About this file
This is a Questions and Answers (Q&A) document for federal contracting solicitation W15QKN-26-Q-A141, issued by the U.S. Army Contracting Command - New Jersey for the removal and replacement of a drop ceiling grid system and tiles at Building 623 (Hall of Flags Conference Center) at Devens Reserve Forces Training Area in Devens, Massachusetts. The project scope clarifications address multiple areas of contractor responsibility and government support. Key clarifications confirm that air-handling unit (AHU) replacement and associated ductwork are excluded from the project scope, contrary to language in an earlier version of the Performance Work Statement. The contractor is responsible for temporary removal, disconnection, reinstallation, and testing of ceiling-mounted fire alarm notification devices, with the Government providing fire alarm system shutdown and restoration support. The Government confirmed it would provide higher-resolution floor plans, architectural drawings, and ceiling area specifications through SAM.gov Amendment 0004. The proposal validity period is established at 120 calendar days per Section A of the solicitation's Instructions to Offerors, not the 10 calendar days referenced in form 1442. Multiple proposal submission deadline extensions were issued, with the final deadline set for Monday, 31 August 2026 at 3:00 PM EST per Amendment 0005. The Government clarified that this is a removal, disposal, and replacement project—not a design-bid-build contract—and confirmed that no additional mechanical, electrical, or low-voltage control specifications beyond fire alarm device handling are required as part of the scope.

Building 623 Drop Ceiling Grid System Replacement – Devens, MA Questions and Answers Q1. The Performance Work Statement states: “Both AHU-1 and AHU-2 will be replaced in this project. All existing ductwork associated with the AHUs in the building will be replaced as a part of this project.” However, during the July 31, 2026 site visit, it was indicated that replacement of the air-handling units and associated ductwork is not included in this project. Please confirm that replacement of AHU-1, AHU-2, and the associated ductwork is excluded from the scope of this solicitation. If any HVAC work is required, please clearly identify the applicable equipment, ductwork, controls, electrical connections, testing, and related scope?
A1.: A revised PWS was sent out. There is no AHU work in this project.
Q2. The floor plan included on Page 79 of the Performance Work Statement is not sufficiently clear to read the dimensions and other information necessary to perform an accurate quantity takeoff and prepare the proposal. Please provide a higher-resolution floor plan and any available architectural, reflected ceiling, mechanical, electrical, fire alarm, or other relevant as-built drawings for Building 623. Please also provide the ceiling areas or room dimensions, if available?
A2.: Design and floor plan documents were provided to contracting. All attachments have been posted to the SAM.gov website under Amendment 0004 to this Solicitation.
Q3. During the site visit, several fire alarm notification appliances, including strobes, were observed mounted on or through the existing suspended ceiling. These devices may need to be temporarily disconnected or removed to complete the ceiling replacement and then reinstalled. Please confirm whether temporary removal, disconnection, reinstallation, testing, and certification of the ceiling-mounted fire alarm devices are part of the contractor’s scope. Will the Government or the base fire alarm representative provide assistance with placing the fire alarm system in test mode, acknowledging or clearing trouble signals, resetting the panel, and restoring the system after the devices are reinstalled?
A3.: Fire alarms will be turned off by Devens maintenance. Removal and reinstallation/testing should be considered part of this contract.
Q4. The project site visit was conducted on July 31, 2026, after the solicitation’s stated question deadline. The conditions observed during the site visit resulted in the clarification requests listed above. Responses to these questions may materially affect the project scope, subcontractor coordination, quantity takeoff, and proposal pricing. Please extend the proposal due date to at least seven calendar days after the Government issues its responses to these RFIs and any related solicitation amendment. This extension will allow offerors adequate time to incorporate the Government’s clarifications and submit complete and accurate proposals.
A4. An Amendment to the Solicitation will be posted to extend the due date for quotes to Tuesday, 18 August 2026.
Q5. Can the Government clarify the proposal validity period for this project? The 1442, Block 13 indicates 10 calendar days while the solicitation in Section A, Instructions to Offerors indicates "All offers shall remain valid for 120 calendar days." Please clarify which is correct?
A5.: Proposal dates I’ll defer to contracting to answer. Section A of the ‘Instructions to Offerors’ is correct: ‘All offers shall remain valid for 120 calendar days’.
Q6. Can the Government provide a rough order of magnitude for this project?
A6. I’m not sure what is being asked here. The PWS lays out the parameters of this project. Take the old ceiling drop tile system out, dispose of, and then replace with new.
Q7. Reference Solicitation, Section A, item 1 - This section states that “the Contractor shall provide all plant, labor, equipment, tools, materials, supervision, incidentals, and services required to perform and complete the work necessary remove and reinstall a new drop ceiling grid system and tiles for Building 623”. This statement informs us that this is a Design-Bid-Build project. No plans and only a demolition (02 41 00) specification were provided with the RFP package. Please provide project plans as well as an Acoustic Ceiling Tile (division 09) specification for this project?
A7.: Design-bid-build is a typo. That is not required. This is a remove, dispose, and replace the ceiling tile project.
Q8. Reference Attachment 0001 – Performance Work Statement, Part 1 General – Para 1.1.3 Project Description states that the purpose of this project is to refurbish and upgrade several areas and systems in Building 623, Hall of Flags Conference Center at Devens RFTA. Both AHU-1 and AHU-2 will be replaced in this project. All existing ductwork associated with the AHUs in the building will be replaced as a part of this project”. There is no further mention of AHU replacement or associated mechanical work anywhere in the documents provided. Please clarify the scope of this project?
A8.: Again, the revised PWS was sent out. AHU work is not part of this project.
Q9. Reference Attachment 0001 – Performance Work Statement, Part 1 General, Para 1.1.3 – If there is any mechanical scope involved in this project, there will also likely be electrical and other low voltage elements involved in this project such as controls and fire alarm. Please provide the plans and specifications to support these scopes of work?
A9.: See question Q3
Q10. Reference Solicitation, Section A, item 8 – The solicitation states that questions regarding this solicitation shall be submitted NLT 7/29/26. No site visit has occurred to review the project site and conditions. The site visit will surely result in additional questions pertaining to this project. Please extend the period for submission of questions to 1 week after the site visit?
A10.: Site visits did take place. If you have missed the site visits, we will try to accommodate another visit, but time is limited.
