. The Contractor shall use their best judgement for mounting these devices as dictated by conditions on site using code approved materials.

RESPONSES TO RFI NO. 001 Page 8 of 17 Seay Seay & Litchfield, P.C. 26 April 2021

27) Electrical: Specifications [DIV 26 0533 Raceways and Boxes - 2.05: Surface

Raceways] describes using wiremold, but [3.01.B Raceway Application] says use EMT. Which is the preferred method of installation for surface-mounted conduit and boxes? Is there a difference between Office space vs. Warehouse space? (we will try to reuse existing conduits and boxes in block walls where possible)

a) What type of outlet/device boxes shall be used for surface-mount applications: 4" square K/O stamped steel, or Type FS boxes?

Response: Utilize existing concealed raceway to the greatest extent possible.

Surface mounted EMT painted to match wall color is acceptable for new surface mounted raceway to be installed on existing wall applications where existing concealed raceway is not available, unless specifically noted otherwise. Refer to architectural drawings for locations where new wall surfaces are being added to conceal new raceway at existing masonry walls applications. Refer also to bid options as new walls referenced above are included in a bid options within rooms 101, 106, 109, and 110. 4” K/O stamped steel boxes are acceptable.

28) Electrical: Since the electrical installation inside the fabric shell tent is entirely by the supplier (except power to the panel), can we get that in writing in an Addendum?

Response: Electrical installation shall be provided by the General Contractor via appropriately licensed and qualified electricians. Electrical can be furnished by any qualified vendor/subcontractor deemed appropriate by the General Contractor to perform the work depicted on the drawings.

29) Monorail/Hoist: Are we adding the hoist or just the rail?

Response: Contractor shall provide new hoist beams/tracks, switches, hoists, and trolleys as required to provide a complete and operational system as indicated on the drawings. Refer to specification section 41 2223.19.

30) Site: Lime Stabilized Subgrade under the 7” thick concrete pavement: There is a concern that lime dust would increase liability with aircrafts in close proximity.

Please advise.

Response: Refer to Addendum No. 1. Addendum No. 1 adds the requirement to utilize slurry application of lime.

31) CMU: Will split face be gray or colored?

Response: Refer section 04 2000 – 2.01(B)5. Intent of the design is for the split faced masonry to match existing split face masonry found on base at the Headquarters Facility (Building 1502). The split face is intended to be the lighter tan color split face that is found at building 1502.

RESPONSES TO RFI NO. 001 Page 9 of 17 Seay Seay & Litchfield, P.C. 26 April 2021

32) Mezzanines: On Sheet A1.1B there is a note on the legend to remove the mezzanines;

on A2.1A it notes “existing to remain”. Please clarify.

Response: Existing mezzanines are intended to remain within the base bid scope of work (A2.1A). The mezzanines will be removed in the bid option scope of work (A1.1B) to allow for the space reconfiguration depicted in the bid option floor plan (A2.1B).

33) Temporary Structure Slab: On Sheet C14.1 it shows FIN. FL. EL. 200.33, and the SS manhole top EL. at 199.05. Are we to extend the ring for the manhole? Please Advise.

Response: Refer to detail “A” on sheet A9.1 for adjustments required at this manhole. This detail is referenced in the manhole notes on C12.1, C13.1, and C14.1

34) A1.0, Note #9; states the contractor must submit a "Manufacturer's written acceptance of substrate conditions prior to proceeding with installation of new floor systems".

Please confirm this requirement as most manufacturers will not provide a project specific written letter of acceptance.

Response: The General Contractor is ultimately responsible for quality of work including substrate preparation and acceptability of substrates to receive new work. Any failure of finish systems due to improper surface preparation or suitability of substrates to receive new finishes shall be repaired at no additional cost to the Owner. The Contractor is encouraged to have the finish system manufacturer review and provide written acceptance of substrates prior to installation of new finishes. However, application of this requirement is at the Contractor’s option/risk.

35) Note #7 states to maintain fire ratings of the fire rated wall assemblies. In accordance to Sheet LS1.0A & LS1.0B, these two drawings identify different fire rated wall assemblies based on the base bid and bid option.
