About this file
This document contains questions and answers regarding Solicitation W15QKN-19-R-0090 for the procurement of M4/M4A1 carbines. The solicitation seeks to award up to two Indefinite Delivery Indefinite Quantity contracts to procure approximately 167,195 M4 and M4A1 carbines over five one-year ordering periods from FY2020 to FY2024. The responses clarify that the total quantity is for both carbine variants combined, not separately; confirm that first article testing will only be required for variants included in delivery orders; and specify that the maximum lot size will be 1,000 weapons or one month's production.

Solicitation W15QKN-19-R-0090 Questions and Answers (Q&A) 1-4
1. Page 24 – The maximum quantity description indicated the award is “comprised of three (2) variants (M4 and M4A1)”. Are there three or (2) variants?
RESPONSE: The maximum quantity for the entire program is 167,195 weapons, comprised of the two (2) variants (M4 and M4A1). Accordingly, the following typographical error of Section B will be corrected with Amendment 0003:
From: The maximum quantity for the entire program is 167,195 weapons, comprised of the three (2) variants (M4 and M4A1).
To: The maximum quantity for the entire program is 167,195 weapons, comprised of the two (2) variants (M4 and M4A1).
2. C.3.4.4 – FIRST ARTICLE QUANTITIES – This section indicates 12 M4 Carbines and 12 M4A1 Carbines.
a) Will first article be required for both variants even if only one variant is ordered?
RESPONSE: Only the variant(s) on a delivery will be required for a FAT. For example, if the delivery order is only for the M4A1 Carbine, only a FAT for the M4A1 Carbine will be required.
b) The quantities listed are ONLY the weapon system. Are 12 samples of each component, and each sub assembly also required for separate First Article?
RESPONSE: Per paragraph C.3.4.4.1, The First Article samples shall be inspected (including 100% dimensional verifications) and tested in accordance with MIL-DTL-70599B, and MIL-DTL-71186A and all requirements of the TDP to include but not limited to: drawings, approved ECPs, approved RFVs, specifications, and associated QAPs, including visual inspection of packaging and the packaging material. Per drawing 12993884, para 5.
c) For components that are common to both the M4 and the M4A1, are separate First Article inspections and quantities required? This would double and duplicate costs and efforts.
RESPONSE: Yes, per the solicitation, separate samples would be required. Final FAT configuration and sample size would be determined after award.
3. C.3.4.6.1 – INSPECTION LOT SIZE – Will the USG accept lot sizing not to exceed 6,000 weapons or (1) months production quantity, whichever comes first? Lot sizing of no more than 1,000 units may be extremely costly to the USG given LAT and firing requirements on potentially 168 separate lots.
RESPONSE: The maximum lot size shall be one thousand (1,000) or one (1) months production, whichever is less, and shall be established by the Contractor and approved by the Government. The lot size will be determined at award.
4. Can you confirm weapon quantities for each type and each year of the IDIQ? I am confused if the total per year for both weapons is 167,195 or if that total is 167,195 for each weapon.
RESPONSE: The maximum quantity of all ordering periods for the M4 and M4A1, combined, is 167,195 weapons. The Government doesn’t specify the weapon quantities for each weapon system and each ordering period.
