Comment / Question Technical Answer/Remarks

1 Does Tobyhanna want formatted printouts? Yes, Tobyhanna requires that the test result be capable of generating in a printable format.

2 Would Tobyhanna like a printer with the stations or the ability to integrate into the Army’s network (to access printers that way)?

No printers are required.

There are 6 configurations names, four of them have ATPs and then it appears there will be three gold cards. How can we assure the delivered TPSs will be adequate for all six configurations if we do not have access to them or their ATPs?

For the APN-209 there are two variations of each generation of altimeter. One is an indicator and receiver transmitter (IRT) and the other just a receiver transmitter (RT). For each generation the RT portions are identical. The units that can be provided are IRTs for each generation, which could be tested with either an IRT or RT test programs. The RT test program would simply omit the indicator portions of the ATP.

4 Can we assume the current manual methods – based on our review of the ATPs

– will ensure fault detection to the replaceable card level (as required by the

RFP)?

The current manual test method only allows for isolation of faults by manual troubleshooting using the available technical data and drawings. Tobyhanna has technical data available for RT-1115C, RT-1115D, RT-1411, and RT-1411A, however data is limited for RT-1115J and RT- 1411B. Fault isolation capability for the RT-1115J and RT-1411B will be limited to the available technical data.

5 Is it possible for us to get any pictures of the current ATE and ITAs? Pictures have been added as Attachment 6 to the solicitation.

6 Are we to deliver Tenny T10C Environmental Test Chambers or the equivalent, or will they be provided at your facility by the government?

Tobyhanna currently has an environmental chamber and does not require them as part of this procurement. The test stations shall be capable of logging the digital and analog altitude outputs from the altimeter during environmental testing as outlined in the required test procedures.

We have concerns as to our liability for the one year support if Tobyhanna has control over the LabVIEW source code. Can you explain if the source code is changed – are we still labile for the resulting problems?

The contractor will be liable for the functionality of the compiled TPSs in the state they are delivered with the test stations.

The RFP requests both compiled and un-compiled source code for the TPSs. We can deliver both, but in terms of licensing does Tobyhanna need to have the development versions of LabVIEW on each station?

Only one developers license for LabVIEW is required. It can be installed on one of the test stations.
