The page limit for Sub-factor 1 is increased to 10 pages.

Volume III- Past Performance gives a page count of 25 pages however the min/max number of projects were not identified. Is there a min/max number of projects to include in Volume III?

The solicitation has been updated. There is not a minimum number of projects but there is a max number of 3 projects. The page count of 25 still applies.

If experience is commercial and not Government please provide the commercial equivalent to the Government position.

Requesting additional PPQs over and over when a CPARS is in the system has caused the client to no longer complete PPQs.

As long as the PPQ is recent and relevant that is acceptable.

The site visit was held on July 22nd giving only a week to submit question no later than July 29th. The proposal is due on August 16th. This timeframe does not give the offeror and/or subcontractors a sufficient amount of time to go through all of the RFP documents, submit our questions and then submit follow-on questions. We respectfully request a two-week extension so that our subcontractors have time to fully prepare their bids and have time for Q&A.

At this time we do not anticipate extending the proposal due date and will adjust accordingly if necessary. Questions and answers will be extended until August 9, 2021 at 3:00 PM EST.

14
Attachment #4: Subcontractor Information and Consent Form. This form is requesting that the subcontractor provide three references. Since the subcontractors are providing this information in Attachment 4 can the 5 pages of experience information and past performance questionnaires be excluded from the submittal? Some of the subcontractors are very small business who do not have the staff to complete such forms. This places a burden on our subcontractors who are trying to price our the job.

The subcontractors shall provide the 5 pages of experience and the Subcontractor Information and Consent form. The subcontractor only needs to provide a brief description on the Consent form.

15
Sub-factor 2: Organization: Can the resumes be excluded from the 6-page maximum?

The page limit for Sub-factor 2 is increased to 12 pages.

16
Attachment 4: Subcontractor Consent forms are noted in the RFP to be included in three (3) separate sections. Where should Attachment #4 be included and are the forms excluded from the page count?

The Subcontractor Information and Consent form is it’s own form and does not count toward any page count.

17
Past Performance Questionnaires: The offeror shall email the CO with a list of all of the POCs who were sent a PPQ. Does this list need to include information from our subcontractors who sent PPQs to their clients?

The major subcontractors POC’s are to be listed on the Subcontractor Information and Consent form.

18
Volume III: Past Performance-Section 1: Contract Descriptions. For each project submitted by the offeror and key sub the RFP reads we must provide the following points of contact in the Section1:Contract Descriptions: Government Contracting Activity, Government Technical Rep, Government Contract Administration, and Contract Admin. Along with these POCs we are to include an address, email, phone and fax. It is going to be difficult for the offeror to locate this information let alone the subcontractors. Can the Offeror and the key subs provide the names and contact information for two client points of contact instead of the four that are being requested?

The contractor should provide as much information as they can per the solicitation. If the information does not apply or cannot be located, it can be left blank.

19
Volume III- Past Performance-Page 38 of 49 of the RFP” The Volume shall not exceed 25 pages excluding PPQs. We are being asked to submit all Government and/or commercial contracts for the prime offeror during the past five years, from the issue date of the RFP.
