SUBJECT: W50S6L-23-B-0004, Amendment 1 – Questions and Answers
1. Water heater in BLDG 7242 utility room per the SOW (Scope Of Work) is specified to be a tankless gas heater, the distribution piping overhead would block the vent pipe of the newly installed tankless heater. Can the offeror provide a quote for an electric tankless water heater as an alternative?
A. Amendment 1 changes the water heater type from tankless to a traditional domestic water heater.
2. Are there any plumbing and electrical as-builts for these buildings that can be made available to the contractor for bid?
A. As-built are available for review at 7252 Gibson Ave and selected drawings can be delivered electronically. Please contact Maj Kallevig at josef.kallevig.2@us.af.mil and 1Lt Abigail Mcsorley at abigail.mcsorley@us.af.mil to view or request electronic versions of specific as-builts.
3. Please confirm whether drains are required for any of these shower/EWS stations.
A. Drains are not required per UFC 3-420-01 “Piped drains for eyewash stations (EWS) are not required by the IPC. See Section 411.”
4. Have these buildings been assessed for the adequate temperatures and flow required for the shower stations?
A. To address temperature/flow concerns, shower additions are removed in the revised SOW posted with this amendment.
5. Is there any known asbestos containing materials in these buildings? If ACM is encountered during construction, will that be considered a change in site condition and be handled as a change order?
A. There is known asbestos containing materials in Hangar 10 and Hangar 11, most likely on heating pipes. Specific clarification and identification can be provided to the successful bidder prior to construction, if requested. Steps should be taken to avoid any disturbance of possible asbestos containing materials. If encountered during construction and deemed unavoidable, it would be considered a change in site condition.
6. Can the government provide product data for the existing units that are in compliance for the contractor to match?
A. Most existing units are Guardian or Bradley. The manufacture provides data on OSHA compliance. If awarded the project, the products will be approved via submittals.
7. Please confirm that dedicated electrical circuits are not required for each station alarm, and that utilizing nearest existing electrical circuit is acceptable.
A. Dedicated electrical circuits are not required.
8. Attachment 4 design guidance for emergency shower and eye wash stations section C-5 Electrical gives a requirement for GFCI protection and Heat Tape. At the site visit only a few existing stations were witnessed having heat tape. Will this be a requirement for all stations? If not required at all stations please indicate which stations will require heat tape. If stations will require heat tape, will any of the water supply lines require heat tape? If supply lines are required to be heat taped please specify distance. Please provide specification on heat tape. Watts per Foot?
A. Heat tape is not specified in this project. C5 only specifies a GFCI “if” you are installing heat tape or if the outlet is within 6 feet of an ES/EWS. This requirement should already be met for existing stations. Any new EWS installs will need to be compliant for outlets within 6 feet of the new EWS.
9. Will photos taken at the site visit be uploaded to SAM.gov?
A. Please request the zip file of site photos from Maj Van Fossen at conner.vanfossen.5@us.af.mil.
