Questions and Answers for Solicitation W25G1V21R0020 Supply and Install of a 7-1/2 Ton Bridge Crane at Tobyhanna Army Depot

Q1: Is there an existing crane runway

A1: There is no existing bridge crane in the area.

Q2: What is the size and psi of the foundations?

A2: The foundation is 4000 psi.

Q3: Item 8 of statement of work states:

‘It shall be the contractor’s responsibility to install and connect all the electrical controls and utilities to place the crane in service. Source of power shall be from the electrical substation in the Southeast corner of the bay.’

How far is the electrical substation and what is our responsibility as far as this goes?

More detail on scope of requirements please such as TYAD electrical specifications/requirements and distances etc.

We have no idea currently of how to bid getting power from the substation, for example is power currently to a disconnect or distribution board external to the substation and we have to get power from that?

A3: There is a 12' w x 16'h cargo door entrance into the bay.

Refer to drawing, electrical substation is located in the Southwest corner of the 200' x 200' bay where the crane is being installed.

The CAD drawing shows the substation in the corner of the bay. Whoever installs the crane is going to have to have an electrician or hire an electrician to electrically connect the crane.

Q4: Please let us have the cad drawing of the foundation layout.

A4: The PDF drawing has been uploaded, if you need a dwg file email me.

Q5: Is there an existing crane runway if so:

1. What is the size/type of the existing crane Runway rail?

2. What headroom is there (top of crane rail to nearest roof obstruction)?

3. What is the floor to top of runway rail dimension?

4. What lifting capacity/weight/wheel loadings was the crane runway designed to?

5. What access is there into the site/building as we are quoting site unseen, is there a roll up door/truck access into the fabrication area?

A5: There is no bridge crane, runway, or any part of a crane structure in place in Bldg.

3-1. An all new crane and structure are required.

There is not an existing bridge crane or railway in place.

There is no runway in place.

There is no bridge crane, runway or any part of a bridge crane structure in place in Bldg.

3-1.

There is direct access into the bay though a 11'-10" wide by 13'-10" high cargo door.

While fossil fuel vehicles are not permitted in the bay without prearranged permission a wheeled vehicle such as a forklift can be driven up a ramp and straight into the building.

There is not a dock delivery point on the bay (200' x 200' portion of the building).

Q6: If there is no crane runway then we need to know, again the Bid only calls for a 7,5t bridge crane it does not mention that you require a crane runway. Please clarify.

A6: There is no bridge crane, runway, or any part of a crane structure in place in Bldg.

3-1. An all new crane and structure are required.

Q7: The CAD drawing you sent does not show any substation despite your answer saying it does, furthermore you have given no information as to what is needed, simply saying we must hire an electrician to electrically connect is insufficient, it would all be guesswork as to what is required and could cost from $1000 to $50k... More detail is required as to what you require.

A7: As already identified, the substation is located in the Southwest corner of a 200' x 200' bay. There is not an existing electrical disconnect installed for the crane because specific electrical requirements of the crane being proposed is unknown. Contractor shall be responsible for connecting to the substation and installing the necessary electrical service to include the electrical disconnect, conduit and conductor from the substation to the crane.

Q8: I am looking at the documents for the above project and the drawing’s dimensions are too fuzzy to make out- specifically I’m looking for the column spacing on the runway.

Also, the specified minimum hook height of the hoist is 18’6”, should this be used to determine the height of the runway columns?

A8: The drawing is clear, try increasing the size. I can also supply a PDF version, which you will also have to increase the size to see dimensions.

Runway column height is certainly a part of the how the hook height shall be accomplished but it is up to the vendor to determine the height and clearances required to accomplish the identified 18'-6" hook height, taking into account such factors as the ceiling and superstructure height and the bridge dimensions and hoist dimension.

Just for clarification because it is not labeled on the drawing, the enclosed are in the Southwest corner of the bay in the drawing is the substation. The enclosure is simply chain link fence with a double swing gate for access.

Q9: Is this an existing building, correct?

A9: This is an existing building.

Q10: Drawing shows specific steel columns but no description, are they present or simply shown to describe required locations?

A10: Structural building columns are in place but columns identified on CL Column & Footing lines are for reference and location related to the existing footings.

Q11: Is temporary partition wall present?

A11: No, temporary partition wall has been removed this is a reference that was left behind from when this drawing was recently used for bay renovation purposes.

Q12: Foundation descriptive notes reference a foundation detail being shown but is not present, is this detail available?

A12: A PDF has been uploaded. If you need a dwg file, email me.

Q13: Page 3, Par. 5, Additional information: Please provide elevations and locations of lowest overhead obstructions that may interfere with the crane. That would include piping, ducting, sprinkles, lights, roof structural members, etc. In other words, please provide maximum available headroom for the crane system, that is the dimension from the floor to the top of trolley hoist.

A13: Elevation drawings showing all heights and obstacles are not available. It is the contractor's responsibility to verify site conditions.

Q14: Page 4, Par. 10, Foundations: Please provide drawing showing location of anchor bolts, their size, quantity and projection AFF. Please confirm that anchor bolts are not in the SOW for the crane.

A14: Foundation drawing has been provided, it is the responsibility of the contractor to identify anchor locations, sizes and quantities. Anchor bolts are to be provided and installed as part of the overall crane installation.

Q15: Page 16, Par. 1, Excavation, and Par. 2, Trenching: Please confirm these are not applicable to this project

A15: Page 16 is part of the General Contractors Safety Standards for TYAD, if the any of these requirements are applicable to the SOW, the contractor is responsible to comply with requirements defined in this section.

Q16: Page 29: The drawing is not legible to read. Please provide a monochrome PDF drawing with legible text and lines.

A16: There are no additional drawings available. PDF’s of the drawings have already been posted to Beta.SAM. These drawings are the best we have and look to be legible.

If you require a CADD drawing, as already stated email the Contract Specialist.

Q17: Page 29, ML disconnect: Please provide location of floor level main power disconnect.

A17: Main power disconnect is expected to be along the South wall of Bldg. 3-1 or column line of crane runway, specific location of main power disconnect shall be coordinated between COR and successful bidder.

Q18: Test Weights: Please clarify who is responsible for providing test weights and rigging.

A18: Test Weights and rigging shall be provided by the contractor.

Q19: What are the dimensions of the opening where the system will brought in.

A19: The Doorway is an opening of 11'-10" wide by 13'-10" high.

Q20: Crane span: Foundation layout drawing shows 67'-0" span crane. SOW requires 63'-6" span. Please reconcile.

A20: Additional drawings provided were provided by a vendor from a previous contract and have not been field verified. Vendors are expected to verify dimensions and conditions. "As built" drawings provided by vendor indicate a foundation plan based on a similar bridge crane design located in another building with similar dimension as building 3 bay 1 and that is also why 63' was specified. Any drawings provided by the government are for reference only and the contractor is responsible to design the crane according to the parameters set forth in the statement of work. This is the purpose of the site visit.

Q21: Proposal Submission Requirements: Solicitation Page 5, Par. F requires FAR Clause 52.204-6 to be filled out in SF 1449 of the solicitation. It appears that the Clause is not included in the Solicitation. Please clarify.

A21: It is FAR clause 52.204-26

Q22: Building drawings: Please provide "As Built" building drawings, especially showing cross-section of building looking in the Project North direction (showing plane perpendicular to runway length).

A22: As stated above, there are no additional drawings available. The only available drawings have been posted to Beta.SAM. If a CADD version of the POSTED drawings are needed, email the Contract Specialist.

Q23: Please provide clarification with regard to Answer #20 as follows:

Since the provided drawings are from different project, for reference only, that would imply the design information on these drawings, such as foundation size, foundation locations and layout, and runway support frames, are also for reference, and therefore should be designed from scratch by new crane supplier.

In addition, please confirm that the new concrete foundations, for runway support frames, shall be designed by new crane supplier, but will be furnished by others.

A23: The "As Built" drawings provided from a previous project were prepared by the contractor that performed the renovation work in Building 3 bay 1. The contractor installed the foundations in 3-1 per the as-built drawings. As such, the foundation size, foundation locations and layout are accurate. As required in all contracts, it is the contractor's responsibility field verify all locations and measurements as part of the design process. The structural steel associated with the bridge crane that is reflected on the drawings is a typical concept of a type of crane that the government anticipates being installed in the bay. The contractor is responsible for the design of the crane in its entirety. The government intends to utilize the existing foundations, as installed, to support the crane. However, if a vendor deems it is necessary and choses to install new concrete foundations for crane structure, it shall be the vendors responsibility to design and perform all work necessary to install the concrete foundations. Proposed foundations and their locations will have to be approved by the contracting officers representative as part of the design of the crane.

Q24: Do you have substation electrical schematic drawings?

A24: Refer to attached drawings

Q25: What kind of conduit is required? EMT or threaded pipe?

A25: EMT. Either set screw EMT or threaded pipe is acceptable.

Q26: Is EMT conduit acceptable?

A26: Yes, EMT conduit is acceptable.

Q27: I saw your answer to this was to verify during the site visit, however, the crane foundation is under 12" of concrete so we could only get the distance between the existing columns. The discrepancy in span between the spec and the drawing may be substantially difference in price because the longer span may change the construction of the bridge girders from wide flange beams to boxes. Should we quote to the 63.5' or 67' span? In my opinion, I believe the drawing to be true based off field measurements between the existing columns matching the drawing (which would mean 67' span.)

Regarding the crane footing, the drawing shows the runway columns buried in 12" of concrete. Are we responsible for excavating the holes for the runway columns? And are we responsible for covering them up/refinishing the floor after the columns are in place?

A27: An updated SOW has been posted with the span changed to 67’. Updated drawings will be posted for the foundation once they are corrected.

Q28: Is there an allowable percentage of foreign made materials content for this project as some materials are not available as made in USA for this project.

A28: Yes per solicitation clauses Buy American applies to this solicitation and fill out 52.212-3 and 52.225-18

Q29: Will the electrician need to pull permits

A29: No, permits are not required

Q30: Will there be inspection required after the electrical work is done.

A30: COR and TYAD electrical engineering personnel will inspect work to ensure it is compliant with electrical code and standards.

Q31: Is this a prevailing wage job.

A32: No, this will result in a supply contract.

Q32: Please clarify who is responsible for work associated with new crane footings that are currently buried under flooring. Specifically, please identify: (a) who should saw cut, brake and remove floor areas above the footings; (b) who is responsible for grouting under installed new columns; (c) who is responsible for repairing the damaged floor.

A32: See the revised Structural Notes and Detail drawing

Q33: Please provide information regarding size of footings under existing building columns.

A33: See the revised Structural Notes and Detail drawing

Q34: With regard to Answer 32: The revised drawing does not to have the information requested in Question 32. Please address each specific question separately.

A34: As previously stated, The contractor is responsible for the design of the crane in its entirety. This includes all the tasks spelled out in question #32.

Q35: With regard to Answer 33: The revised drawing does not to have the information requested in Question 33. Please address the question (about existing building column footings). Please provide size of footings under existing building columns that support roof girders.

A35: I have reached out to DPW for existing building structural column footing drawing.

It will be posted when it becomes available.

Q36: With regard to revised Structural Notes and Detail drawing: Are the Future Crane Footings, shown in detail on revised drawing, currently installed or not? If not, please clarify who is responsible to provide the footings.

A36: The “Future Crane Footings” shown on the revised Structural Detail and Notes drawing are installed.

Q37: With regard to revised Structural Notes and Detail drawing: Please indicate what is the projection of top of new crane footings above Finish Floor. Please indicate Finish Floor on Footing Detail. Is part of new footing below Finish Floor?

A37: See revised Structural Detail and Notes drawing, new footings do not project above finished floor. Yes, part of new footing is below finished floor.

Q38: With regard to revised Structural Notes and Detail drawing: Please indicate what is the total height of the new crane footings.

A38: Refer to dimensions on Structural Detail and Notes drawing.

Q39: Ref. Par 10 on Page 4 of SOW: Please clarify what is " .....existing foundation designed into floor". Please clarify who is responsible to provide footings for the new crane. Are the footings already installed or not? (See also Question 3 above.)

A39: “existing foundation designed into the floor” refers to the footing that are already installed per the Foundation Plan and Structural Detail and Notes drawing provided.
