About this file

This document contains questions and answers related to solicitation number W25G1V-21-R-0011 from the Department of the Army Materiel Command Army Contracting Command for the modernization of an Automated Storage and Retrieval System at Tobyhanna Army Depot. The modernization includes replacement of mini-load cranes and rails, unit load turret trucks, Automated Guided Vehicles, and the Warehouse Management System. Bidders were provided clarification that a virtual test is acceptable for testing providing it is properly documented, data should generally be considered controlled unclassified information, proposed modifications to tray sizes must maintain storage capacity and compatibility with existing racks, and that past performance for NAICS codes 238990 or 333924 would be considered relevant. Daily training on the programmable logic controller is required from 8:00 AM to 3:00 PM EST.

Request for Proposal W25G1V-21-R-0011

Project Title: ASRS Modernization

Attachment 5 - Questions and Answers Rev. 1

Date: 5/27/2021

Note: Verbiage may have changed from the initial Requests for Information

(RFI)/Questions submitted, however, the context of the questions did not. Similar questions were combined and one answer provided. If you feel as though a(n)

RFI/Question you submitted was not addressed, or was done so without providing a clear and concise answer, please notify the Contract Specialist, Mark Buonomo.

This Question and Answer document is incorporated into the solicitation and any resultant contract.

Question #1: Attachment 1 – Specification, Paragraph 6.7.2.6 references an Appendix N. Appendix N is not found in the Appendices or elsewhere in the solicitation. Please advise.

Answer #1: Appendix N has been incorporated into the solicitation via

Amendment 0003. See Appendices to Attachment 1, Rev. 1 for Appendix N.

Question #2: Would RTLS or RFID be acceptable for tracking and shelf life management?

Answer #2: Vendor will have to assure that any system using RF will not interfere with any on-site communications systems.

Question #3: Is it acceptable to do a virtual test prior to SAT?

Answer #3: A virtual test is acceptable providing it is documented and will meet the guidelines for reporting issues as outlined in the spec.

Question #4: Is data CUI?

Answer #4: Vendor should clarify what data is being referenced. Typically, unless stated otherwise, vendor should consider data to be CUI.

Question #5: Regarding the mini load section, can the Government provide specifications on range of weights for each mini load bin size.

Answer #5: Vendor may assume a maximum payload of 100 lbs.

Attachment 5 – Questions and Answers Request for Proposal W25G1V-21-R-0011

Question #6: Can the proposed bin sizes be modified, potentially such that all mini load bin sizes differ from the current sizes?

Answer #6: Vendor should ellaborate on proposed modifications to the trays. In addition, vendor should ensure that proposed modifications do not result in reduced storage capacity and are compatible with the current rack configuration.

Question #7: Can you share more pictures of current ASRS system, AGVs, and

Racks, etc.?

Answer #7: Reference Exhibit 2 – ASRS Photos for current pictures of AGVs, Mini Load, and Unit Load racks, provided with Solicitation Amendment 0004.

Question #8: Who is the manufacturer of the unit load racks?

Answer #8: Unarco

Question #9: The effort is noted as being NAICS 333924. Past Performance calls out NAICS 238990. Is it acceptable to provide Past Performance from either and/or other similar in scope and complexity?

Answer #9: Yes. Offerors may provide Past Performance for any NAICS that’s similar in scope and complexity to these NAICS codes. Offerors should include the applicable NAICS for each example of Past Performance.

Question #10: What is the distance from the end of the Unit Load rack to the wall?

Answer #10: Approximately 19' from the end of the Unit Load rack to the wall.

Question #11: What is the ceiling height in the Mini Load?

Answer #11: Approximately 42' for the Mini Load ceiling height.

Question #12: What is the main failure mode for load/unload in the mini load

ASRS system?

Answer #12: Over 90% of errors represent tray jams and empty bins which occur due to crane miss-alignment with the storage bins.

Question #13: Which system originates scheduling of parts movement from bin to AGV?

Answer #13: All work is done sequentially in the manner in which it is received via the host. Any hot orders are performed manually; the incoming orders do not identify the urgency of each pick from the host system.

Question #14: How does the government desire the offeror to remove and repair the location of the existing weigh scale station, if the offeror provides an AGV-based weighing method?

Answer #14: The offerer should recommend to the Government for review, solutions for the demolition of the AGV weight and height station.

Question #15: For purposes of the ASRS Modernization contract, what is the definition of the designation “Specialty Labor”?

Answer #15: The word specialty is not intended to confuse; it refers to any special flooring, controls, or non-mechanical or electrical labor.

Question #16: What is the maximum number of SKUs in a single mini-bin?

Answer #16: 32

Question #17: Is the government interested in having a common design/architecture across all depots, and is this system at Tobyhanna the same as other DOD depots?

Answer #17: Tobyhanna Army Depot is unable to disclose if its current ASRS system is the same across other DoD Depots nor disclose and/or discuss the

Governments intent in regards to having a common design/architecture across all

Depots.

Question #18: During this project implementation how many aisles can be out of production in unit load and mini load simultaneously?

Answer #18: For the Mini Load no more than one aisle should be out of production at any given time. Similarly, for the Unit Load, no more than one should be out of production.

Question #19: How long does the Government expect it will take to empty one aisle of mini-load inventory for modernization?

Answer #19: Reference specification section 8.1: the amount of time for the

Government to prioritize hotpicks, make necessary preparations and handover aisle to the vendor is contingent on the proposed/Government approved implementation plan provided by the vendor. Vendor may reference an approximate transaction rate of 29 per Hour per Aisle.

Question #20: Does the Government desire to bring the existing system up to all industry standards?

Answer #20: Yes. Reference specification section 2.1.1: all systems listed in the scope of work and SOW shall meet appropriate industry codes and standards.

Question #21: How many bins are in each aisle of mini load racks?

Answer #21: Excluding aisle 5 (aisle currently out of production), for the five tray types, vendor may reference a total of approximately 93,025 bin locations.

Question #22: Reference Specification Paragraph 1.4.1: What is the square footage of the “ASRS Core” area to be resurfaced with Stonehard or equivalent epoxy finish? Is it the entire area from front of the Mini-Load aisles to the curb of the Unit-Load pit, and the full width door to door?

Answer #22: Reference Appendix L and specification paragraph 10.2 for details of floor repair in the ASRS CORE area: vendor should survey existing floor conditions before beginning any repairs. The ASRS CORE area (approx. 6,800 SF) should be referenced as the enclosed areas between the Unit Load (pick-stations), Mini Load (curb or edge of the pit) and east/west rolling doors.

Question #23: Reference Specification Paragraph 6.7.2.2: The existing Unit-Load rack structure was originally engineered for a Seismic Zone rating of 1. Is the current Seismic Zone rating for the Tobyhanna Army Depot location still 1? If not, will the existing rack need to be replaced or brought up to the current, higher seismic zone rating?

Answer #23: Vendors should refer to their own internal engineers to understand the current Seismic zone at Tobyhanna.

Question #24: Reference Specification Paragraph 8.2.2: Does this include 3rd party training of the programmable controller programming, such as Allen-

Bradley RS5000 programmer training?

Answer #24: Yes, daily training shall begin no later than 8:00 a.m. EST and shall continue until at least 3:00 p.m. EST.
