APPENDIX A – Contract Data Requirements List (CDRL) and Data Item Description (DID)
1.0 General: This Performance Work Statement (PWS) describes the requirement for a supply contract for the acquisition of three (3) Altimeter Test Stations to perform final acceptance testing (FAT) on numerous variants (Reference Para 6.3.1) of the AN/APN-209 Radar altimeter currently tested at the Tobyhanna Army Depot
(TYAD).
2.0 Description of Supplies/Scope: The Contractor shall provide all personnel, equipment, software, programming, facilities, transportation, tools, materials, labor and supervision to fabricate, deliver, and install complete and operational radar altimeter automated test stations at the TYAD. The test station installation location is at TYAD Airborne Indicators Repair Facility. Final Acceptance shall be after installation and successful demonstration at TYAD. This requirement is for a turn-key design by the contractor. The contractor shall supply the materials and services described in this PWS to include training on the radar altimeter automated test system. All installation and training shall be performed at Tobyhanna Army Depot in Tobyhanna, PA.
2.1 Government Furnished Information and Materials: No government furnished
Equipment is available in the design and/or production of the Altimeter Test Stations. However, the government will make a test units available for final testing and inspection at the contractor’s facility prior to shipment to TYAD (Reference Para 6.1.1).
2.2 Contractor Furnished Material: The contractor shall furnish all material and equipment required for the performance of the effort, unless otherwise specified.
Contractor furnished equipment, documentation and materials are described in Paragraph 6.0, Description of Supplies and Services. The contractor shall supply only new radar altimeter test set materials and new ancillary equipment.
Used and refurbished radar altimeter test sets and ancillary equipment are unacceptable and will not be considered.
3.0 Background: TYAD is the DOD designated repair depot for the AN/APN-209 Radar
Altimeter. Several versions of the AN/APN-209 are currently overhauled at TYAD including legacy versions. The current test systems used on the radar altimeter repair line at TYAD were developed for manually performing final acceptance testing and troubleshooting the APN-209 Altimeter. These test stations require constant technician intervention throughout the testing process, as well as extensive training for technicians to correctly operate. The systems are also aging and becoming less reliable. The addition of an automated test station is desired to improve the quality of the product and reduce overall testing time of the altimeters.
4.0 Objectives: The contractor shall complete the following objectives.
4.1 APN-209 Automated Test Station: The contractor will design and fabricate three (3) complete PXI/PXIe based rack mounted Commercial Off the shelf (COTS) instruments that possess the same functionality of the existing system currently in place. The radar altimeter test systems shall have the same functionality for testing the APN-209 as the existing manual test station with provisions, to allow for reprogramming and the testing of newer generation AN/APN-209J Radar Altimeters. The test stations shall preform equivalent tests to the current manual test station used at TYAD. Testing capabilities and procedures for the existing system are outlined in Attachment 1 - APN-209 Final Acceptance Test Procedure REV E - 17R0017.
Performance and Pulse Repetition Frequency Specifications are contained in the following attachments:
Attachment 2 - APN-209 Performance Specifications - 17R0017 Attachment 3 - APN-209 Pulse Repetition Frequency Specification - 17R0017
4.2 Test Program Software: Develop measurement and executive programs to effectively run existing test procedures on a new automated test system using National Instruments LabVIEW Software and National Instruments Test Stand.
5.0 Quality: The contractor shall show evidence that a Quality Management System has been established and maintained. Evidence shall be presented in the form of a quality management plan or quality management manual detailing the established quality program at the manufacturer’s facility.
5.1 Quality Control: The contractor shall have an established quality control program and shall use it to ensure all components and assemblies are built in accordance with this Performance Work Statement and the accompanying solicitation documentation.
5.2 Quality Assurance: All products shall be inspected for conformance to the applicable engineering drawings and related specifications by the contractor, at the contractor’s facility prior to shipment. A copy of the inspection reports shall be provided to the Government.
5.3 Key Personnel: The Contractor shall designate a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate, who shall act for the contract manager when the manager is absent, shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the Contractor on all contract matters relating to daily execution of this contract.
5.4 Developer Certifications: At the date/time of solicitation close, software developers shall possess a valid and current National Instruments Certified Developer, overseen / supervised by a Certified National Instruments System Architect and shall provide evidence of individual certifications for those assigned to this effort.
