The purpose of Amendment 0007 to W15QKN-22-R-0057 is to answer questions received from industry.
1. Questions and Answers:
Question 1: Will the U.S. Government allow for price adjustments during the 5-year period of performance to account for any price increases in raw material?
Answer 1: As stated under General Instructions, Offerors can account for any price variation in the NTE pricing proposed. The unit prices will establish Not to Exceed (NTE) unit prices for the SAWS items during the Delivery Order phase. Awardees will be able to propose lower FFP unit prices on future delivery orders but cannot exceed the unit prices on contract.
Question 2: Offeror Y, respectfully request an extension until 18 November 2022 for the solicitation response. This extension request is due to the time needed to obtain necessary information from our supply base, several of who are delayed in providing pricing due to their current capacity and increased demand for priority items to support the war in Ukraine.
Answer 2: At this time, the Government has no intention of extending the RFP closing date again.
Question 3: Offeror Z, request an extension for a minimum of two weeks, to continue to pursue the needed pricing and delivery commitments required. Offeror is experiencing difficulty receiving responses from some Eastern European international suppliers for the some of the SAWS requirements. The most common reasons are the current state of affairs in Eastern Europe concerning the Ukraine war effort and the overwhelmed critical supply chain issues. Offerors potential suppliers are currently in a full production mode and do not seek to entertain any additional work, nor commit to any firm delivery requirements at this time.
Answer 3: At this time, the Government has no intention of extending the RFP closing date again.
Question 4: CDRL A007, the Interim Hazard Classification (IHC), states that the IHC must be in accordance with Section 14 of the SOW.
The SOW states, the Contractor shall provide an IHC (DI-MISC-80508B Tailored) to the Product Director SAWS Technical Office (Email:
usarmy.pica.peoammo.list.pm-mas-pdd-saws-technical@army.mil) at least 30 calendar days prior to delivery to final location for any item containing propellant or explosives prior to shipment. However, doesn't the Government provide the IHC, not the contractor?
Answer 4: As noted in the Statement of Work (SOW), the contractor shall provide an Interim Hazard Classification (IHC).
2. The Proposal Response Date/Time remains unchanged at 28 October 2022 / 3:00PM EST.
