ADDENDUM
Addendum to FAR 52.212-1 – Instructions to Offerors
1. Introduction. Army Contracting Command – Aberdeen Proving Ground (ACC-APG), Tobyhanna Division hereby issues solicitation W25G1V-21-R-0011 for the procurement of a new Automated Storage and Retrieval
System (ASRS), referred to as ASRS Modernization, in support of Tobyhanna Army Depot (TYAD).
2. Authority. This solicitation is issued in accordance with Federal Acquisition Regulation (FAR) Part 12 –
Acquisition of Commercial Items and FAR Part 15 – Contracting by Negotiation.
3. Contract Type and Basis for Award. This solicitation will result in a one (1) Firm-Fixed Price contract using full and open competition. Award will be made to the Offeror whose proposal is determined to be most beneficial to the Government using the best value, trade-off approach. The Government reserves the right to award to other than the lowest price Offeror. The Government reserves the right to award a contract resulting from this solicitation without discussions (except clarifications described in FAR 52.306(a)). See Solicitation Section M for more information on Basis for Award.
4. Site Visit. IAW FAR Clause 52.237-1 -- Site Visit, one (1) site visit will be conducted. The site visit will be held on Monday, 24 May 2021 at 1:00PM EST. This solicitation includes a single scheduled site visit for all interested
Offerors to attend. The Government will not consider any requests for separate or individual site visits. Though the site visit is not mandatory, it is highly recommended. It’s anticipated the Offeror would face extreme difficulties in formulating an accurate proposal for the requirement without examining the existing equipment and conditions as well as determining the existence of other potential obstacles. Potential Offerors are expected to inspect the site to gather all possible information regarding the general and local conditions which may affect the cost/price of contract performance (to the extent that the information is reasonably obtainable). In no event shall failure to attend the site visit and/or inspect the site constitute grounds for a claim after contract award.
Interested Offerors are required to make a reservation by emailing the name, company, and e-mail address for each of the attendees to the Contract Specialist at mark.a.buonomo.civ@mail.mil NLT Friday, 21 May 2021 at 2:00PM
EST. Each interested Offeror is limited to a maximum of three (3) individuals. Attendees are encouraged to arrive at least 15-30 minutes early in order to check in. Visitors will be required to present a valid, Government issued photo
ID in order to gain access to the base (vehicle registration and insurance may also be required).
The starting location for the site visit is Building 20 (Security) at Tobyhanna Army Depot. Attendees may use the following address as a destination for purposes of navigation/traveling directions: 11 Hap Arnold Blvd, Tobyhanna, PA 18466. Prior to proceeding through security at this gate, attendees will be required to check in at the Visitor
Control Center (building on the right when facing the gate), where they will present the required ID and vehicle information and in order to obtain a temporary visitor pass. Attendees will then go through security at the gate and proceed straight along Hap Arnold Blvd, which leads to the main parking lot. At the end of this lot is the starting location for this site visit, Building 20 (Security). All Government personnel and attendees will then walk to the location of the existing ASRS and the worksite for this project.
Information provided at each site visit, as well as answers to any general questions, shall not affect the terms and conditions of the solicitation and/or specifications. Terms remain unchanged unless the solicitation is amended in writing. See Paragraph 4, below, for more information regarding Questions and Answers.
5. Questions and Answers. Offerors may submit any and all questions pertaining to this solicitation by submitting them via e-mail to the Contract Specialist at mark.a.buonomo.civ@mail.mil. Questions must be received no later
Tuesday, 25 May 2021 at 2:00PM EST; no further questions will be accepted after this time. All questions and answers will then be provided via amendment to the solicitation and will be posted at beta.sam.gov. Questions and answers will then be incorporated into the solicitation and any resultant contract.

6. Closing Date/Time. All responses to this solicitation are due no later than 7 June 2021 at 4:00PM EST. All responsive and responsible proposals must be received prior to the closing date and time in order to be considered for award. Offerors are encouraged to not wait until the last hour to send proposals due to the high potential for technical difficulties and/or other delays. The Government shall not be responsible for, and reserves the right to not consider, any proposals that were received beyond the due date as a result of technical issues or delays. The Government does not anticipate extending the solicitation response date.
7. Subcontracting. IAW DFARS 215.304(c)(i), all Offerors, regardless of business size, shall submit an acceptable
Small Business Participation Plan in order to be considered for award. Separately, IAW FAR 19.702(a)(1)(i) the apparently successful Offeror shall be required to submit an acceptable Subcontracting Plan prior to issuance of an award. Failure to negotiate an acceptable plan will result in the Offeror being ineligible for award.
8. Use of Non-Government Advisors. Offeror’s are informed that Michael Baker International and Boston Industrial
Consulting, Inc. are excluded from competition as they provided support in the development of the requirements and will provide support as Non-Government Advisors. The Non-Government Advisors are not part of the proposal analysis or Source Selection decision making process. The Non-Government Advisors will only be providing advisory services in evaluation of the Technical factor (including subfactors) and will not have access to any proposal information that includes pricing or past performance information. Any objection shall be provided in writing to the
Contracting Officer within 10 days of solicitation issuance; and shall include a detailed statement of the basis for the objection.
9. Proposal Submission. Proposals must be submitted in accordance with Solicitation Section L, specifically
Instructions to Offeror’s. Proposals not adhering to the format and requirements specified may not be considered for award.
10. Reps and Certs. Offeror’s shall review and complete (as required) the necessary representations and certifications in Solicitation Section K in order to be considered for award.
11. Amendments. Any amendment issued to this solicitation will be synopsized in the same manner as this solicitation. Offerors are advised that they must acknowledge all amendments issued to the solicitation in order to be considered for award. Any proposal response failing to acknowledge all solicitation amendments may be deemed inadequate by the Contracting Officer and may not be evaluated or further considered by the Government.
12. CLIN Structure. Though the requirement will not change, the Government reserves the right to revise and/or modify the CLIN structure prior to contract award, as necessary.
