STATEMENT OF WORK
Load, Assembly and Pack (LAP) of the 60mm M1061 High Explosive Mortar Cartridge
C.1 SCOPE: This Statement of Work (SOW) defines the effort required for production, and the Load, Assembly and Pack, (LAP) of the 60mm M1061 High Explosive (HE) Mortar Cartridge. The M1061 mortar cartridges shall be produced to completely meet designated requirements specified. "The Government (USG) will award a single contract and exercise options dependent on the Program Objective Memorandum (POM), Surge Requirements and Foreign Military Sales (FMS)."
C.1.1 Objective: The Contractor shall supply all the necessary labor, materials, and facilities to manufacture the 60mm M1061 HE mortar cartridges. All cartridges manufactured shall be in accordance with the Technical Data Package (TDP) for the 60mm M1061 HE cartridge as set forth in Paragraph C.2 of this SOW.
C.1.2 Background: The 60mm M1061 HE Cartridge consists of a round body assembly (RBA) warhead comprised of an aluminum HE unit filled with PBXN-110 explosive. The HE unit is loaded into a pre-formed tungsten alloy sphere ball bearing matrix designated as the Fragmentation Insert (FI). The FI/HE unit is encased inside of an aluminum outer case which is crimped and adhered to a fuze adapter to complete the RBA. The M734A1 Multi Option (MO) Fuze, fin adapter, M27 fin, obturating ring, four M236 propelling charges, M702 ignition cartridges are assembled to the RBA and the RBA is painted to complete the manufacture of the 60mm M1061 HE Mortar cartridge.
C.2 APPLICABLE DOCUMENTS

C.3 OPSEC, EXPORT, CONTROLLED, LICENSED
C.3.1 Security Requirements: This solicitation is UNCLASSIFIED. However, specifications and drawings for some of the components may contain export control data and restrictive distribution markings. Those specifications and drawings (TDPs) are marked Distribution Level F. Requests for Distribution Level F TDPs shall be accompanied by a fully executed DD Form 2345, Militarily Critical Technical Data Agreement and a signed Non-Disclosure Agreement found in Section N/A
C.3.2 Operations Security (OPSEC) Standard Operating Procedure Plan: The Contractor shall develop an OPSEC Standard Operating Procedure (SOP)/Plan within 90 days of contract award, to be reviewed and approved by the responsible USG OPSEC officer, per Army Regulation 530-1, Operations Security. This SOP/Plan will include the USG’s critical information, why it needs to be protected, where it is located, who is responsible, and how to protect it. In addition, the Contractor shall identify an individual who will be an OPSEC Coordinator. The Contractor will ensure that this individual becomes OPSEC Level II certified per Army Regulation 530-1. Per AR 530-1, Operations Security, new Contractor employees must complete Level I OPSEC training within 30 calendar days of their reporting for duty. All Contractor employees must complete annual OPSEC awareness training.
C.4 REQUIREMENTS
C.4.1 Production: The Contractor shall manufacture and deliver 60mm M1061 HE mortar cartridges in accordance with drawing 13008611. The Contractor shall be responsible for providing all equipment, and tooling with the exception of Government Furnished Material (GFM).
C. 4.1.1. Lot Sizing: The Contractor shall maintain its production plan and schedule, which demonstrate that production lot size is optimal and is stabilized through efficient use of GFM resources. Lot sizes shall be at a minimum equal to the monthly delivery requirement except when approved by the Procuring Contracting Officer (PCO). Lot size should be a maximum quantity of 5,000 except when approved by the PCO.
C.4.1.2 Unitization Procedures: Prior to unitization the Contractor should verify packaging requirements with the responsible Packaging Engineer. Packaging configuration and applicable unitization procedures of the M1061 are to be reviewed and approved by ARDEC Packaging Division.
C.4.1.2. Unique Bar-Coding Requirements: Each cartridge shall have a unique 2-D bar-code applied to the cartridge body as per TDP and in accordance with MIL-STD-129. The 2-D bar-code shall contain a unique marking identification number. Production data shall be collected for each cartridge to include the following: marking identification number, Explosive Fill (e.g. Comp-B) Interfix, Batch and lot numbers for the HE Unit, Obturating ring, Case, FI, Fin, Fuze, Fuze adapter, Fin Adapter, Ignition cartridge, Propellant Charges, Packaging and Palletization. The data collected will be stored by the Contractor for a period of seven (7) years and transferred to a USG server after completion of the contract. The Contractor shall have the Bar-Code marking systems available for qualification testing with the presence of ARDEC representative. A Barcode marking plan shall be submitted for approval as part of the Acceptance Inspection Equipment (AIE).
C.4.1.3 Government Furnished Material (GFM): The USG shall provide the following components / subassemblies for LAP of the M1061 cartridges:
a) M734A1 MO Fuzes (DWG 12989090)
b) M27 Fins (DWG 11751196)
c) M702 Ignition Cartridge (DWG 9280553)
d) M236 Propelling Charge (DWG 13008610)
Contractor shall identify and notify the USG of any defective GFM. Report shall be submitted through the QAR using form SF368 and the Product Quality deficiency Report (PQDR) tool on the PDREP website, https://www.pdrep.csd.disa.mil.
C.4.2 Contractor Furnished Material (CFM): The Contractor shall provide all other material not identified in Paragraph C.3.3 and in accordance with (IAW) certified TDP for production of the M1061 cartridges.
C.4.3 Inert M1061 Cut-away Models: The Contractor shall manufacture and deliver 10 each M1061 models.
C.4.3.1 The M1061 models shall be cut-away, completely inert representatives of the 60mm M1061 HE mortar cartridge, with M734A1 Fuze and include the following:
a) Non-sectioned, dummy fuze with inert fuze booster.
b) Non-sectioned inert M236 propelling charges.
c) 120 degree cut-away sectioned Inert HE unit,
d) 120 degree cut-away sectioned FI.
e) Projectile body made from the same materials called out in the drawing package with the exception of any explosive material which shall be replaced with inert materials. The body shall have a 120 degrees cut-away section (from the outer diameter to the axial center of the projectile) removed.
f) 120 degree cut-away sectioned M27 fin with a likewise sectioned M702 ignition cartridge having a non-sectioned inert primer.
C.4.3.2 Each cut-away model shall be sturdy enough to be supported indefinitely on a two-point mount display stand.
C.4.3.3 The models shall have all tactical markings, warning labels and paint colors as per DWG 13008600. It shall also contain a conspicuous painted marking of INERT around the circumference of the projectile.
C.4.3.4 Each model shall be assembled in a tactical configuration and packaging that is suitable for safe standard commercial shipping that shall not damage the models. The outside of the packaging shall be marked INERT.
C.4.4 Provided by Contractor: The Contractor shall provide all personnel, facilities, supplies and materials needed to accomplish the work under this task unless otherwise provided by the USG.
C.4.5 Coordination: Coordination of new drawing revisions and status updates will be held with ARDEC engineers as needed through the coordination of the contracting officer.
C.4.6 Configuration Management: As applicable, engineering changes to the baseline configuration shall be submitted as an Engineering Change Proposal (ECP) (DD Form 1692), DI-SESS-80639D and Notice of Revision (NOR) (DD Form 1695), DI-SESS-80642D to the USG for review and approval. The Contractor may also submit Request for Variance (RFV) (DD Form 1694), DI-SESS-80640D.
C.4.7 Configuration Audit: At the option of the USG, the Integrated Product Team (IPT) may conduct a Physical Configuration Audit (PCA) assessing the conformance of the built hardware to the TDPs, as modified by the approved changes. EIA-649-B may be used as a reference on the conduct of the audit. The Contractor shall be responsible for the performance of inspections and tests determined necessary by the IPT to demonstrate conformance with the TDP. The Contractor shall submit the data IAW MIL-STD-963 (DI-STDZ-80000C). The audit shall consider materials, components, subassemblies and complete assemblies. The audit is conducted to establish that the final TDPs accurately, adequately and completely expresses the design and manufacturing details to the lowest level, to permit complete traceability and to ensure that the total system has been reviewed. The results of each audit shall be included with the minutes of the IPT meeting at which the audit is approved.
C.4.8 Ammunition Lot Numbers and Ammunition Data Cards
C.4.8.1 Ammunition Data Cards and Ammunition Lot Number shall be prepared in accordance with MIL-STD-1168C and DI-MISC-80043B, while following the format required by the internet application identified as WARP or Worldwide Ammunition-data Repository Program https://mhpwarp.redstone.army.mil/). This shall also include, if required on the DD Form 1423, a Report of Contractor Lot Acceptance/Ballistic Testing and Acceptance and Description Sheets for Propellants and Explosives). WARP will reside within the Munitions History Program (MHP). Additional details on these WARP applications are provided below.
C.4.8.2 MHP-WARP Access Procedures

C.4.8.3 USG or Contractor employee without CAC and AKO account:
MHP-WARP uses PKI authentication requiring a DoD approved digital certificate as a security measure to protect the integrity of stored data. There are three vendors that have been approved to issue DoD approved certificates per an External Certification Authority (ECA) program. You are required to use one of the approved vendors listed on the following DISA website:
http://iase.disa.mil/pki/eca/index.html A nominal fee is charged for each certificate. The Contractor, including any subcontractors, shall assume the responsibility for all costs of obtaining each digital certificate needed.
C.4.8.4 After the required certificate is obtained:

C.4.8.6 Worldwide Ammunition-data Repository Program (WARP)
An online user’s manual will provide additional help in the development of an ammunition data card (ADC). It is recommended that you download and read the user’s manual prior to inputting your initial data card. The user's manual also contains screen shots, which depict what the inputter will see during the ADC input process.
C.4.8.7 Draft Ammunition Data Card: The Contractor shall submit a draft ADC for review by the Defense Contract Management Agency (DCMA) Quality Assurance Representative (QAR) and IPT. The draft ADC will be reviewed by the QAR and IPT to ensure that it is complete and contains information in the correct format.
C.4.8.8 Ammunition Data Card Input
ADC input allows current Contractors and USG facilities the capability to create, and submit for approval, ADCs which meet the format requirements of MIL-STD-1168C. ADCs are automatically forwarded to the respective USG Agency Responsible for Acceptance (GARA). The GARA in most cases is the DCMA QAR, who reviews Contractor input for accuracy and completeness, and after updating the disposition code for the specific lot, submits the ADC to the database. The inputter is granted access only to ADCs identified with its specific manufacturing code, as identified in MIL-HDBK- 1461A, Manufacturer's Symbols. The use of previously inputted ADCs through the TEMPLATE option significantly reduces input effort, while increasing accuracy and consistency of data.
C.4.8.9 Email Notification
WARP provides immediate, automated notification to process participants when actions are required. When the producer has completed an ADC submission, an email message is routed to the GARA advising that an ADC awaits review and approval. If the GARA approves the ADC as submitted, the ADC is released to the base and an email, with approved data card, is routed back to the originator. If the ADC requires modification or correction to conform to MIL-STD-1168C and contract requirements, an email is provided to the ADC originator advising that corrective action is required prior to approval.
C.4.8.10 Information Updates
It is important that the System Administrators are apprised when a producer receives a new contract. The producer shall notify ROCK-JMC-WARP@conus.army.mil within 30 days after receipt of a new contract. Information to be included shall be the contract number, item, GARA, Manufacturer's identification symbol and the names of the individuals who will be inputting ADCs into the system. If you are a new producer and do not have a Manufacturer's identification symbol, you can obtain one by sending an email to ROCK-JMC-WARP@conus.army.mil. The email must contain manufacturer's name, address where performance of the contract will take place, and a point of contact.
C.4.8.11 Report of Contractor Ballistic/Function Testing Module
C.3.8.11.1 In addition to its ADC function, WARP also serves as a repository for reports of Contractor ballistic (or functional) testing. Whenever the contract requires Contractor performance of ballistic testing, the results of such testing shall be captured by you, the performing Contractor, within a specially designed Lot Acceptance Test Report (LATR) module.
C.3.8.11.2 Within the LATR module, you are required to provide a report of any Contractor ballistic/function testing and to submit the report in electronic format via the internet. The report must be a .pdf file for the upload process to work.
C.3.8.11.3 Acceptance and Description Sheets (for Propellants and Explosives) Module: The WARP application now contains an area for on-screen data entry capturing requirements per MIL-STD-1171B for Acceptance and Description Sheets with respect to contract specified Propellant, Chemical and Explosive constituents.
C.4.8.12 Detailed requirements and guidance for the preparation of ADCs are contained in MIL-STD-1168C, DI-MISC-80043B and the WARP online user’s manual. Detailed requirements for obtaining and using a manufacturer's identification symbol, which is an integral component of the ammunition lot number, can be found in MIL-HDBK- 1461A.
C.4.8.12.1 The supplier shall develop and submit ADCs in accordance with the requirements of this clause, MIL-STD- 1168C, and the user manual located on the WARP database.
The WARP application is accessed through the Munitions History Program (MHP) website. (Refer to C.4.8.12.2 for more information.) The ADC requirement is a flow-down requirement that applies to Contractors and their suppliers, vendors or subcontractors.
C.4.8.12.3 The supplier shall prepare an ADC for each lot of item(s) being produced under this contract, regardless of whether or not those lots are accepted or rejected by the USG. The ADC shall comply with MIL-STD-1168C and WARP requirements.
C.4.8.12.4 Unless otherwise authorized by the PCO, the supplier shall include, in the components sections on the ADC representing the deliverable item, as a minimum; all assemblies, sub-assemblies, components, explosives, and propellants listed below for the item being procured.

C.4.8.12.5 The component items identified below require their own component ADC in addition to being listed on the end item ADC. The component ADCs shall also comply with MIL-STD-1168C and WARP requirements.

C.4.8.12.6 When required by the TDP, all component lot numbers shall be IAW MIL-STD-1168C lot number convention.
When not required by the TDP, component lot number may be constructed through producer lot number convention.
C.4.8.12.7 All component RFV/ECPs shall be listed on the ADC for the deliverable item, as well as on the component ADC. The WARP user manual provides information on the level of detail required.
C.4.8.12.8 A sample ADC shall be developed and submitted to the WARP system 30 days prior to FAT or 30 days prior to production in the event a first article is not required.
The WARP ADC program will not allow the submission of additional ADCs until such time as the sample ADC has been approved in the system.
C.4.9 Government Source Inspection (GSI): DCMA will conduct GSI and in-plant contract/quality assurance actions as directed by the PCO. The Contractor shall provide DCMA with advanced notification and schedule of all activities requiring GSI and product acceptance.
C.4.10 Security Requirements: An active SECRET Facility Clearance is required to perform the tasks associated under this contract. The Defense Security Service (DSS) administers the National Industrial Security Program (http://www.dss.mil/isp/index.html) for Contractors on behalf of the Department of Defense.
C.4.10.1 A Contractor must be sponsored for a facility clearance by either a USG contracting agency (GCA) or another cleared company.
The GCA or cleared company will complete and send a sponsorship letter (http://www.dss.mil/isp/fac_clear/fac_clear_check.html) and Form 2254 to the Defense Security Service's Facility Clearance Division for review. If accepted, the DSS Facility Clearance Division will then contact your regional Industrial Security Field Office (http://www.dss.mil/isp/dss_oper_loc.html) who will then contact your organization and begin processing the request for your organization's facility clearance. Refer to the DSS Facility
Clearance Checklist for further information (http://www.dss.mil/isp/fac_clear/fac_clear_check.html). An interim Facility Clearance (FCL) may be granted to eligible Contractors by the DSS.
C.4.10.2 An interim FCL is granted on a temporary basis pending completion of the full investigative requirements. The interim FCL approval process begins when your company's designated senior management official and designated Facility Security Officer (FSO) are cleared at the SECRET level by DSS. Refer to DSS NISPOM manual for further information (http://www.dss.mil/isp/odaa/nispom06.html).
C.4.10.3 All information or data under this contract is the property of or has been licensed to the USG and shall be marked and handled as For Official Use Only (FOUO), SECRET or the appropriate Distribution Statement. Information or data that is property of the USG shall be returned to the USG or destroyed, by written permission, at contract expiration (the only exception is when the USG agrees to extend retention rights to the Contractor). The Contractor shall not release any information or data to third parties without express written approval of the PCO. The Contractor will have access to USG classified data for the accomplishment of work under this contract for only those employees with a valid SECRET clearance. The Contractor shall conform to all security requirements as specified in this contract and as detailed in the Form DD254, reference Section J, Attachment A.
C.4.10.4 The Contractor shall provide sufficient personnel with the required security clearances to perform the work identified in the contract. The personnel shall be cleared or clearable U.S. citizen personnel in accordance with the Section I clause entitled” Security Requirements.” Only U.S. Citizens are authorized to work on this contract.
C.4.10.5 The Contractor shall have available, or have the ability to obtain, the resources and personnel capable of reviewing, analyzing and processing classified information up to the required classification level and will include the DD Form 254 Contract Security Classification Requirements. When SECRET access is required, and the original contract is not classified the contract will be modified and will include a DD form 254 Security Classification Specification covering that specific need for the classified effort.
C.4.10.6 The Contractor shall support the USG in ensuring that all aspects of security are maintained on developmental systems during all activities including, but not limited to: field tests and evaluations, test site surveys, relevant test data maintenance and reductions and limited test site security and test site administration activities.
If this contract is modified to include classified data and the awarded company does not have a Facility Clearance and cannot obtain one the contract will be terminated.
C.4.10.7 The Contractor shall provide adequate physical, transportation and informational security of USG property including test hardware, weapons, ammunition, technical data and proprietary information. The Contractor shall protect sensitive conventional arms, ammunition, and explosives (AA&E) manufactured for the USG or provided as GFM/GFE and satisfy security standards requirements of DoD Manual 5100.76-M.
C.5 CERTIFICATIONS:
C.5.1 Material Certification: The Contractor shall certify that the materials and subcomponents comply with Specifications and Applicable Drawings listed in paragraph C.2.2 Applicable Documents per Certification/Data Report DI-MISC-80678 (Tailored). Certificates of conformance shall not be considered as adequate evidence of material certification; test data is required from the certification procedures. Material certifications shall be submitted as required by first article and lot acceptance.
C.5.2 Independent Audit: At any time during this contract effort the USG reserves the right to independently audit or examine the Contractor’s and sub-contractor’s Quality Management Systems and records for compliance to all contractual quality requirements. The Contractor shall ensure the necessary provisions are placed in all sub-contractors/vendor purchase orders/contracts to grant the USG access to perform these audits. The Contractor shall provide all facilities to support the above audits.
C.6 Critical Characteristics Program:
C.6.1 Critical Characteristics Clause: Some of the TDPs contained within this solicitation may contain references to defects that may occur in the manufacturing process. There may be varying degrees of defects within the manufacturing process as delineated in the TDP. Some of these defects are classified as “critical.” Defects classified as critical have been determined to have the potential to cause either death or serious injury to users or friendly forces, to cause serious environmental damage, to cause serious financial loss, or to cause a potential for mission failure. As a result, special quality assurance provisions apply. If the TDP for an item contains references to critical defects, then the requirements contained in Solicitation W15QKN-17-C-0041, Section E, Critical Characteristics Clause (Six Sigma) apply.
C.6.2 Quality Management System: The Contractor shall develop and maintain in their Quality Management System a plan for quality system audits (including vendor/suppliers) to verify compliance to contract requirements. The plan shall include a schedule for the conduct of these audits and provisions for the USG to participate as part of the audit team; audit schedules and audit reports shall be provided to the USG DI-QCIC-81722 (Tailored) and DI-NDTI-80809B (Tailored). The Contractor shall notify the USG 30 days prior to any subcontractor/vendor audit so that the USG may participate at their discretion.
C.6.3. Statistical Process Control (SPC): Some items covered under this solicitation require that a SPC Plan be put into place in addition to the quality requirements contained in the TDP. Where applicable this additional requirement for mandatory use of SPC programs will be delineated in Section E. Where required, the Contractor shall implement SPC IAW the requirements contained in Section E. Any attributes considered mandatory for inclusion in the SPC plan will be listed separately in the attached TDP listings. The Contractor shall submit the plan in accordance with DI-MGMT-80004A.
C.7 QUALITY ASSURANCE PROGRAM:
C.7.1 Quality Assurance Program: The Contractor shall implement and maintain the Quality Program Plan that is incorporated at time of contract award. Changes to this program plan shall not be implemented without the permission of the PCO. Submit in accordance with DI-QCIC-81722
C.7.2 Measurement System Evaluation (MSE): The Contractor shall implement and maintain an Acceptance Inspection Equipment/ Automated Acceptance Inspection Equipment (AIE/AAIE) program plan that is in accordance with the MSE requirement in Section E of this contract (ES6925, FAR 52.246-4018). The Contractor shall submit designs of all inspection and test equipment used to perform examinations and tests per required contract specifications. The Contractor shall submit the data IAW the CDRL and DI-QCIC-81960. Calibration and verification of inspection equipment shall meet contract requirements. Approved AIE/AAIE, IAW this requirement, shall be available for use prior to First Article submission and approved prior to the start of production. Approved AIE/AAIE shall be utilized for the inspection and acceptance of product. The USG reserves the right to disapprove, at any time during the performance of this contract, the use of any AIE/AAIE not accomplishing its intended use in verifying an inspection or test characteristic.
Submission for NDT Equipment. Contractor shall submit for review and approval their NDT equipment. Submissions include calibration plan, verification, and certification plans, operating instructions, drawings for standards, etc.
When visual standards are used as an inspection method, the Contractor is responsible to submit the visual standards for AIE review and approval.
C.7.3 Inspection System: The Contractor shall provide and maintain an inspection system acceptable to the USG covering supplies under this contract and shall tender to the USG for acceptance only supplies that have been inspected IAW the inspection system and have been found by the Contractor to be in conformance with contract requirements. As part of the system, the Contractor shall prepare records evidencing all inspections made under the system and the outcome.
C.7.4 First Article Testing (FAT): FAT shall consist of items and quantities in accordance with contract requirements, item specifications, Quality Assurance Provisions (QAPS), and the TDP. The Contractor shall provide first article samples, test equipment, inspection results, test results, and conducting destructive FATs less Ballistic test. The USG will conduct the ballistic testing. The FAT will be conducted at the end item LAP facility and sub-contractor manufacturing sites. The FAT will be performed by the Contractor and witnessed by the USG. The Contractor shall provide to the PCO at least 15 calendar days (60 days for OCONUS) advance notice of the scheduled date for FAT on end items and subcomponents. The USG shall be invited to witness production of First Article samples or start up units during the FAT and will conduct/verify dimensional measurements on samples. FATs shall be performed IAW Section E, entitled “Inspection and Acceptance." A First Article Test Report (FATR) shall be compiled by the Contractor documenting the results of all inspections and tests (including suppliers and vendor’s inspection records and certifications, when applicable). The FATR shall include actual inspection and test results to include all measurements, recorded test data and certifications (if applicable) keyed to each drawing, specification and QAP requirement and identified by each individual QAP characteristic, drawing/specification characteristic and unlisted characteristic. The Quality Assurance Representative’s (QAR) findings shall be documented on DD Form 1222, Request for Results of Tests, and attached to the Contractor’s test report. FATR will be submitted within 10 working days after completion of Contractor FAT.
First Article Test (FAT) Variable Data: The Contractor shall be responsible for providing variable data for all dimensions, listed and unlisted, on the applicable drawings in the TDP. Variable data shall be provided during FAT, even for features which will be measured using approved AIE during production. An alternate method of obtaining variables data shall be used for attribute type AIE gages.
C.7.5 Lot Acceptance Test: The end item and subcomponents shall be subjected to the Lot Acceptance Test in accordance with item specifications, quality assurance provisions (QAPS), and the TDP. The USG shall be invited to witness Lot Acceptance Testing and review data. The Contractor shall submit the data in accordance with DI-NDTI-80809B and the CDRL. The Contractor shall be responsible for conducting all Lot Acceptance Testing (excluding Ballistic Testing).
The Contractor shall be responsible for providing Ballistic Lot Acceptance Test (BLAT) samples IAW item specifications, QAPS, and the TDP. BLAT will be conducted at a designated USG facility. Samples for BLAT shall be randomly selected for each production lot. Initial BLATs will be funded by the USG; however, all subsequent testing due to failure will be borne by the Contractor as applicable. Reporting and analysis of the ballistic testing will be conducted by the USG. Disposition of the ballistic testing will be provided by the PCO upon USG review of inspection and ballistic data.
C.7.6 Radiographic Procedures: Radiographic procedures, standards, samples and resultant radiographs shall be submitted as specified in DTL13008600 and DTL 13008598.
As part of the AIE, the Contractor shall submit detailed plans for qualifying and certifying NDT personnel and plans for qualification and ongoing use of NDT methods used for inspecting product. If re-qualification of NDT personnel and/or NDT methods is required, then the applicable plans shall be submitted.
(1) Personnel performing NDT examinations shall be qualified and certified IAW the standard practices prescribed by NAS410 (NAS Certification & Qualification of NDT Personnel), ANSI/ASNT-CP-189 (ASNT Standard for Qualification and Certification of NDT Personnel), or SNT-TC-1A (Recommended Practice for Personnel Qualification and Certification in NDT), and additional procedures that may be identified by the USG. Acceptance of product using NDT shall be performed by personnel at a level of qualification consistent with that defined in the applicable standard.
(2)The NDT method(s) shall be applied IAW ASTM E 543 (Standard Specification for Agencies Performing Nondestructive Testing) and the nationally recognized standard practices appropriate to the NDT method(s) employed, such as ASTM E-1742 (Standard Practice for Radiographic Examination) and SAE-AMS-STD-2154 (Inspection, Ultrasonic, Wrought Metals, Process For). Each application technique shall identify the standard(s) utilized. NDT includes, but is not limited to, the following types of testing:
Radiography/Radioscopic, Ultrasonic, Eddy Current, Magnetic Particle, and Liquid Penetrant.
C.7.7 Pre-Production Hydrostatic Test Equipment Prove-Out: In addition to the AIE submission, prior to commencement of production of FAT samples, the Contractor shall perform a dynamic prove-out of the hydrostatic test equipment. The Contractor shall develop and submit a prove-out plan to the USG. The USG shall approve the prove-out plan and be invited to witness the prove-out test.
C. 8 ENVIRONMENTAL REQUIREMENTS:
C.8.1 Environmental Compliance: All activities shall be in compliance with Federal, State, and local environmental laws and regulations, Executive Orders, Treaties and Agreements.
C.8.2 Hazardous Waste Report: The Contractor shall evaluate environmental consequences and identify the specific types and amounts of hazardous waste being generated during the conduct of efforts undertaken under this contract (DI-MGMT-80899).
C.8.3 Hazardous Material Management Plan: The Contractor shall document their hazardous material management plans and policy in a Hazardous Material Management Plan, IAW DA PAM 710-7, dated 31 July 2007, and DI-MISC-81398C.
C.8.4 Information on Personnel Protective Equipment (PPE) and Engineering Controls: The Contractor shall provide the USG, in a short letter, in the format of their choice, information on PPE used by the production workforce and Engineering Controls in the production facilities.
C.9 SAFETY PLAN/REPORTING:
C.9.1 Accident/Incident Reporting: The Contractor shall report to the PCO immediately any major accident/incident (including fire) resulting in any one or more of the following: causing one or more fatalities, or one or more disabling injuries; damage of USG property exceeding $10,000; affecting program planning or production schedules; degrading the safety of equipment under contract, such that personal injury or property damage may be involved; identifying a potential hazard requiring corrective action. The Contractor shall prepare a report for each incident (DI-SAFT-81563).
C.9.2 Reporting Requirements: The Contractor shall provide all reporting requirements IAW the Contract Data Requirements List, DD Form 1423, Exhibit A.
C.9.3 Delayed Delivery Status Report: The Contractor shall prepare a status report (DI-MGMT-81255) in case of delays in production deliveries.
C.9.4 Performance Oriented Packaging (POP): Prior to shipment, the manufacturer shall make sure the completed package assembly has been tested by a USG approved POP Test Laboratory for compliance with POP requirements IAW Title 49 Code of Regulations. The test will be to a weight at least 10% greater than the actual gross weight to be marked on the tested container. POP marking shall not be applied to the container until verified by the USG. The report must be kept on file by the Contractor and must also be submitted IAW DI-PACK-81059A. Annually, the Contractor shall re-preform POP testing at a certified test laboratory if: (A) The initial POP test report expires before the end of the contract or (B) There is a change in the container manufacturer or design of the exterior shipping container. No re-test is required if all packaging is purchased while under an unexpired POP test.
C.10 MEETINGS:
C.10.1 Post Award Meeting: The contractor shall host a post award meeting at the contractor’s facility. The meeting shall include topics such as contracts, management, and technical personnel. The USG will notify the Contractor at least 15 days prior to this meeting. The USG will fund this effort through issuance of option years. The Contractor is responsible for providing Post Award Meeting minutes to the USG no later than (NLT) 15 days after each Post Award Meeting (DI-ADMIN-81505).
C.10.2 Quarterly Quality Meeting: During production, the Contractor shall make its facility and appropriate personnel available for one day each quarter to host a meeting with Government Quality Assurance and Manufacturing Engineers to discuss IMS, quality control, SPC and production issues.
The Contractor shall prepare and submit briefing charts to review and discuss the Contractor's past quarter's SPC data collected, charted and analyzed, and Cpk values observed by the Contractor, per the CDRL. The briefing charts' focus areas for discussion shall include but is not limited to the Contractor's trend analysis, investigations for special sources of variation observed, actions taken to minimize impacts of variations, and actions for continuous improvement and stabilization of the process. This may be accomplished during the quarterly quality meetings, as part of Program Review Meetings, or as part of regularly scheduled IPT meetings as appropriate. Contractor is responsible for providing Quarterly Quality Meeting minutes to the USG NLT 15 days after each Quarterly Quality Meeting (DI-ADMIN-81505).
C.10.3 Environmental Review Meeting: The Contractor shall host one meeting with Government Environmental Engineers to review the various manufacturing processes used to produce the packaging components and discuss manufacturing wastes and look at techniques to minimize hazardous wastes. It is expected that this meeting would be conducted NLT 180 days after contract award. Contractor is responsible for providing Environmental Meeting minutes to the USG NLT 15 days after Environmental Meeting (DI-ADMIN-81505).
C.10.4 Integrated Product Team (IPT): The Contractor shall partake in a USG chaired IPT as needed. The IPT shall monitor the progress of the contract, discuss all potential changes to the contract, and provide recommendations to encourage efficiency toward meeting the objectives of the contract.
C.11 DELIVERIES: For each option year issued, the following may apply:
C.11.1 Delay of Delivery Report: The Contractor shall prepare a status report (DI-MGMT-81255 (Tailored) in case of delays in production deliveries.
C.11.2 Program Schedule: In Contractor format, the Contractor shall maintain and update the program schedule that is incorporated at time of contract award per DI-MGMT-1650.
C.11.3 Monthly Status Letter Report: The Contractor shall submit a Contractor's Progress, Status and Management Report IAW DI-MGT-80227 (Tailored) on the status of performance, production schedule, delivery schedule, and any unusual events. The report shall be submitted in the Contractor’s format.
C.11.4 End of Contract Report: The Contractor shall submit an End of Contract Report (DI-MISC-80447A). This report shall detail the manufacturing experience, the operations utilized, the difficulties encountered during the operations, the financial performance summary and any suggestions for future container fabrication operations. This report shall be written using ANSI Z39.18 and the ARDEC Contract Report Style Guide, which may be obtained from the Contracting Officer.
C.12 Demilitarization: At the conclusion of this contract, all excess or unaccepted components, subassemblies, etc. shall be destroyed, such that they are no longer usable or reclaimable for their original purposes. Once material is destroyed, it shall be disposed of only as scrap. DODD 4160.21-M-1 CE-01, Defense Demilitarization Manual may be used as a reference guide for accomplishment of this task. The Contractor shall submit the data in accordance DI-SAFT-81640.
C.13.0 UNIQUE CONTRACT REQUIREMENTS:
C.13.1 Independent Verification: The Contractor’s processes shall include Independent Verification/Inspection. Per the requirements of the individual item Specifications / Detailed Technical Lists (See paragraph 2.0, Applicable Documents), the Contractor shall obtain independent test results for certain characteristics cited in paragraphs 13.2 and 13.3 of the items to be delivered under this contract.
C.13.2 Tensile Testing: In addition to the requirements for mechanical properties testing called out in the specifications, once per month, the Contractor shall have a second set of test specimens taken from the components selected for regular mechanical properties testing and test them at a certified independent or USG-approved lab.
If an outside lab is used to perform the normal mechanical properties testing specified in the item detail specification, a second certified independent or USG-approved lab must be used to test the independent verification samples. If mechanical properties testing is normally performed in-house, only one outside lab need be used. If the Contractor is approved by the USG to perform mechanical properties testing in-house, but chooses to use an outside lab to perform the normal testing, the Contractor may test the independent verification samples using their in-house lab.
The independent verification test results should be submitted as part of the LATR in accordance with the CDRL. Any large discrepancy (more than 20%) between the original certification and the independent data, or failure of any independent test sample to meet the minimum yield strength or percent elongation required by the TDP (when the original certification showed the material to be acceptable) shall require that: the Contractor immediately notifies the PCO of discrepancy, initiates an investigation into the discrepancy, and takes corrective action to preclude further occurrences. The results of the investigation and the Contractor’s proposed corrective action plan shall be provided in writing to the PCO IAW the applicable CDRL. The Contractor’s investigation results and proposed corrective action require approval by the PCO. The test specimen remnants from the independent test shall be preserved until the PCO has provided disposition on the investigation results and proposed corrective action. Components produced since the last acceptable independent test shall be segregated and held for disposition until the investigation is complete and the cause of the discrepancy is resolved. Disposition of the segregated components shall be approved by the PCO.
C.13.3 Chemical Analysis: The Contractor shall have a sample of the raw material analyzed for chemical content at a certified independent lab when a new mill heat of steel is used. If the material fails to meet the requirements specified in the TDP, the Contractor shall immediately contact the PCO, and shall not submit any questionable material for acceptance. An investigation into the cause of the problem shall be conducted and corrective action shall be taken to preclude further occurrences. The results of the investigation and the Contractor’s proposed correction action plan shall be provided to the PCO. The Contractor shall submit the data IAW Failure Analysis and Corrective Action Report, DI-SESS-81315B. The Contractor’s investigation results and proposed corrective actions require approval by the PCO. Components produced since the last acceptable independent test shall be segregated and held for disposition until the investigation is complete, and the cause to the test discrepancy is resolved. Disposition of the segregated components shall be approved by the PCO.
C.13.4 Certified Laboratories: A “certified lab” for the purposes of mechanical testing is defined as being in compliance with NADCAP or ISO 17025. Testing may be performed IAW other equivalent specifications subject to USG approval.
C.13.5 Retention of Metallurgical Test Samples: The Contractor shall retain all test samples and remnants for all metallurgical evaluations performed under this contract. The samples and remnants shall be retained for no less than the duration of the contract plus twelve months.
C.13.6 Objective Evidence: Upon request, the Contractor shall supply objective evidence to support that the completed CFM meet all TDP requirements.
C.14 DEFINITIONS:
C.14.1 Engineering Change Proposal (ECP): Vehicle by which engineering changes are made to the current approved technical data package.
C.14.2 Variances: Temporary departures from requirements that must be approved by the USG and do not constitute a change to the approved TDP. Variances shall apply only to specified quantities, not the entire remaining number of deliverable items on the contract. Recurring variances should be minimized.
C.14.3 Request for Variance (RFV): Vehicle by which a Contractor may request USG approval to utilize or incorporate items for manufacture that knowingly depart from requirements.
C.14.4 Safety Critical Item (SCI): A part, assembly, installation or production system with one or more critical characteristics that, if not conforming to the design data or quality requirements, would result in an unsafe condition. Unsafe conditions include conditions that could cause loss of or serious damage to the end item or major components, loss of control, or serious injury to personnel.
C.14.5 Integrated Master Schedule (IMS): The detailed task and time of work effort. It is used by USG and Contractor management as the primary tracking tool for technical and schedule status. The IMS is an integrated and networked multi-layered schedule of program tasks. The IMS is a networked schedule that identifies all events, accomplishments, and criteria and the expected dates of each based on the calendar dates provided as the starting point and the logical flow of dates provided by calculating the addition of duration of all tasks using the typical schedule networking tools.
C.14.6 Integrated Product Team (IPT): A team composed of representatives from all appropriate functional disciplines working together to build successful programs, identify and resolve issues, and make sound and timely recommendations to facilitate decision making. There are three types of IPTs: overarching IPTs (OIPTs) focus on strategic guidance, program assessment, and issue resolution; working IPTs (WIPTs) identify and resolve program issues, determine program status, and seek opportunities for acquisition reform; and program level IPTs focus on program execution and may include representatives from both USG and after contract award industry.
C.14.7 Statistical Process Control (SPC): The Contractor shall consider the below SPC requirements as well as any additional SPC when establishing his bid for this solicitation. At a minimum the following characteristics shall be subjected to the application of SPC techniques as identified:
