Refer to the table in Spec Section 075323 part 1.4.4 page 5 – what wind speed category are we to follow for the roof? 72mph is typical for roofs at the Depot.

Follow Below Parameters:

Basic Wind Speed = 115 mph Importance Factor = 1.0 Exposure Category = C

2
Refer to Spec Section 075323 part 2.1.1 EPDM Sheet on page 8 – type 1 non-reinforced .090 epdm sheet is specified. Typical roof construction at the depot is type 3 fabric backed .060 for the additional warranty coverage and puncture resistance. Please clarify.

Typical roof construction at the depot is type 3 fabric backed .060

3
Spec Section 075323 is not clear on requirements for roof insulation. Typical roof assemblies at the depot incorporate the re-use of existing insulation and add additional to get proper drainage/desired R values along with adding a coverboard. Please clarify what the roof insulation requirements are for this project.

Meet current industry standards for R-value as indicated in UFC-1-200-02 and ASHRAE 189.1. Also, attain proper pitch using tapered insulation.

4
Are the pages counts to be counted single or double sided pages? For example Sub-factor 1 has a 3 page max. Is this a total of 3 double sided pages?

Page counts are per page or single sided. Documents will not be printed therefore double sided would not apply.

5
Sub-Factor 1, Key Point #3: Does the 15% self-performance include on-site field management such as the site superintendent, quality control and safety?

Yes. Per FAR 52.219-14(c)(3) -the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees.

6
Sub-Factor 1, Key Point #1: Can the proposed schedule be excluded from the page count?

The page limit for Sub-factor 1 is increased to 10 pages.

7
Volume III- Past Performance gives a page count of 25 pages however the min/max number of projects were not identified. Is there a min/max number of projects to include in Volume III?

The solicitation has been updated. There is not a minimum number of projects but there is a max number of 3 projects. The page count of 25 still applies.

As stated in Section M of the solicitation, “Past Performance Questionnaires, interviews, CPARS and other sources form the the support and basis for the past performance assessment.” CPARS will be reviewed along with the PPQs.

11
Past Performance Questionnaires: If a commercial project is being used what two points of contact should complete the PPQ?
If experience is commercial and not Government please have the commercial equivalent to the Government position complete the PPQ.
12
Past Performance Questionnaires: If CPARS are not allowed in lieu of PPQs, can the offeror/subcontractor provide the contracting officer copies of previously completed PPQs for other proposals? Requesting additional PPQs over and over when a CPARS is in the system has caused the client to no longer complete PPQs.

As long as the PPQ is recent and relevant that is acceptable.

13
The site visit was held on July 22nd giving only a week to submit question no later than July 29th. The proposal is due on August 16th. This timeframe does not give the offeror and/or subcontractors a sufficient amount of time to go through all of the RFP documents, submit our questions and then submit follow-on questions. We respectfully request a two-week extension so that our subcontractors have time to fully prepare their bids and have time for Q&A.

At this time we do not anticipate extending the proposal due date and will adjust accordingly if necessary. Questions and answers will be extended until August 9, 2021 at 3:00 PM EST.

Volume III: Past Performance-Section 1: Contract Descriptions. For each project submitted by the offeror and key sub the RFP reads we must provide the following points of contact in the Section1:Contract Descriptions: Government Contracting Activity, Government Technical Rep, Government Contract Administration, and Contract Admin. Along with these POCs we are to include an address, email, phone and fax. It is going to be difficult for the offeror to locate this information let alone the subcontractors. Can the Offeror and the key subs provide the names and contact information for two client points of contact instead of the four that are being requested?

Per the RFP, each key subcontractor must provide the type of work to be performed by citing the applicable SOW subparagraph number. Is the scope of work located on page 1 of 8 in Attachment 5 Building 7 Bays 1 and 2 Scope of Work? For example, our HVAC sub would select subparagraph 1.2.2.1.

The scope of work is the Basis for Design Chapters 1 thru 15. HVAC would fall under Chapter 11.

64
The RFP requires five design submissions (Concept, 35%, 60%, 90%, and 100%). Considering that this is a Design-Build delivery method with developed bridging design documents (Michael Baker), would AMC consider removing the 35% or 60% submittal from the contract to compress the design and review schedule consistent with the defined project schedule?
