Questions and Answers – 4/27/18
Q1. In the solicitation it states “This contract will be a firm fixed-price contract for inspection, repair/replacement and materials, as needed, as referenced in PWS 4.0 Scope (Atch 1).”
In Attachment 3, cell I37, the loaded labor rate, inspection price, and piece parts are all added to make a final price for a complete tent. Should we be ignoring the calculation in that the loaded labor rate and inspection lines are for informational purposes only to be applied for situations outside normal scope of work?
A1.The extended price columns are for evaluation purposes and do not reflect a final price for complete tents. The actual price per system will be the proposed firm fixed-price inspection price plus however many hours it takes to repair the system at your proposed labor rate. If individual components are deemed BER, then they get replaced at your proposed replacement price. Your firm’s proposed labor rate & inspection prices will be applied to each system. The PWS, Scope 4.0, has been amended to remove the last sentence in Paragraph 2.
Q2. The double asterisk description for the “Fully loaded labor rate per hour” is conflicting with the PWS 4.0 and also the excel sheet as a whole (IE Column B is a standard quantity of piece parts per system, not “historical average quantity of hours required to repair systems”).
A2. The double asterisk only applies to Cell B10.
Q3. The final calculation (I37) assumes that there are additional labor and inspection charges to what would be the fixed pricing for lines 11-36 & 48-82.
A3. See A1 answer.
Q4. Piece parts identified in lines 11-36 & 48-82 have a standard quantity (column B) and unit (column C); Are you looking to price the piece parts “New”, or are you looking for full price of repairs? The word, “replacement,” description causes confusion as it may insinuate replacing with a brand new piece part or system.
A4. If an individual item is deemed BER by the COTR upon review of DA Form 2404, that item will be identified for replacement. All replacement parts shall be new only, no used, refurbished or gray market replacement items will be accepted. If identified for replacement, pricing will be in accordance with lines 11-36 & 48-82.
