SUBMISSION INSTRUCTIONS & EVALUATION CRITERIA

1. INTRODUCTION.

1.1 The offeror’s proposal may be submitted via email to the Contract Specialist located in Combined Synopsis, Page 2, and/or in electronic copy to FBO.gov Electronic Response, Document Upload feature. Instructions on this feature can be found in the Vendor User Guide under the Getting Started tab on the FBO.gov website.

1.2 Failure to follow these instructions may render your proposal non-responsive.

Offerors are cautioned that there are page limits to each of the volumes submitted. The offeror’s proposal SHALL NOT contain classified information. The use of hyperlinks in submittals is prohibited.

1.3 The Government intends to evaluate proposals and award a contract without conducting discussions with Offerors. However, in the event the Contracting Officer concludes conducting discussions is in the best interests of the Government, the Contracting Officer will establish a competitive range.

1.4 If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. Therefore, the Offerors initial proposal should contain the Offeror’s best terms from a price and technical standpoint.

1.5 An offeror must be found to be responsible in accordance with (IAW) FAR Part 9.1 to receive an award. The Government may, at its discretion, require the apparent successful offeror to submit additional information in order to determine responsibility IAW FAR 9.104-1. If apparent successful offeror is deemed to be NOT responsible by the Contracting Officer, award will be made to the next highest overall ranked offeror deemed responsible.

1.6 To receive an award, the company must be registered in the System for Award Management (SAM) https://www.sam.gov/portal/public/SAM.

1.7 The Government is not responsible for any costs incurred for contractor’s time or materials expended in preparing a proposal for this solicitation.

2. FORMAT

2.1 The submission shall contain four volumes:

https://www.sam.gov/portal/public/SAM

Volume I Technical Volume II Past Performance Confidence Assessment Volume III SF1449/Pricing Response Volume IV Certification/Representations, Exceptions & Amendments.

2.2 The submission shall be clearly indexed and logically assembled IAW with this document. Each volume shall be clearly identified and shall begin at the top of a page.

All pages of each volume shall be appropriately numbered. MS Word (.doc).

2.3 Each paragraph shall be separated by at least one blank line. A standard, 12 point minimum font size applies. Arial or New Times Roman fonts are required. Tables and illustrations may use a reduced font size not less than 8 point and may be landscape.

Those pages that exceed the page counts in content below will not be evaluated.

2.4 All information shall be confined to the appropriate volume. Information not contained in the appropriate volume, or beyond the specified page count for that particular volume, will be redacted and not considered during evaluation. The offeror shall limit submissions to that essential documentation which is sufficient to define the offer and provide an adequate basis for evaluation. Offerors are responsible for including adequate details, in a concise manner, which enables a complete and accurate evaluation of the offer.

3. OFFER SUBMISSION

3.1 Any pages that are changed (as a result of negotiations or proposal revisions) should have changed information clearly marked by a vertical line in the right margin of the page. The revised pages shall be dated. Each Volume shall be clearly labeled with its Title and Revision Number. All of the proposal files shall be submitted through FBO.gov in the electronic format specified for that volume in this document.

4. REQUIRED SUBMITTAL VOLUMES

4.1 VOLUME I – TECHNICAL

The award will be based on the best overall (i.e., best value) proposal that is determined to be the most beneficial to the Government, with appropriate consideration given to the three (3) evaluation factors: Technical, Past Performance and Cost/Price. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Submitted proposals shall clearly reflect how the Contractor proposes to comply with the Performance Work Statement (PWS, Atch1) and technical requirements. Submitted proposals including all supporting documentation shall be clear and concise. Submitted proposals shall not just be a parroting of the requirement. The Contractor shall address all PWS requirements with a narrative on how the Contractor intends to fulfill the contract PWS requirements and clearly demonstrate how the proposal meets the minimum specifications. Contractors shall use descriptive and explanatory elements in addressing all elements. A single statement of Contractor compliance will not be accepted in lieu of an explanatory description and shall disqualify the Contractor from contract award consideration.

Submitted proposals that do not address all elements in the noted Sections individually may not be reviewed and may not be given contract award consideration.

Contractors shall provide fully detailed information showing that the service proposed meets or exceeds the Government’s minimum specifications. Contractor’s proposal, along with the technical requirements below, must be submitted together. Prospective contractors shall be required to meet or exceed the delivery timelines in order to be considered for award.

The offeror’s proposal shall demonstrate that they have the capability to provide the required textile (tent) repair service. Offeror will incorporate the knowledge and skill sets required pursuant to the PWS (Atch1) as well as past experience obtained from working on the same or similar projects. The offeror shall show in their technical proposal that they have a complete understanding of the requirement and a well-conceived plan for satisfying the requirement.

The Technical volume shall clearly reflect how the offeror proposes to comply with the performance required in the PWS. Your technical submittal is to be clear and concise and shall be comprised of the offeror’s response to the following elements:

(a) Knowledge and Capability of all the “Documents Reference”

(b) An Inspection Process/Program

(c) Quality Assurance Program

(d) Employee Qualifications

(e) Resources available to meet all the requirements

(f) Delivery Schedule. Offerors are advised to clearly state acceptance to the twenty

(20) day turn-around time for each system submitted in lots between five (5) to ten

(10) systems.

(g) Terms of their best commercial warranty

4.1.1 EVALUATION & RATING

This evaluation will result in a determination of technical acceptability or unacceptability.

Exceeding the technical requirements will not result in a more favorable evaluation since the overall technical evaluation will be Acceptable/Unacceptable.

All sub-factors of the Technical Volume will be evaluated IAW this document and the

PWS and a rating from the following table applied.

Technical Volume Acceptable/Unacceptable Ratings Rating Description Acceptable Proposal clearly meets the minimum requirements of the Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.

4.1.2 REQUIRED VOLUME FORMAT

(a-e) MS Word, Excel or PDF.

4.1.3 PAGE COUNT

(a) The submission for Knowledge and Capability of all the “Documents Reference”, An Inspection Process/Program, Quality Assurance Program, Employee Qualifications, and Resources available to meet all the requirements shall not exceed the minimum amount of information required to prove technical acceptability.

(b) The submission for Delivery Schedule shall not to exceed 2 pages total.

(c) The submission for Commercial Warranty shall not exceed 2 pages total.

4.1.4 Options. Special Notice is provided to include the Option to Extend - Offerors are advised that FAR Clause 52.217-8, Option to Extend Services, is included in the combined synopsis and will be included in the resultant contract. FAR Clause 52.217-5, Evaluation of Options is also included in the combined synopsis. Clause 52.217-8 is for the purpose of extending the performance under the contract as the Government requires, e.g., if the succeeding contract has not been awarded at the time of expiration and the services being provided are critical. The performance may be extended more than one time, but the total extension may not be more than six months after the original expiration date of the contract. Should the Government determine to use clause 52.217-8, the Government must notify the contractor in accordance with the clause.

The preliminary notice does not commit the Government to an extension.

4.1.5 Evaluation of offers/quotes: If there are no other options in the solicitation, six-months worth of the base price will be added to the base for evaluation purposes. The offeror need not provide any new or additional pricing. The above methods of evaluation are simply to comply with the evaluation requirement of 52.217-5.

4.1.6 A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

4.2 VOLUME II– PERFORMANCE CONFIDENCE ASSESSMENT

Past Performance will be a valid discriminator among the proposals received. Offerors shall submit a list of the most relevant Government and commercial contracts (prime and major subcontracts) during the past 5 years only, which are relevant to the efforts required by this solicitation. The minimum required citations is 1, the maximum citations is 3.

Performance Risk Assessment Questionnaire (PRAQ) (Atch 4). For all contracts identified in herein, Performance Risk Assessment Questionnaires must be completed and submitted. The offeror shall complete Part I of the PRAQ and e-mail the questionnaire to both the Government contracting activity and technical representative responsible for each past/current contract or the commercial POC. The contractor shall instruct the Government/Commercial POCs to electronically complete Part II of the PRAQ, and to then e-mail the entire questionnaire by the time and date identified as the solicitation closing date, to the Contracting Specialist at cheryl.a.saylock.civ@mail.mil.

The offeror shall provide the Contracting Officer a list of all the POCs (Company name/POC) who were sent a questionnaire in their proposal response and date e-mailed to POC (month/day).

4.2.1 EVALUATION & RATING

(a) The performance confidence assessment is an assessment of the offeror’s past performance and probability of meeting the minimum solicitation requirements based upon relevant examples of past performance. This assessment is based on the offeror’s record of relevant and recent past performance information that pertain to the products and/or services outlined in the solicitation requirements.

(b) There are two aspects to the performance confidence assessment. The first is to evaluate whether the offeror’s present/past performance is relevant to the effort to be acquired. The second aspect is to determine how well the contractor performed on the contracts. These two aspects are evaluated and used to determine the Offeror’s rating.

(c) Nothing in this solicitation prohibits the Government from obtaining and considering past performance from any source available.

(d) To receive consideration for this award, a minimum performance confidence assessment rating of ‘Satisfactory Confidence’ must be received.

Offerors must submit three (3) relevant examples of past performance. The work under these examples shall have been performed within the past five (5) years. Past performance examples will be evaluated for relevance and quality.

a. Quality is evaluated as overall customer satisfaction, including but not limited to: timeliness of delivery; willingness to negotiate and accommodate changes;

cost control; processing of warranty claims, performance of maintenance agreements;

availability of general customer support.

b. Should the Offeror provide more than three (3) examples of past performance, the Government is not obligated to contact more than the first three.

Offerors should confirm that the POC telephone numbers are accurate and in service;

failure to provide valid telephone numbers does not obligate the Government to further pursue those examples of past performance.

c. In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror may not be evaluated favorably or unfavorably on past performance.

d. Nothing in this solicitation prohibits the Government from obtaining and considering past performance from any source available.

e. Negative information obtained using past performance evaluations will be provided to the Offeror to be addressed unless such negative information or circumstances have already been addressed by the Offeror.

4.2.4 ADDITIONAL VOLUME REQUIREMENTS

(a) Data concerning the prime offeror shall be provided first, followed in alphabetical order by proposed major subcontractor. While contractors may submit past performance information on relevant efforts under subcontracts, the Contracting Officer may be unable to obtain any qualitative information due to the Government’s lack of privity with subcontractors. In other words, since the Government deals directly with prime contractors, the Point of Contacts (POC) may be unaware of the offeror’s performance under a subcontract.

4.2.5 VOLUME ORGANIZATION

This volume shall be organized into the following sections:

(a) Section 1 – Contract Descriptions. This section shall include past performance information in the following format:

The offeror shall indicate if any of the contracts listed were terminated and the type and reasons for the termination. The offeror shall provide data on all instances where re-performance of the services was required.

The Performance Risk Volume will be evaluated IAW this document and the PWS with a rating from the following table applied:

Performance Confidence Assessment Ratings Rating Description Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

The Government may, at its discretion, require the apparent successful offeror to submit additional information in order to determine that the proposed price is realistic.
