About this file
This is a Request for Information (RFI) Tracker documenting contractor questions and government responses regarding Solicitation W50S6K-26-Q-A001 for the replacement of windows in Building 3127 at a Department of the Army National Guard facility. The project involves replacing existing windows and screens in the third floor command suite and conference room with new triple pane windows (1-3/4" thickness) featuring fiberglass frames, a minimum Sound Transmission Classification (STC) of 40, and topically applied paint in standard colors. The procurement is subject to Buy American requirements and does not require blast-proof ratings.
Key clarifications from the RFI include: as-built drawings are available for in-person review during the mandatory site visit on August 5, 2026; the Period of Performance (PoP) has been extended to 15 weeks to accommodate typical 8-10 week window lead times plus installation; existing solid surface sills must be replaced with new wider sills or extenders to ensure proper water shedding; windows must maintain full temporary exterior weather protection throughout winter until final caulking can be completed in April/May 2027 per manufacturer requirements; fiberglass construction is required with no "or equal" alternatives accepted; optional windows, if awarded, will have a separate 15-week PoP; performance bonds are required; and color selections must be submitted for government approval prior to purchase. The solicitation closing date was extended to September 2, 2026, with amendments issued on July 29, August 7, August 12, August 20, and August 24, 2026.

| RFI - Request for Information | |
| Contractor Question | Gov. Answer |
| 1. Would there be any as-built drawings to work with? | 1. We do have as-builts for this project but only hard copies. Contractors can view them in our conference room during the site visit. |
| 2. I’m not seeing a site visit date/time. Would we be able to set up a time to see the project? | 2. Solicitation has been amended to include site visit information in the updated combo document titled "Amended Combo 2026 - Window Repair". Currently, it states 5 Aug 2026. Please follow the listed instructions for getting base access. |
| 3. Is this project detailed as BAP; Buy American or Buy America, Build America? | 3. Buy American. |
| 4. Are the windows required to carry a "blast proof" rating? GSA TS01-2003 / ISC, UFC 4-010-01, ASTM F1642 or otherwise? If so, could you please provide the specific standard we are to comply with. | 4. No, we do not need blast proof rating windows for admin space. |
| 5. Lead Time; typical lead time on windows of the currently presumed construction is in the 8-10 week lead time, potentially longer depending on order volume at the time of an order being placed. With POP set at 35 days, our field crews can likely install within the current POP, however receiving and inspection coupled with installation efforts will be well outside this window of performance. I see in the project details lead times will be considered to extend POP, but wanted to verify there wasn't a maximum extension in place. | 5. PoP will be adjusted to 15 weeks to include installation and projected lead time. |
| 6. Color; color selections may additionally affect the lead time, and are they to be pigmented materials, or topically applied paint? Standard colors generally carry a shorter lead time. | 6. Topically applied paint would be the most cost-efficient COA, and standard colors are fine granted samples submitted prior to purchase. |
| 7. Construction, I see fiberglass detailed, but would an "or equal" option be applicable? There is a superior product to fiberglass available that is approximately 60% fiberglass and 40% vinyl hybrid material. The product far exceeds standard fiberglass construction. I have attached a short brochure for reference, if you'd like more information, I'd be happy to provide any requested. | 7. CE is good with keeping fiberglass for the window frames per SOW. |
| 8. Optional windows, are the optional windows included in the current 35 day POP, or would there be an additional timeframe for completing those beyond the base period detailed if the option is accepted? | 8. PoP did not include the option. If option is awarded it will be 15 weeks for PoP. |
| 9. Would it be acceptable to complete the window installation in April/May 2027? | 9. It is acceptable for the contractor to return in April/May 2027 to complete the exterior caulking due to manufacturer requirements. As window installation may occur in the fall, the contractor must maintain full temporary exterior weather protection throughout the winter. Temporary protection must prevent water intrusion, air leakage, freeze thaw damage, and mold risk until final sealant is installed. Warranty cannot begin until the windows are fully sealed and caulked per manufacturer specifications. |
| 10. Are the existing solid surface sills to be removed and re-installed, left-in-place or replaced with new? | 10. Per the SOW, the existing solid surface sills are to be replaced with new wider sills or a sill extender to ensure proper water shedding with the upgraded triple pane windows. The SOW does not direct removal and reinstallation of existing sills. |
| 11. Since the SOW and solicitation are silent with no reference in the Clauses, please clarify whether the Government does, or does not, require bond(s) for this project? | 11. The governmnet does require it for this project. |
