About this file
This document is a Request for Information (RFI) for a construction project at the 117th Air Refueling Wing in Birmingham, Alabama. The project involves constructing two full power jet blast deflectors for KC-135 aircraft, including new concrete paving systems and relocating flight line security lighting and fuel system emergency shutoff controls. The solicitation is a 100% small business set-aside with a project magnitude between $1,000,000 and $5,000,000, utilizing NAICS code 236220 with a size standard of $45,000,000. The contract duration is 210 calendar days after Notice to Proceed, with a pre-bid conference scheduled for August 12, 2025, and a question submission deadline of August 26, 2025. The RFI specifically addresses three technical questions regarding FAA Form 7460-1 processing, potential construction waivers, and restricted area access procedures, with responses indicating the FAA permit process will run concurrently with material procurement and that construction crews will require an escort in the controlled area.

Request For Information
1. Referencing Specification Section 000102-1.04 A.2. Does the Phase 1 POP include the time needed to secure the FAA Form 7460-1?
Answer: Yes. FAA Form 7460 process will run concurrently with material procurement. The FAA permit process is expected to be completed with the 120-day Phase 1 POP. I would like to start working on the FAA permit as soon as possible after the award.
2. Will the contractor be required to secure a Temporary Construction Waiver from the commander/airfield manager for this project? If yes, does the Phase 1 POP include the time needed to secure the waiver?
Answer: I have never heard of a temporary construction waiver. I am not sure of the context the waiver would be for. Entrance to the flightline? The ability to work on flightline? Either way Trevor is aware of what we are doing so I really don’t see any issues.
3. Will a free zone be established in restricted areas wherein the contractor forces can work without escort? If yes, what procedures are required to obtain it?
Answer: The restricted area will be temporarily modified with lighted barricades so that construction crews are not technically within the restricted area. However, the construction site will remain a controlled area, so an escort will be required.
