About this file

This file is a Request for Information (RFI) document related to a digital signs procurement for the 117th Airlift Wing (117 ARW) of the Alabama Army National Guard. The Government seeks to procure three digital signs for installation at specific locations: one on the flight line, one in front of the medical building, and one at the front gate. The procurement requires contractors to furnish complete digital sign packages that meet minimum specified characteristics, including standard appurtenances, controls, safety devices, documentation, and startup support if included in the quote or offered as part of the equipment package.

The RFI was posted on September 16, 2026, as part of the presolicitation phase for Solicitation Number W50S6M26QA017. Detailed requirements are provided in Attachment 1 titled "117 ARW Digital Sign RFQ 8 sept26." Interested vendors should review this attachment for comprehensive specification details necessary to respond appropriately to the formal solicitation. This procurement encompasses both equipment supply and installation services, and contractors should be prepared to address all aspects of delivery and operational readiness of the digital sign systems.

RFI Questions Digital Signs

1. Do we have to provide Cabinet also or just Digital EMC Sign?

A new cabinet is required. As stated in the SOW it must be weatherproof and take consideration for heat dissipation.

Although it is not explicitly stated a new cabinet is required, the fact it has to be weatherproof and take account for heat dissipation should lead most contractors to bid a new cabinet.

2. What is the bid submission method?

Either use the 1449, or use your company bid sheet.

3. DOES THE NONMANUFACTURER RULE APPLY?

The Non-Manufacturer rule or clause is not on the solicitation. This is predominately a supply contract with installation services required.

4. SOFTWARE APPROVAL BY THE 117TH COMMUNICATIONS SQUADRON.

Is there an existing list of platforms the Communications Squadron has already approved? If not, what does the approval process involve, how long does it typically take, and should an offeror initiate it before quoting or only on selection? We would rather propose a platform that can actually be approved than one that merely meets the technical specification.

5. Base Access and Security Escorts Regarding the installation and removal services, especially for the Flight Line sign, will the base provide security escorts for our installation subcontractors, or are there specific badging/clearance requirements that we need to account for in our timeline and pricing?

There will be badging/background checks conducted on all employees who need access to our base for installation.

1. Required Mounting Method Please provide the required mounting method/details for each of the three new digital signs, including whether the signs are intended to be monument-mounted, pylon-mounted, pole-mounted, cabinet-mounted, wall-mounted, or another specific mounting configuration:

•Sign 1 – Medical: 36" x 96", two-sided; Monument Mount
•Sign 2 – Flight Line: 36" x 96", one-sided; Monument Mount
•Sign 3 – Front Gate: 12" x 60", one-sided; Wall Mount

2. Existing Signage – Photos and Mounting Conditions Since the scope of work includes the removal and disposal of the existing signage, could you please provide photos of the existing signs and their current mounting conditions? This will allow the vendor to accurately determine the removal, dismantling, and disposal requirements.

a. Photos are below.

3. Existing Signage – Exact Locations If photos are not available, please provide the Google Maps coordinates or exact locations of each existing sign so that the vendor can review the existing site conditions and determine the appropriate removal requirements.

a. See Photos below. Base Address is 5401 East Lake Blvd Birmingham AL 35217.
1.Please confirm the intended mounting configuration for each new digital sign:

Medical: 36" × 96", double-sided; Monument Mount. To be installed onto existing brick base or newly installed foundation.

Flight Line: 36" × 96", single-sided; Monument Mount. To be installed onto existing brick base or newly installed foundation.

Front Gate: 12" × 60", single-sided; Wall / Surface Mount. To be mounted flush against the exterior wall of the gate facility.

2. Will the new signs be installed within the existing cabinets or supporting structures, or must the contractor provide new poles, monument structures, cabinets, foundations, or mounting systems?

a. New Cabinets Required: The contractor must furnish new digital sign cabinets and primary mounting brackets for all three locations.

The existing brick bases (Medical & Flight Line) may be reused if contracting team determines it is structurally sound and feasible.

3. Please confirm whether the existing foundations, masonry bases, poles, cabinets, and electrical connections may be reused.

a. Existing concrete foundations, footings, and brick bases may be reused provided they do not compromise structural integrity, anchoring, or weatherproofing. Additionally, existing electrical feeds/disconnects can be reused. Subject to contractor verification.

4. Please provide any available photographs showing the existing signs, mounting structures, foundations, cabinets, and surrounding installation conditions.

a. Photographs showing existing signs & pedestals attached Locations:

•Medical: Main clinic access road entrance.
•Flight Line: Main entry control point (ECP) roadway.
•Front Gate: Main visitor/entry gatehouse exterior wall.
6.Please confirm whether electrical power is currently available at all three locations and whether any new electrical work, trenching, conduit, wiring, or utility connections will be required.

a. Power is currently active and available at all three locations. It is currently undetermined whether new conduit runs or localized trenching will be needed to interface with proposed cabinets.

7. Please provide any available drawings, measurements, foundation details, cabinet dimensions, or as-built information for the existing signs.

a. Unfortunately, I do not have drawings.

8. Will a pre-installation site survey be permitted or required before final fabrication and installation?

a. A pre-installation site survey is both permitted and recommended prior to final manufacturing.
