About this file
This document is a Questions and Answers file related to a pre-solicitation for a Department of the Army contract (Solicitation Number W15QKN25RA074) for replacing Building Automation System (BAS) controls, chiller, chiller pumps, and glycol systems at a facility in Bellefonte, PA. The synopsis indicates the solicitation will be released in August 2025, with an expected release date around 14 July 2025. Key technical details from the Q&A include uncertainty about the specific piping materials, with the government preferring replacement pipes to match the existing system's specifications. Contractors are advised that while the current system uses glycol, any proposed pipe material changes must be submitted to the Contracting Officer Representative for review during the construction process. A separate mechanical schedule document is available in the SAM.gov attachments section for additional technical specifications.

Questions and Answers (in response to Synopsis)
1. Question: When will on-site meetings be held?
a. Answer: These will be established at the time of solicitation. The Solicitation will be posted in August 2025.
2. Question: Piping kind- Metallic (If so what kind), PVC, CPVC, Grooved?
a. Answer: The Govt is not 100% sure of actual pipe kind. The pipe kind is unknown
3. Question: Please provide Piping Schedule.
a. Answer See separately attached document title “PA163 Mechanical Schedule”. This can be found under the Attachments/Links Section of the Synopsis posted to SAM.gov.
4. Question: Do you wish to keep the same kind of pipe, or can it be changed? For example, say the pipe is sch 10 CS which would be prone to rotting with water/glycol exposure, can we switch to SS sch 40 to prolong life.
a. Answer: The system was originally designed and is currently filled with glycol; the Government would like the replacement pipe to be like in kind. If it is discovered during the construction process that the pipe kind needs to be changed for some reason, this can be presented to the Contracting Officer Representative / Regional Facilities Operations Specialist in the form of a submittal.
