About this file

This is Amendment 0001 to a Firm Fixed Price supply contract solicitation (W31P4Q-26-R-0013) issued by Army Contracting Command-Redstone for the production of inert warheads. The amendment addresses questions received from potential offerors and makes applicable corrections to the original solicitation.

The amendment clarifies that only the cleaning method specified in Note 4 of assembly drawing 13540611 is acceptable; updates the point of contact for S3 NDA to Charles Owens (charles.m.owens1.ctr@army.mil, 256-327-9918); confirms that under FOB Origin pricing, offerors should exclude destination freight charges and include only packaging, marking, shipment preparation, transportation paperwork, and DCMA coordination costs; specifies that standard 8.5 x 11-inch letter-size pages should be used for proposal preparation; clarifies that AWS D17.1/D17.1M Class C Fusion Welding standards apply per Note 5; confirms that no additional corrosion-prevention packaging beyond technical data package/preservation coating requirements is required; and adds three separate Contract Line Item Numbers (CLINs 0003, 1003, and 2003) for First Article Inspection at Quantity 1 for each contract year. The amendment also updates proposal submission instructions to require email submission to both Ms. Monica Clemons (Contracting Officer) and Ms. Allison Beason (Contract Specialist), amends Section L-14.3 to reflect email submission instead of PIEE portal submission, and amends Section L-16 to reflect the new S3 point of contact. The solicitation involves supply contracts for inert warhead production with pricing at minimum plot point (2,000 units) and maximum plot point (7,000 units), qualification timeline not-to-exceed 180 calendar days from contract award, and delivery schedules of 12 months each for Years 1, 2, and 3.

Type of Contract 1: Firm Fixed Price

Kind of Contract: Supply Contracts and Priced Orders

*** End of Narrative A0000 ***

A-1. The purpose of this Amendment 0001 is to answer questions received from potential offerors and make applicable corrections to the solicitation.

A-2. Questions and Answers are as follows:

a. Question: "In reference to note 4 on the assembly drawing, 13540611, are any other less-volatile cleaning methods acceptable if adequate drying time is allowed before the application of the rust-preventive coating? (for example, aqueous cleaning agents, ultrasonic washing, etc.)"

Answer: No other methods other than NOTE 4.

b. Question: "POC for S3 NDA, email for Dean Reese is undeliverable (dean.c.reese.ctr@army.mil)"

Answer: Charles Owens, charles.m.owens1.ctr@army.mil, 256-327-9918

c. Question: "Please confirm that, under FOB Origin and the USG-provided TAC referenced in the SOW, offerors should exclude destination freight/transportation charges from proposed unit pricing and include only packaging, marking, shipment preparation, transportation paperwork, and DCMA coordination costs."

Answer: That is correct. FOB Origin requires DCMA inspection/acceptance at the contractor facility, followed by transportation coordinated with the GTO. All freight charges for the actual transportation will be covered by the supplied TAC. The contractor should include only packaging, marking, shipment preparation, transportation paperwork, and DCMA coordination costs.

d. Question: "L-17.2.3 states that a page shall be 8 X 11" sheet of paper. Since standard U.S. letter-size paper is 8.5 X 11", and preparing/printing on true 8 X 11" page size would require custom formatting and could create unnecessary scaling or production issues, please confirm whether offerors should use standard 8.5 X 11-inch letter-size pages for proposal preparation."

Answer: Please use standard size 8.5x11. This solicitation amendment will reflect this clarification.

e. Question: "L-18.2.2.2 and SOW 5.2 require offerors to demonstrate the ability to meet American Welding Society (AWS) D17.1/D17.1M

Class C Fusion Welding. However, Section M-3.2(b) states that the Government will evaluate the offeror's ability to meet AMS-STD-2219

Class C Fusion Welding. Please clarify which welding standard offerors should address in Volume II for proposal evaluation purposes."

Answer: D17.1/D17.1M (class c) per Note 5

f. Question: "The SOW requires the Contractor to package and prepare inert warheads for shipment, including SPI preparation, MIL-STD-

2073-1 compliance, ASTM D3951 performance criteria when commercial packaging is used, and MIL-STD-129 marking. Please confirm whether any corrosion-prevention packaging beyond the TDP/preservation coating requirements is required, such as barrier bags, VCI materials, desiccant, or corrosion-inhibiting bags. If so, please identify the required preservation approach, anticipated storage duration/environment, and whether offerors should include these costs in the proposed unit price."

Answer: No other corrosion criteria or approach is required

g. Question: "Please confirm the number of units required for FAT. The RFP states that units needed for FAT or other testing shall be included as part of the final quantity, but it does not appear to identify the specific FAT sample quantity."

Answer: There should be a separate CLIN on each year of the contract for First Article Inspection (Qty 1). This solicitation amendment will clarify this.

A-3. Section B - Supplies or Services and Prices/Costs

L-17.2 If the page limits are exceeded, the pages more than the limit will not be evaluated by the Government. L-17.2.3 Page Limit does not include covers for volumes, tables of contents, glossary of abbreviations and acronyms, indices, title pages, cross reference indices, and section dividers/tables if they are inserted solely to provide ease to the reader in locating parts/sections of the proposal. Pages will be counted if they contain any other information, i.e., diagrams, extraneous data, etc. Pages marked "This page intentionally left blank" will not be counted.

L-17.2.3 What Counts As A Page? A page shall be an 8.5 X 11" sheet of paper. When both sides of a sheet display printed material, it shall be counted as two pages. Letter size and spacing requirements for illustrations and tables can be at the discretion of the offeror but must be easily readable. Fold-outs will be counted as the appropriate number of pages based on an 8.5" X 11" sheet of paper. Margins shall be at least 1 inch on the top and bottom and 3/4 inch on the side. The Contractor shall number each page in order to eliminate any confusion. In the event contractors create an ambiguity in their numbering of pages, the Government may exercise its own discretion in counting pages.

L-17.2.5 Glossary of Abbreviations and Acronyms. Each volume shall contain a glossary of all abbreviations and acronyms used, with a definition for each.

L-18.4 Volume IV: Factor 3 - Price. No page limitation.

L-18.4.1 The offeror shall complete Attachment 0008, Pricing Worksheet, and provide a completed Section B (at the maximum plot point), Supplies or Services and Prices/Costs with proposed unit prices and extended prices at the following plot points per year:

Minimum Plot Point 1 - Quantity 2,000

Maximum Plot Point 2 - Quantity 7,000

L-18.4.2 Since the Government does not currently know the exact number of units it will procure during the base and option years, attachment 0008 will be incorporated into the awarded contract and will be used to determine the unit price at different quantity points within the two proposed plot points. While Section B will reflect the maximum plot point value for purposes of the solicitation and award of options, the Government reserves the right to award any quantity within the minimum and maximum plot points.

L-18.4.3 Qualification costs shall be included within the base period unit prices.

L-18.4.4 Failure to provide a CLINs proposed unit price or extended price in Attachment 0008 and Section B will render an offeror's proposal unresponsive. The proposal will not be evaluated and will not be further considered for award.
