1.0 General Information.

1.1 Overview. The Contractor shall inspect, repair and maintain all existing buildings, structures, and their components listed in real property records. The Contractor shall provide sustainment of vertical facilities such as buildings and all utilities plant structures within the five (5) foot demarcation line, excluding Army Family Housing.

1.2 Components. The Contractor shall perform preventive maintenance (PM) and repairs. Facilities and components covered under this Common Level of Support (CLS) include, but are not limited to, the following:

a. Administrative buildings

b. Training facilities

c. Maintenance shops

d. Warehouses

e. Medical facilities and clinics (alarm/fire systems)

f. Schools, chapels, and recreational facilities

g. Childcare facilities

h. Barracks

i. Billeting

j. HVAC systems

k. Fire alarms

l. Roofs

m. Installed building equipment

1.3 Work Management and Control.

1.3.1 Reporting Requirements. The Contractor shall prepare and maintain all maintenance records, files, and reports in General Fund Enterprise Business System (GFEBS).

1.3.2 Publications and Forms. Specific publications and forms required for the accomplishment of work described in this CLS are listed in TE 0401.

1.3.3 Facilities Maintenance Instruction. This instruction addresses the Standard Operating Procedure (SOP) for Maintenance and Repair (M&R) and GFEBS.

2.0 Description of Services. The Contractor shall develop and implement (after KO approval) a Comprehensive PM and Repair Program. PM consists primarily of inspection, cleaning, lubrication, adjustment, calibration, and minor part and component replacement on building and structures, its component equipment and other systems included at facilities which are listed in TE 0001. The Contractor shall submit the Comprehensive PM and Repair Program for this service within 30 days after receipt of approval to start. Work that is outside the scope of a PMO shall be accomplished through a DMO or OWO.

2.1 Facility Workload. The data detail shall be captured by OWOs, PMOs, and PWOs for this service.

2.1.1 BUILDER Sustainment Management System. N/A

2.2 Natural Gas Appliance and Equipment. The Contractor shall inspect natural gas appliance connections for leaks at the valve or adjustable meter. The Contractor shall repair leaks immediately and conduct inspections semi-annually. PM for natural gas appliances and equipment shall be performed IAW the requirements set forth in National Fire Protection Association (NFPA) 54 National Fuel Gas Code and 49 CFR 192, Transportation of Natural and Other Gas by Pipeline: Minimum Federal Safety Standards. The Contractor shall maintain gas lines, gas meters, and regulators (low pressure side to include building plumbing).

2.3 Heating, Ventilation, and Air Conditioning (HVAC). The Contractor shall provide PM IAW manufacturer’s recommendations and repair services for HVAC systems. Services include maintenance, repair, and installation of all components, devices, and equipment. Components include, but are not limited to: boilers, furnaces, compressors, blowers, motors, drive assemblies, control systems and wiring, duct work, burner assemblies, temperature controls, registers, condensate and drip pans and drains, grills, evaporators, air filters, and heat/air conditioning units.

2.4 Eye Washes and Safety Showers. The Contractor shall inspect, test, and maintain the eye washes and safety showers identified in TE 0402 IAW manufacturer’s recommendations.

2.5 Roof Gutters, Drains, and Downspouts. The Contractor shall semi-annually, in the months of April and November, inspect and clean all roof gutters, drains, and downspouts identified in TE 0001. Cleaning shall include removal of bird nests, cobwebs, beehives, wasp nests, vegetation, leaves, debris, and all other obstructions that restrict flow to and through roof gutters, drains, and downspouts. The Contractor shall replace loose, displaced, broken, or missing strainers. The Contractor shall re-secure and fasten all loose gutters and downspouts in conjunction with inspection and cleaning. The Contractor shall maintain a log and have it available upon request.

2.6 Automatic Doors. The Contractor shall, by the first week of every month, inspect and perform repairs to the automatic doors listed in TE 0403. The service includes inspecting and adjusting to confirm that all screws are tight, springs are in good shape, threshold is secure and fits properly, the on and off switch works properly, and door closing speed is adjusted to comply with the Uniform Federal Accessibility Standard (UFAS), and the Americans with Disability Act Accessibility Guidelines (ADAAG). The Contractor shall document repairs and inspection results, and make this information available upon request.

2.7 Overhead Doors. The Contractor shall semi-annually inspect and maintain the overhead doors, including electronically driven or motorized doors, operators, and controls identified in TE 0404. The Contractor shall verify doors in fire-rated walls meet the corresponding fire rating required by the building code(s). PM shall include inspection, adjustment, alignment, proper fit, testing of controls and safety devices, and lubrication of overhead doors.

2.8 Gates and Dock Levelers. The Contractor shall semi-annually inspect and maintain manually and electrically operated gates and dock levelers, listed in TE 0405, IAW manufacturer’s recommendations. Inspection and maintenance activities shall include electrical components, controls, operators, gate hardware, and all associated equipment.

2.9 Air Compressors/Unfired Pressure Vessels. The Contractor shall inspect, maintain, and test the air compressors/unfired pressure vessels annually and have these results available upon request. The Contractor shall contact the COR/ACOR for new equipment not identified in TE 0405 prior to inspection. An unscheduled work request shall be submitted for the new equipment.

2.10 Plumbing. Plumbing includes potable water systems consisting of hot and cold water piping, components inside the facility, and out from the facility to the point of demarcation. Waste, vent, and drain systems consist of piping and components inside the facility and out from the building to the point of demarcation. Potable water system includes domestic water heaters. Water heater types may be electric or fueled by natural gas, oil, or gas/oil combination with either atmospheric or forced draft burners. The Contractor shall repair, replace, and maintain potable water and waste, vent, and drain systems and components from the isolation valve. If no point of demarcation exists, then the point of demarcation is at a distance of five (5) feet out from the building.

2.10.1 Components. Components include, but are not limited to, the following: hot and cold water piping and fittings, insulation, natural gas piping systems downstream of the meter owned by the utility provider, sinks, faucets, hot water storage tanks, eye wash stations, drinking fountains, hot water circulation pumps, hose bibs, standpipes, expansion anks, relief valves, mixing valves, flushometers, bathtubs, commodes, piping, fittings, drains, sump pumps, motors, and sump water level controls IAW Technical Manual (TM) 5-810-5, Plumbing, Army Regulation (AR) 420-1, Army Facilities Management, and manufacturer’s specifications. The Contractor shall set hot water temperature IAW AR 420-1.

2.10.2 Leaks. The Contractor shall repair leaks of piping and plumbing fixtures. System and components in mechanical rooms shall function properly in the event of water leaking from valve and pump packings or seals. Sewage gases shall not be vented into facilities. Drains shall be free of obstruction. Fuel oil or natural gas shall not leak from the system or components. Hot and cold water shall flow on demand through the piping systems with no leakage through closed faucets, mixing valves, or flushometers. Flushometers shall operate properly and shut off the water flow after the flush cycle.

2.10.3 Sump Pumps. The Contractor shall annually inspect, remove all debris, wash down, and operate the sump pumps and lift stations identified in TE 0406 and Attachment 07 Wastewater Services. Sump tanks shall not exceed their maximum capacity. Sump water level controls shall energize the sump pump prior to the sump becoming full, and shut off the pump after sump draining is complete.

2.10.4 Hot Water Tanks. The Contractor shall inspect hot water tanks identified in TE 0407. Inspection shall include a visual check for leaks, corroded surfaces, and improper setting of aquastat. PM shall include checking operation and condition of relief valve, draining of hot water tank, and ensuring that there is an unobstructed flow through the exhaust line for gas water heaters. Water heaters with forced draft burners shall perform in compliance with the Air Operating Permit, American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code, and manufacturer’s specifications. Burner combustion exhaust emissions shall not exceed fifty (50) parts per million (ppm) of carbon monoxide when burning natural gas, or a No. 1 (20% density) smoke on the Ringlemann Chart. Work shall be scheduled and performed with minimum impact to the facility mission.

2.10.5 Backflow Preventors. The Contractor shall develop and submit, for approval by the COR, a PM Program to annually inspect, certify, and repair all backflow prevention devices listed in TE 0509. Work shall meet the requirements of the applicable Safe Drinking Water Act (SDWA).

2.10.6 Grease Traps. The Contractor shall inspect, pump, clean, and maintain grease traps/interceptors listed in TE 0408. The Contractor shall inspect grease traps monthly. Grease floating on the liquid surface shall be removed as a maintenance task and disposed at the Sewage Treatment Plant (STP) or other location approved by the COR. Grease interceptors shall be pumped and cleaned IAW the following criteria:

a. When the fats, oils, and grease (FOG) or other floatable grease layer exceeds six (6) inches in depth, as measured by a sludge core sampling device.

b. When the settled solid layer exceeds eight (8) inches in depth, as measured by a sludge core sampling device.

c. When the total volume of captured grease and solid material displaces more than twenty-five (25) percent of the capacity of the interceptor as calculated using a sludge core sampling device.

d. When the interceptor is not retaining/capturing oils and greases.

2.10.6.1 When a grease interceptor requires a complete pumping or cleaning, the Contractor shall ensure the excessive solids are scraped from walls, floors, baffles, and all pipe work interior of the interceptor. The Contractor shall pump-out and clean grease interceptors annually.

2.10.6.2 The Contractor shall maintain inspection records for each grease interceptor. Inspection records shall include the date, time, FOG depth, sludge depth, and details of any repairs. Inspection records shall be made available upon request.

2.10.6.3 The Contractor shall submit a quarterly report to the COR/ACOR that identifies, at a minimum, the interceptor or trap inspection dates, dates cleaned, dates pumped, amount of liquids and solids removed on each occasion, and the service order number for repairs made. Reports shall be submitted by the fifth (5th) working day following the quarter end.

2.10.6.4 Chemicals, enzymes, live bacteria, grease cutters, or other additives shall be approved by the DPW Environmental and Natural Resources Division (ENRD) prior to use.

2.10.6.5 Disease traps and solid waste interceptors shall be maintained IAW with the manufacturer’s recommended procedures to prevent breakthrough to the sanitary sewers.

2.10.7 Urinals. The Contractor shall repair and replace urinals as required. Clogged drains and odor complaints shall be performed through a DMO.

2.10.8 Wash facilities/racks. The Contractor shall provide M&R to keep wash facilities properly operational. This includes vehicle wash points, vehicle wash facilities, and the trash container/dumpster wash point. Additional components including, but are not limited to, wash stations, valves, sediment basins, oil skimmers, sensors, sand traps, drains, lines, detention ponds, wash water, concrete and filter pumps, oil-water separators, make-up water systems, motors, gearboxes, piping, electrical systems, and controls IAW Operation and Maintenance (O&M) manuals, and manufacturer’s specifications. The Contractor shall provide regularly scheduled and unscheduled repairs. Sludge removal shall be performed under another contract.

2.11 Sanitary Wastewater Treatment and Collection System. The sanitary wastewater treatment and collection system delivers sanitary wastewater to the Sewage Treatment Plant (STP) by means of collection lines, sewer mains, and lift stations. Fort Hamilton’s sanitary wastewater collection system collects and delivers sanitary wastewater to the City “Owls Head” Sewage Treatment Plant (STP). There is one lift station located in building 231. There are approximately 89,608 linear feet (LF) of sewer mains ranging from 4 inches to 48 inches in diameter, and approximately 299 manholes. Domestic sewage is approximately 40,000 gallons per day (gpd). The Contractor's maintenance responsibility encompasses all of Fort Hamilton. The Contractor’s responsibility in the housing area is limited to main lines and manholes.

2.11.1 STP Maintenance. N/A

2.11.2 Components. Sanitary wastewater treatment and collection system components include, but are not limited to: electrical, electronic, and digital systems and controls; level controls, control panels, phone dialers, switches, metering devices, sewage basins, alarms, lift stations, wet wells, dry wells, pumps, motors, air compressors, filters, piping, indicator lights, mounting hardware, meters, valves, and fittings, and laboratory equipment and components.

2.11.3 Compliance. The Contractor shall repair and maintain sanitary wastewater treatment and collection system and components IAW AR 4201; TM 58141, Sanitary and Industrial Waste Water Collection - Gravity Sewers and Appurtenances; TM 58142, Sanitary and Industrial Wastewater Collection - Pumping Stations and Force Mains; O&M manuals; and manufacturer’s specifications. Sample maintenance cycles checklists are in TE 0701.

2.11.4 Reporting Requirements. The Contractor shall submit to the COR/ACOR a plan for accomplishing the Sanitary Wastewater Treatment and Collection System scheduled maintenance work. The Contractor shall maintain a maintenance log that includes unusual conditions, accidents, and complaints.

2.11.5 Laboratory. N/A

2.12 Industrial Wastewater Treatment Plant (IWTP). The Industrial Waste Collection System (IWCS) consists of approximately of 4"12" collection lines from motor pool wash racks. There is 1 lift station that is mentioned in paragraph 2.11.

2.12.1 Components. N/A

2.12.2 Compliance. N/A

2.12.3 Reporting Requirements. N/A

2.13 Heating/Cooling Plants. The Contractor shall inspect, maintain, repair, and service all heating plants and systems (steam meters and automatic tank monitoring system), all boilers, and furnaces used in the production of domestic heat.

2.13.1 Central Boiler Plants. The central boiler plant is located in Building 137 via steam and condensate lines. The approximate age of the boiler plant is 12 years and the condition of associated piping is in poor condition.

2.13.1.2 General Maintenance Considerations. N/A

2.13.2 Maintenance of Heating Plants. PM shall be planned, scheduled, and conducted. Gas and oil-fired boilers in TE 0409 shall receive PM prior to the onset of the heating season.

2.13.2.1 The Contractor shall inspect, maintain, and repair all heating plants and associated equipment. M&R of central boiler plants shall include steam and hot water heating sources, fuel storage, and handling equipment at the boiler plants, feed water, condensing flue gas and air system equipment, miscellaneous pumps and plant instrumentation. M&R performed by the Contractor shall be accomplished so equipment condition will remain unchanged from the time of receipt. The quality of work accomplished shall meet the various manufacturer's requirements for individual equipment items as stated in the operations and maintenance manuals.

2.13.3 Chiller Units. The Contractor shall inspect, maintain, and repair all units and associated equipment including instrumentation. M&R performed by the Contractor shall be accomplished so equipment condition will remain unchanged from the time of receipt. The quality of work accomplished shall meet the various manufacturer's requirements for individual equipment items as stated in operations and maintenance manuals.

2.13.4 Air Handlers. The Contractor shall inspect, maintain, and repair all units and associated equipment including instrumentation. M&R performed by the Contractor shall be accomplished so equipment condition will remain unchanged from the time of receipt. The quality of work accomplished shall meet the various manufacturer's requirements for individual equipment items as stated in operations and maintenance manuals.

2.13.5 Condensers. The Contractor shall inspect, maintain, and repair all units and associated equipment including instrumentation. M&R performed by the Contractor shall be accomplished so equipment condition will remain unchanged from the time of receipt. The quality of work accomplished shall meet the various manufacturer's requirements for individual equipment items as stated in operations and maintenance manuals.

2.13.6 Cooling Towers. The Contractor shall inspect, maintain, and repair all units and associated equipment including instrumentation. M&R performed by the Contractor shall be accomplished so equipment condition will remain unchanged from the time of receipt. The quality of work accomplished shall meet the various manufacturer's requirements for individual equipment items as stated in operations and maintenance manuals.

2.13.7 Ventilation Systems. The Contractor shall inspect, maintain, and repair all units and associated equipment including instrumentation. M&R performed by the Contractor shall be accomplished so equipment condition will remain unchanged from the time of receipt. The quality of work accomplished shall meet the various manufacturer's requirements for individual equipment items as stated in operations and maintenance manuals.

2.13.8 Fan Coil Units. The Contractor shall inspect, maintain, and repair all units and associated equipment including instrumentation. M&R performed by the Contractor shall be accomplished so equipment condition will remain unchanged from the time of receipt. The quality of work accomplished shall meet the various manufacturer's requirements for individual equipment items as stated in operations and maintenance manuals.

2.13.9 HVAC Controls. The Contractor shall inspect, maintain, and repair all units and associated equipment including instrumentation. M&R performed by the Contractor shall be accomplished so equipment condition will remain unchanged from the time of receipt. The quality of work accomplished shall meet the various manufacturer's requirements for individual equipment items as stated in operations and maintenance manuals.

2.13.10 Scheduled System Outages. The Contractor shall coordinate all scheduled outages with the COR/ACOR. Outages shall be coordinated at least fourteen (14) working days in advance. The Contractor shall notify affected installation agencies of the scheduled outage. The Contractor shall attend, as applicable, planning meetings that may affect the air conditioning systems the Contractor operates and maintains. The COR/ACOR will notify the Contractor at least forty-eight (48) hours in advance of planned meetings.

2.13.11 Perform Seasonal Start-up and Shutdown of AC Plants and Systems. The Contractor shall perform the seasonal start-up and shutdown of the AC plants and systems within five (5) days of notification by the COR/ACOR IAW a priority list provided by the COR/ACOR. Seasonal shutdowns shall include winterization of condensers and shutoff for each system and item of equipment, including draining of lines, coils, and tanks and application of freeze protection where required.

2.13.12 Freeze Protection. The Contractor shall shut down, secure, and drain all equipment subject to freeze damage when freezing weather conditions are forecast, anticipated, or imminent. The Contractor is responsible for and liable to provide such services whether or not specifically informed or notified by the COR/ACOR, of such conditions. All equipment secured and drained for these reasons shall be returned to normal service when danger of freeze conditions has passed. The Contractor shall be liable for correction of any and all damages incurred as a result of failure to adequately protect equipment under these conditions. The Contractor shall notify the DPW work control center not later than (NLT) four (4) hours after securing a system from possible freeze damage.

2.14 Winterization and De-Winterization. The Contractor shall winterize and de-winterize the non-heated facilities, other non-heated systems, and wood heated facilities listed in TE 0410. The Contractor shall be responsible for identifying and correcting any deficiencies that present a potential for freeze damage or water leak damage. Other winterizations and de-winterizations shall be performed as unscheduled tasks upon receipt of a valid work document. The Contractor shall complete the winterization of buildings and other systems by November 15th and de-winterization no earlier than April 15th , unless directed otherwise by the KO or COR/ACOR.

2.15 Chemical Treatment of Water Systems. The Contractor shall provide chemical water treatment to the chilled water systems. The Contractor shall perform weekly testing for cooling tower water and add chemicals as needed. The Contractor shall maintain detailed records of all chemicals used for water treatment of cooling towers, condensate and chilled water systems, to include the following: building number, date chemicals were applied, description of chemicals used, quantity of chemicals used per system to maintain standards, chemical level readings in system before and after minor adjustments, date of inspection check and adjustment, results of inspection and name of persons doing the inspections and adjustments. This information shall be provided to the COR/ACOR in writing within five (5) days of each inspection check, and negative reports are required.

2.16 Lift Stations. The Contractor shall evaluate lift stations, collect and record data, perform adjustments necessary to control the quality of the operations, inspect for deficiencies and hazardous conditions to determine the plant M&R requirements. Perform routine cleaning of equipment subject to waste material accumulations, blockages, algae growth, vector attraction, and offensive odors including, but not limited to, bar screens, grit collector, de-gritter, and weirs. Dispose of grit, scum, and screening material removed from the facility waste streams.

2.17 Maintenance Cycles. The Contractor shall perform maintenance cycles IAW checklists in the maintenance plan. The Contractor shall clean each sedimentation tank semi-annually. This task shall be accomplished within seven (7) calendar days after COR request. The Contractor shall be responsible for the cleaning, pumping, and unplugging of motor pool oil separators. Oil collectors, oil separators and inside interceptors shall be responded to as Urgent. The Contractor shall maintain the entire collection system in a free flowing condition at all times. Upon notification of plugged lines, the Contractor shall respond within two (2) hours to unplug the system. The Contractor shall notify the COR/ACOR within one (1) hour of notification of plugged sand traps and interceptors.

2.18 Electrical. The Contractor shall perform scheduled inspection, testing, calibration, maintenance, repair, and other services of electrical systems and components, IAW technical manuals and manufacturer’s instructions.

2.18.1 Emergency Fixtures. The Contractor shall inspect, test, repair, and maintain approximately 95 lighted exit signs and 152 emergency lighting units located within building interiors, IAW the United States Federal Code (UFC) 1-200-01 DoD Building Code (General Building Requirements).

2.19 Auxiliary Generators. The auxiliary generators consist of approximately 9 generators ranging from 100 kilowatt (KW) to 180 KW. Auxiliary generators are listed in TE 0406.

2.19.1 Perform PM of Auxiliary Generators. The Contractor shall perform PM of the auxiliary generators listed IAW TM 5-682, TM 5-683, TM 5-684, TM 5-811-3, and the PM checklists. The Contractor shall follow the special schedule requirements specified in AR 420-1 Section 4-67 and 23-54. The Contractor shall coordinate all electrical testing of generators with applicable activities and the COR/ACOR prior to testing. The Contractor shall comply with manufacturers' instructions and recommendations when performing PM of generators. All lubricants, filters, belts, fittings, indicator light bulbs, and fasteners are to be provided by the Contractor as part of the PM requirement. Repair requirements above and beyond the scope of auxiliary generator PM shall be submitted to the COR/ACOR within twenty-four (24) hours of identification.

2.20 Grounding Point Checks. The Contractor shall perform grounding point testing on all points, metal bleacher covers, and facilities on an annual basis IAW the latest edition of the National Fire Protection Association (NFPA) standards for the installation of lighting protection systems. The Contractor shall check the grounding points in all buildings as required in the list of facilities in TE 0412.

2.21 Security Systems. N/A

2.22 Fire Alarm/Suppression Systems.

2.22.1 Fire Alarm Systems. The Contractor shall perform scheduled PM and inspection services on fire alarm systems and components listed in TE 0413 IAW the latest edition NFPA 72, National Fire Alarm and Signaling Code, technical manuals, and manufacturers’ instructions. Completed inspection testing and maintenance forms shall be provided to the Fire Inspector and made available upon request for the life of the contract. The Contractor shall perform fire alarm and fire suppression scheduled services at key facilities specified by the KO outside of normal duty hours.

2.22.2 Sprinkler and Hood Suppression Systems. The Contractor shall perform PM services on sprinkler systems and components listed at TE 0414 IAW the latest edition NFPA 25, Standard for Inspection, Testing, and Maintenance of Water-Based Fire Protection Systems and on hood suppression systems listed in TE 0415 IAW the latest edition NFPA 17, Standard for Dry Chemical Extinguishing Systems for dry chemical systems and NFPA 17A, Standard for Wet Chemical Extinguishing Systems for wet fire extinguishing systems. The Contractor shall coordinate with the fire department and perform inspection, maintenance, and testing of fire protection systems. The fire protection systems shall comply with applicable NFPA Codes and TM 5-695, Maintenance of Fire Protection Systems.

2.23 Playgrounds. The Contractor shall annually inspect and perform PM on playground equipment listed at TE 0416. The Contractor shall inspect and maintain playground equipment each spring, between March 1st and April 1st.

2.24 PM for Barracks Buildings. The Contractor shall inspect barracks buildings listed in TE 0417 once a year and fill out an Inspection Checklist for each building. Checklists with all noted deficiencies shall be submitted to the COR/ACOR.

2.25 Elevator Maintenance.

2.25.1 Elevator Inspection and Certification. The Contractor shall inspect, test, maintain, repair, and perform certification services of elevators listed in TE 0418. Inspection and testing shall be performed with a Contractor-provided certified inspector. Inspection and testing shall be IAW the following:

a. State of New York Department of Licensing and Regulatory Affairs for Elevators

b. ASME A17.1, A17.2, A17.3 State of New York

c. NFPA standards

d. National Electrical Codes (NEC)

The Contractor shall obtain an annual State of New York elevator certificate of operation. The Contractor shall post an up-to-date certificate in the elevators prior to the expiration of the current certificate. The Contractor shall create a schedule of inspection, testing, maintenance, repair and certification within 30 days of the contract start date and submit to the COR/ACOR for approval. The Contractor shall coordinate any scheduled shutdown with the affected building occupants after written approval is provided by the COR/ACOR. In the event that an unscheduled shutdown of an elevator occurs, the Contractor shall notify the COR/ACOR within two (2) hours.

2.26 Swimming Pools and Hot Tubs. The Contractor shall perform PM and repairs during the operating season at the swimming and wading pools listed in TE 0420.

2.26.1 Circulation, Heating, and Filtration Systems. The Contractor shall repair, replace, and maintain swimming pool and hot tub circulation, heating, and filtration systems and components including, but not limited to: circulation pumps and motors, electrical systems and controls, water level controls, chemical addition pumps and piping, surge tanks and controls, indoor pool solar system, floats and water level controls, strainers, water piping and fittings, drains, gauges and thermometers, steam traps, hand valves, relief valves, control valves and actuators, pressure regulators, condensate tanks and pumps, heat exchangers, insulation, and attaching hardware IAW TM 5-662 Swimming Pool Operation and Maintenance, Technical Bulletin (TB) Medical (MED) 575 Recreational Water Facilities, and manufacturer’s specifications.

2.27 Keys and Locks. The Contractor shall repair all door and gate locks, and provide for the replacement of keys and hardware. Locksmiths must possess or be capable of obtaining a DoD SECRET clearance and be State-certified.

2.27.1 Key Control. The COR/ACOR will provide the Contractor with a set of keys to areas not open and accessible. The Contractor shall establish and implement methods to ensure keys are not used by unauthorized persons. The Contractor shall develop procedures covering key control in the Quality Control Plan. The Contractor shall immediately report any occurrences of lost or duplicate keys to the COR/ACOR. All references to keys include key cards.

2.27.1.1 Lost keys shall immediately be reported by written correspondence to the COR/ACOR. In the event keys (other than master keys) are lost or duplicated, the Contractor shall, upon direction of the KO, re-key or replace the affected lock or locks. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks shall be at no additional cost to the Government. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced at the Contractor’s expense.

2.27.1.2 The Contractor shall prohibit the use of Government issued keys by any persons other than the Contractor’s employees. The Contractor shall prohibit the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the KO.

2.27.2 Lock Combinations. The Contractor shall establish and implement methods of ensuring that all lock combinations are not revealed to unauthorized persons. The Contractor shall ensure lock combinations are changed when personnel no longer require access.

2.28 Food Service Equipment (FSE). N/A
