QUESTIONS FROM POTENTIAL BIDDERS

CONTRACT FOR SNOW AND ICE REMOVAL AT THE BARNES BUILDING COMPLEX,

BOSTON MA

AUTHOR: Raymond Prisk, Director of Public Works USAG Fort Devens on 12/20/2017

The scope of work states that the areas to be treated and clear include parking lots 1,3,4 and 5, Inman Street between the Barnes Building and the Fargo Building, the sidewalk and walkways area the Barnes building to include the E street walkway from parking Lot

3 to the Barnes Building. 4. Specific Tasks states that there are 5 separate lots. This does not include parking lot 2, is that correct?

RESPONSE: Snow is to be removed from four (4) Parking Lots 1, 3, 4, and 5 and from

Inman Street. Snow removal in Parking Lot 2 is not included in the statement of work requirements.

Where in parking lot 4 will the snow be stored? Back by the buildings shown in the map?

RESPONSE: Facing Parking Lot 4 from E Street, the snow would be stored in back right

(southeast) quarter of the lot near the small building.

Is anything supposed to be done to the grassy areas shown in the map?

RESPONSE: None. Snow can be piled on to the grassy areas of Parking Lots 3, 4 and 5.

What is the total size of the areas that must be hand shoveled?

RESPONSE: Physical measurement of the hand shoved areas is not available at this time.

How many lineal feet of fence is there?

RESPONSE: 4,197 linear feet.

Can the snow be removed from the fence using equipment or must that be hand shoveled?

RESPONSE: Snow can be removed using equipment or hand. Damage by equipment will need to be repair by and at the expense of the contractor. Snow should not be piled against the fence.

If we are called out more than 1 time in the 24 hour period of a snow and ice event do we get paid for the snow depth at the time of each plow or are we only paid 1 time for the depth of the total event no matter how many times we were called to plow?

RESPONSE: Paragraph 2.2 defines a Snow and Ice Event as the 24 hours period between

1800 hours (6:00 pm) until 1800 hours the next day. You will paid for amount of snow fall during that period. Snow measurements are based upon NOAA’s measurement for

Boston Logan Airport. You are paid one time for snow clearing during that period as according to the amount of inches of snow 1 to 6, 7 to 10, 11 to 15, or 16+. If snow continues past 1800 hours or a second event starts later, snow removal is billed as a separate event.

Is sidewalk clearing included in the shoveling per inch pricing? Or is it billed separately under item # 0006 Snow & ice removal by hand?

RESPONSE: Sidewalk clearing by vehicle or heavy equipment is included in the per inch pricing. Sidewalk clearing by shovel or by a man pushed machine is billed under item #0006.

Item # 0006 snow & ice removal by hand also mentions AFTER the city of Boston has plowed, so is this to be used as like an after storm work charge item?

RESPONSE: At times, the City of Boston will clear snow from the streets and the snow will pile back onto the sidewalks after the contracted snow clearance work has been completed. Item #0006 will be billed when it is necessary to return to the site to reclear the sidewalks

Are there any sidewalk measurements completed?

RESPONSE: The measurements follow:

Since this project is such a large area, are we able to submit our invoices as we provide service throughout the month, or do we have to do it at the end of each month? I'm asking because it's such a large project for a "small business" to perform that if we provide service on 2/1 and we can only bill on 3/1, that it could take us up to 60 days to get paid from services provided.

RESPONSE: Invoices can be submitted the day after the snow event.
