About this file
This is a Statement of Work (SOW) for the manufacture of inert warheads for the Reduced Range Practice Rocket (RRPR) M28A2. The contractor shall provide materials, labor, and management to manufacture inert warheads in accordance with specified technical data packages, including a Warhead Assembly RRPR Parts List and four associated engineering drawings. The inert warhead is designed to be mated with the same rocket motor assembly used on the M26 Tactical Rocket to enable Multiple Launch Rocket System (MLRS) batteries to conduct training with a rocket pod that mirrors tactical pod properties at reduced ranges.
The SOW establishes comprehensive requirements across multiple functional areas. The contractor must establish a quality system meeting ISO 9001 or AS9100 certification standards and conduct a First Article Inspection (FAI) per AS9102, with 35-day advance notification to the Government. A Production Line Validation (PLV) must be performed at the contractor's facility with 21 business days' notice, and any production break exceeding one year or relocation requires a new PLV. The contractor shall prepare a Manufacturing Plan detailing manufacturing strategy, facilities, processes, manpower, schedules, and capacity analysis. Environmental compliance requires development of a Hazardous Materials Management Program Plan identifying all materials by location, with prohibition on Class I or Class II Ozone Depleting Substances unless approved. Logistics responsibilities include packaging, transportation paperwork, and coordination with DCMA, with all wood packaging materials required to meet International Standards for Phytosanitary Measures (ISPM) 15 and American Lumber Standard Committee specifications. The contractor must also deliver configuration and data management items including Engineering Change Proposals, Requests for Variance, and a Data Accession List per specified Data Item Descriptions.

STATEMENT OF WORK (SOW)
INERT WARHEAD
FOR THE
REDUCED RANGE PRACTICE ROCKET: M28A2
1.0 SCOPE
This Statement of Work (SOW) defines the work to be performed by the contractor, as authorized by and subject to the terms and conditions of the contract, to manufacture the inert warhead for the Reduced Range Practice Rocket (RRPR) M28A2.
Background. The United States (US) Army Field Artillery community has identified a training need for the Multiple Launch Rocket System (MLRS) practice rockets. The RRPR M28A2 is a cost-effective solution to meet that need. An inert warhead is mated to the same rocket motor assembly used on the M26 Tactical Rocket to provide MLRS batteries an opportunity to train with a rocket pod that has the same properties as the tactical pod and to experience the same effects of firing a tactical rocket, but at reduced ranges.
