The purpose of Amendment 0003 under Solicitation W15QKN-19-R-0008 is to respond to the following questions that have been received (to date) under this Request for Proposal (RFP):
Question Set #3_______________
Note: Updates have been made to the Technical Data Package(TDP). Please refer to both questions below and the TDP in FBO.
Question #1:
The TDP for the PA1032A2 and PA161 includes PN 9331683 (Cover Assembly). Was this drawing inadvertently included? Section B in the
Solicitation references CLINs with two variant Cover Assemblies, PN 12960796 and PN 12989958 (not PN 9331683). Can the USG clarify whether PN 9331683 (Cover Assembly) is, or is not not being procured in this acquisition?
Response to Question #1:
Cover Assembly 9331683 is not being procured in this acquisition.
Question #2:
PN 9344039 (Screw) and PN 12972320 (Screw, Tapping High Performance, Zone Hardened, Structural Thread Rolling, Flat Countersunk Head) appear to be missing Quality Assurance Provision (QAP). Is the contractor to assume that these two components dont have QAPs?
Response to Question #2:
These components are commercial parts so no direct QAP is needed. However, per DTL12961080B, these are still required for First Article
Testing per paragraph 3.10.3 and Table II, and a material certification per paragraph 4.5.1.
#2a. Additionally, on PN 9344039 (Screw), Zone C2, the thread relief has no dimensional call-out. Can the Government provide some direction here?
Response to Question #2a:
This component is a commercial part. The thread relief should be 0.
Question #3:
PN 9331689 (Shaft) and PN 12992296 (Handle, Square) do not have coating requirements. Is the contractor to assume that coating requirements at the next level of assembly (PN 12960796, Cover Assembly) apply? If so, is the contractor required to apply the required coatings to individual components prior to final assembly?
Response to Question #3:
The protective finish on PN 12960796, Cover Assembly, note 4 also applies to PN 9331689 (Shaft) and PN 12992296 (Handle, Square). The protective finish on PN 12989958, Cover Assembly, note 4 also applies to PN 9331689 (Shaft) and PN 12960799 (Handle, Square, Solid).

Question #4:
PN 12961079 (Body Weldment), Note 11 requires a 1 ton shear load. Is this test considered non-destructive?
Response to Question #4:
This would depend on a contractors verification method; however, it is most likely a destructive test.
Question #5:
PN 12961079 (Body Weldment) appears to be missing a true position tolerance between the two Plug, Stacking (PN 12961079) components. Is the contractor to assume that if Note 2 is met, that mating MACs will properly interface together per the design and tolerances associated with the individual components?
Response to Question #5:
The Stacking, Plug is drawing 9331698. Note 2 states that Completed containers must interlock and stack for unitization. The stacking/interface requirement must be met; exactly how that is accomplished is up to each individual contractor.
Question #6:
RFP Table 1 on pages 75 and 76 list the drawings and revisions associated with the PA103A2 and PA161 containers. Several drawings provided in the TDP do not match the RFP.
Response to Question #6:
The changes to these drawings were included as Engineering Exceptions in the original PRON Request. Those changes were then incorporated verbatim into an Engineering Change Proposal (ECP) R18K2005. The Engineering Exceptions/ECP plus the older revisions are equivalent to the new revision. The Engineering Exceptions for both TDPs have been uploaded to FBO.
Question #7:
Drawing 12961079, Body Weldment, is not listed in either TDPL 12961080:19200, dated 11/13/2017 nor TDPL 12972583:19200, dated
11/13/2017.
Response to Question #7:
Drawing 12961079, Body Weldment should be part of both of these TDPLs. It was mentioned above in questions 5 and 6. A copy of revision
F has been posted to FBO.
Question #8:
In amendment 0002 to the RFP, you make reference to an ECP that has been incorporated into the TDP. Is it possible for us to download a copy of the complete ECP?
Response to Question #8:
See the answer to question 6 above. ECP R18K2005 has been uploaded to FBO.
All other terms and conditions of the RFP remain unchanged.
