MEMORANDUM
DATE: 26 August 2025
TO: Mr. William Hall
FROM: David Donovan
Job No: ANG #BRKR072012, SSL Job #18098.00
Job Name: ADAL Blast Fence
SUBJECT: Bid RFI Response #001
1) Question: Referencing Specification Section 000102-1.04 A.2. Does the Phase 1 POP include the time needed to secure the FAA Form 7460-1?
Response: Yes. FAA Form 7460 process will run concurrently with material procurement. FAA permit process is expected to be completed with the 120-day Phase 1 POP.
2) Question: Will the contractor be required to secure a Temporary Construction Waiver from the commander/airfield manager for this project? If yes, does the Phase 1 POP include the time needed to secure the waiver?
Response: No. A temporary construction waiver from the Commander/Airfield Manager is not required.
3) Question: Will a free zone be established in restricted areas wherein the contractor forces can work without escort? If yes, what procedures are required to obtain it?
Response: The restricted area will be temporarily modified with lighted barricades so that construction crews are not technically within the restricted area. However, the construction site will remain a controlled area, so an escort will be required.
4) Question: It is typically a requirement of the pavement paint manufacturer for pavements to cure for 30 days prior to paint application. Will that be a requirement in this project? If yes, does the 90-day Phase 2 POP allow for this cure period?
Response: Contractor to comply with manufacturer’s written instructions regarding pavement curing prior to striping and sequence the work as required. If necessary, installation of striping may be considered a punch list activity that is completed following the phase 2 period of performance. If completed after phase 2 period of performance, striping installation will need to be coordinated to occur on a Monday or non Unit Training Assembly weekend when aircraft operations on the ramp are not scheduled.
5) Question: Referencing Drawing C1.1. There is a directive near the drive to be removed to remove GI "A". There is also an indication to remove SD pipe and plug. Please confirm the storm drain pipe is to be removed and what size and material it is.
Response: Yes. Storm drainage piping is to be removed and plugged as indicated. Existing pipe is 12” diameter concrete.

6) Question: Referencing Drawing C3.1 Note 2. The new 18" appears to run from an existing storm drain conveyance to new G-1. Is the existing 12'x5' box (not shown) what we are to tie-in to at this location?
Response: Yes. Intent is to connect new storm piping to an existing 12’x5’ concrete box culvert.
Refer to note 2 for requirements for connection to new box culvert.
7) Question: Referencing Drawing C5.1 General Note 10. Please confirm a vacuum sweeper is required in the work area only during pavement operations. Please define pavement operations, as this is a costly requirement.
Response: FOD (Foreign Object Debris) prevention is of utmost importance for this project. The aircraft apron must remain clean and free of FOD at all times. A vacuum sweeper is expected to be present on site at all times when work that could result in construction debris being carried onto the aircraft parking apron is ongoing. Paving operations would include asphalt milling and overlay activities, excavation for new concrete paving, installation of structural fill for new concrete paving, installation of aggregate base for concrete paving, and placing of concrete paving.
8) Question: Referencing Drawing C7.1 Detail "Where New Concrete Abuts Existing Concrete Pavement". Are dowels required where new PCC pavement abuts the concrete blast fence concrete? Is an expansion joint required?
Response: Non doweled expansion joints are required where new concrete paving abuts fixed objects such as the blast fence foundation or utility manhole. Doweled expansion joints are required where new concrete paving abuts existing concrete paving, where expansion joints are noted within the field of new concrete paving areas, or where construction joints are installed.
9) Question: Referencing Drawing A0.5 Detail 1. This detail differs significantly from that indicated on Drawing C1.1 concerning removal of the existing fence. Which drawing is to be used for bidding purposes on fence removal?
Response: Design intent is to remove the existing fence line where it conflicts with the proposed new blast deflector location and install a new fence line to reconnect the chain link fence to the Northeast corner of the new blast deflector. Contractor to field verify and coordinate length of fencing required to achieve the design intent. A conflict in fence demolition and new fence requirements between sheet C1.1, C2.1, and A0.5 does not appear to be present in the drawings.
10) Question: I have a question about the northern section of blast fence near the fire department. I understand that a section of the blast fence is being removed and 180ft of new blast fence is being installed and my question would be is the section that is being removed also 180ft?
Response: Refer to drawing sheet C1.1 for extent/length of existing blast deflector to be demolished.
11) Question: Specification 312210.1.06.D states recommendations in the subsurface investigation shall be a part of the earthwork specification, with the more stringent requirement governing. In the geotechnical report summary, bullet point 5, it is stated that all blast fence footings should extend 42” below adjacent grade. Drawing M002, sections 7 & 8 indicate a blast fence footing depth of 36” below grade. Please advise if we are to extend the footing an additional 6” below what is shown on the drawing.
Response: Refer to addendum No. 1. Blast fence foundations have been revised to extend to 42” to align with geotechnical recommendations.
MONTGOMERY DOTHAN AUBURN HUNTSVILLE
12) Question: Specification 312210.1.06.D states recommendations in the subsurface investigation shall be a part of the earthwork specification, with the more stringent requirement governing. In the geotechnical report summary, bullet point 5, it is stated that a geotechnical engineer should evaluate subgrade soils for marginal, soft materials and that the contractor should remove and replace with off-site engineered fill or lean concrete. Will removal and replacement of unsuitable soil be treated as a change in conditions with a contract modification?
Response: Refer to Addendum No. 1. Over excavation of unsuitable soils and backfill with lean concrete fill should be included in the base bid.
13) Question: Referencing Specification 015460, is a dedicated SSHO required on this project? If yes, can the SSHO be a collateral position with the superintendent/QCM individual?
Response: A dedicated SSHO is not required. The Superintendent make act as the SSHO.
14) Question: Will a staging area be provided for material and equipment storage? We will also need a location to wash out concrete trucks.
Response: The Contractor may utilize the grass areas within the project boundary as well as the portion of the asphalt paved (FOD) cover that is abutting the concrete aircraft parking apron within the project boundary for material and equipment storage. NO TRACKED VEHICLES SHOULD BE OPERATED ON THE ASPHALT PAVED FOD COVER OR THE CONCRETE PAVED AIRCRAFT PARKING APRON.
Contractor to document conditions of the existing asphalt paving and concrete paving within the project boundary prior to commencing on-site work. Contractor to repair any damage to asphalt and concrete paving that occurs during construction. Due to the proximity of the project boundary to the aircraft parking apron, all materials and equipment stored within the project boundary must be properly secured in place. Various concrete wash out locations will be provided throughout the base.
Wash out locations will be as directed on site by the Contracting Officer Representative. Wash out locations are subject to change throughout the project duration. Concrete wash out locations will not be located within the project boundary.
15) Question: What is the thickness of the existing blast deflector foundation? If unknown, what thickness should we base our bid on?
Response: The thickness of the existing footing is not known. Contractor to assume a minimum of 120 cubic yards of reinforced concrete will be required to be removed.
16) Question: During the bidding phase, is the contractor responsible to account for any down time due to plane / air traffic or will this be handled through the change management process?
Response: Please clarify this question. The intent is to create a temporary controlled area within the boundary of the lighted barricades (reference drawing 1/A0.3). The aircraft apron will remain operational during the on-site phase of the project. However, work within the temporary controlled area will be able to proceed without impeding aircraft traffic on the apron. Work will only be permitted during Air National Guard normal working hours of Tuesday through Friday, 0700-1730.
17) Question: Is the contractor required to include anticipated adverse weather days in the project schedule and bid, and if so, what are the recommended weather days per month?
Response: Normally expected adverse weather conditions for the project site are included within the period of performance and should be included in the project schedule. Time extensions for unusually severe weather will be considered and granted in accordance with the provisions of section 34 of the 01 00 00 – General Requirements portion of the project solicitation document (refer to page 56 of the solicitation document).
MONTGOMERY DOTHAN AUBURN HUNTSVILLE
18) Question: Is there a designated laydown area for construction materials and equipment? If so, please specify its location.
Response: Refer to response to question 14 above.
19) Question: Is there a designated location for the contractor’s office trailer? If so, please indicate the specific location.
Response: A field office is not required by the Contract scope. A field office also not anticipated due to the limited duration of on-site work and the location of the project site on the aircraft parking apron.
20) Question: Drawing A0.3 states that all contractor access must be from the East Lake Blvd Entry Control Point and will require government escort during all work in the restricted area. Will escorts be provided at no cost to the contractor, and what is the anticipated scheduling process/delay impact?
Response: A Government escort will be provided at no cost to the Contractor. No delay to progress is anticipated for scheduling Government escorts. Contractor to coordinate with the Contracting Officer in advance when on-site work is expected to begin. Once on-site work commences, a Government escort will be assigned to the project and will be accessible to the Contractor during Air National Guard normal working hours of Tuesday through Friday, 0700-1730.
21) Question: The access plan indicates contractor haul routes. Are there weight restrictions or axle load limitations on these haul routes for equipment delivery?
Response: All areas of the haul route have an Equivalent Standard Axle Load rating of 18,000 lbs. The asphalt paved “FOD” cover that abuts the concrete paved aircraft parking apron is not designed for vehicular traffic and should not be used for vehicular travel.
22) Question: The drawings reference FOD (Foreign Object Debris) protocols, including daily inspections.
Will the Government provide designated storage/staging areas for construction materials to assist with FOD prevention?
Response: Refer to response to question 14 above.
23) Question: Electrical drawings call for relocation of flight line security lighting poles and the Emergency Power Shutoff (EPO) button. Can the Government clarify whether these relocations will require new conduit runs back to existing panels, or if tie-ins to existing stub-outs are sufficient?
Response: Refer to sheet note 1 on E1.0. New conduit and conductors from the existing light pole and EPO location to the new locations indicated on the drawings are required. The design intent is to install a new in-grade junction box at the existing lighting pole location and splice new conductors to existing conductors within the new in-grade junction box.
24) Question: Is there a phasing plan showing which sections of the apron must remain open at all times, or is phasing to be fully developed by the contractor and submitted for review?
Response: Refer to 1/A0.3. The entire aircraft apron except for the extreme Southwest corner will remain open at all times. The extreme Southwest corner of the apron that is bounded by the red line and labeled ‘Extents of Contractor Work Area” on drawing 1/A0.3 will be closed to aircraft traffic for the duration of the on-site portion of the work. During Phase 1 of the project (material procurement and delivery), the entire aircraft apron will remain operational and no on-site work is permitted. If the Contractor elects to accomplish the roadway realignment work during Phase 1 (see paragraph 1.07
(D) of specification section 00 0102), roadway realignment work must occur over a non-UTA weekend (1730 Friday to 0600 the following Tuesday) when jets are not operating on the ramp.
MONTGOMERY DOTHAN AUBURN HUNTSVILLE
25) Question: Solicitation notes state that overtime work will not be permitted and all work must be completed during Tues–Fri 7:00am–5:30pm. Can the Government clarify if weekend or holiday access will ever be considered for critical path work (e.g., concrete cure schedules)?
Response: No. Weekend and holiday access will not be considered due to Government escort requirements. The only exception would be the roadway realignment work (see paragraph 1.07 (D) of specification section 00 0102) if that work is elected to be completed during Phase 1 – Material Procurement and Delivery phase.
26) Question: The drawings indicate existing flight line lighting relocation. Will temporary lighting be required during construction to maintain apron operations?
Response: Temporary flight line lighting is not required. However, the Contractor shall sequence the work to limit flight line lighting downtime to the greatest extent possible. Contractor shall install new light pole base, new underground conduit, and new conductors between existing light pole and new light pole location before remove existing lighting pole from service. New in-grade junction box shall be on-site and ready for installation at the time the existing light pole is removed from service.
Contractor to install new in-grade junction box and make final connections between new light pole conductors and existing conductors within the new in-grade junction box as soon as possible after removal of the existing light pole. Maximum allowable downtime for flight line lighting is 7 calendar days. Coordinate relocation of light pole with the Government, in advance. Work shall be coordinated to ensure night operations are not scheduled during the planned down-time.
27) Question: Will the Government or base provide third-party concrete and soils testing, or must the contractor hire an independent testing agency?
Response: See paragraph 3.14(A) of specification section 03 3000 and paragraph 3.17(A) of specification section 31 2210. The Contractor shall provide third-party concrete and soils testing.
