Solicitation W15QKN-19-R-0090 Questions and Answers (Q&A) 15-19
15. The USG answer to Q&A question #3, regarding INSPECTION LOT SIZE, states “The maximum lot size shall be one thousand (1,000) or one (1) months production, whichever is less, and shall be established by the Contractor and approved by the Government. The lot size will be determined at award. OVERALL #1 ANSWER: Initial lot sizes will consist of 1000 weapons or 1 month's production, whichever is smaller. MIL-DTL-71186 sections 6.7 and 6.8 allow for an alternate sample size based on 5 successive inspection lots that meet the requirements for endurance and interchange lot acceptance tests. The alternate sample size can be as large as 5000 weapons or 1 month's production, whichever is smaller.
a) For cost and schedule planning of lots no larger than 1000 units can the USG confirm availability of personnel and material to support LAT testing every 1000 units to ensure production rates will be maintained?
RESPONSE: The USG will determine the availability of their personnel if/when the need arises.
b) The pricing matrix does not allow the separation of costs related to LAT testing. Can the USG confirm that costs for LAT test every 1000 units will be a part of unit pricing?
RESPONSE: Lot Acceptance Test (LAT) for each year will be a part of unit pricing.
c) Does “the lot size will be determined at award” mean that lot sizes larger than 1000 will be accepted? If lots larger than 1000 will be accepted can the USG identify an alternate maximum size so industry can capture appropriate costs and plan staffing and facilities appropriately?
RESPONSE: See ‘Overall #1’ Answer
16 - 18. These TDP related Q&A are not available for public release. They will be sent to each Offeror who has requested a TDP.
19. Can you confirm that all carrier services (UPS and FedEx) will deliver to the end destination on base? In some cases these services stop at the front gate so we need to select the service that will complete the delivery.
RESPONSE: UPS and FedEx must follow Government guidelines when delivering to Picatinny Arsenal.
