1) We would like to request a comprehensive and accurate list of maintainable equipment.

a. A list of all Government Furnished Property will be included as an attachment to the solicitation.

2) PWS Section 2.1.11.1.1 states “Contractor personnel performing work under this contract shall have and maintain a secret clearance at time of the contract start date and for the life of the contract.” This is under the “Key Personnel” section. Should this mean that all Key

Personnel need a Secret Clearance rather than all contractor personnel?

a. The PWS has been revised to delete all references to secrete clearances.

3) The PWS appears to be silent on a Contractor Facilities Clearance. In order to maintain employee clearances required the company must have a Facilities Clearance commensurate with the level of clearance of personnel. We recommend the Government include a requirement for Contractor Facilities Clearance at the time of bid submission.

a. A Contractor Facilities Clearance is not applicable to this PWS.

4) PWS Section 4.2 Quality Control Plan. We recommend the Government considering revising the PWS to require Quality Control Plan is in accordance with ISO 9001 Quality

Assurance standards.

a. A Quality Control Plan is not being considered at this time.

5) We recommend the Government provide a complete work order history for the previous twelve months to all contractors.

a. A Complete Work Order History is not being considered at this time.

6) We recommend that the final PWS incorporate a list of all Government Furnished

Equipment.

a. A list of all Government Furnished Property will be included as an attachment to the solicitation.

7) Does the Enterprise System have Mobile Capabilities?

a. The GFEBS system has some mobile capabilities. Details will be provided in the near future.

8) Annex A – Overarching Standardized PWS Section 2.2 States that work management only applies to CLS 411, 414, & 420. If those numbers correlate to the Annex numbers for the individual PWS files, there is no CLS #414. Could the Government please clarify?

a. The indication after the section heading "Applicable only for CLS 411, 414, and

420," has been deleted from the PWS. Work management applies to all areas of work addressed by the PWS.

9) Annex A – Overarching Standardized PWS Section 2.3 States that work management

11) Annex A – Overarching Standardized PWS Section 4.0 The Performance Requirements

Matrix cites that Performance Standards for #7 through #21 indicate that contractor performance is based on information contained "IAW PWS attachments 01 through 08".

Could the Government confirm that the PWS attachments (01 through 08) cited in

Performance Standards #7 through #21 correlate to the individual PWS files for Annex E through Annex M?

a. Yes. They do correlate. The Performance Requirements Summary Matrix has been updated to clarify.

12) Annex H – 411_Facilities Maintenance Vertical PWS Section 2.13.3 – 2.13.9 These sections were left blank, however, in other PWS files, blank sections are listed as Not

Applicable (N/A). Could the Government clarify if Annex H, sections #2.13.3 through

2.13.9 are applicable to this work scope and either provide relevant work statement requirements or list those sections as N/A?

a. These sections are applicable. Language has been added in Annex H –

411_Facilities Maintenance Vertical PWS Section 2.13.3 – 2.13.9.

13) Annex H – 411_Facilities Maintenance Vertical PWS Section 3.0 This section provides a table with Work Capability Levels, which appears to be pricing activity. Could the

Government please provide additional information as to what the contractor is expected to do with this table?

a. This chart is not applicable and has been deleted.

14) Annex M – 510_Pest Management Services PWS Section 2.3.2 This section states that the contractor shall provide services for special events when necessary. Could the

Government provide additional information related to how the contractor is notified of these special events (i.e., unscheduled service order/DMO) and how many special events typically occur over the course of a year?

a. Annex M – 510_Pest Management Services PWS Section 2.3.2 has been updated to include, “The contractor will be notified of special events and the work required of the contractor by the COR. There will normally be planning meetings on the event weeks before it occurs, and the contractor may be requested to attend. Work will be tracked under a demand maintenance order for the particular event (DMO). There are normally 8 - 12 special events annually. Note - rarely are pest control services involved in special events.”

15) One published synopsis states that this opportunity is set-aside for HubZone companies, nother states that it is Total Small Business set-aside.

a. The requirement will be solicited as a HUBZone set-aside.
