Additional Questions and Answers
Dated 04-06-2017 M1061 W15QKN-17-R-0004
Question 1: Outer Case: The minimum mechanical properties listed in note 10 (Yield Strength, Ultimate
Strength, and Elongation) are significantly higher from the values listed in the ASTMs specified in note 2.
Can you please confirm this is correct?
Answer 1: The mechanical properties are correct as written.
Question 2: Outer Case: The combination of wall thickness and diameter tolerance is very tight making this part very difficult to make. Can you please confirm these values?
Answer 2: The values are correct as written.
Question 3: Fragmentation Insert: Will the government provide the equipment required to perform the pressure test specified in section 3.2.1.3 of DTL13008598? If the equipment is not available, can a design be provided?
Answer 3: The USG will not be providing any equipment or designs. The contractor is responsible for designing and procuring test equipment to meet the TDP requirements. The USG will review/approve contractor submitted designs through the MSE, AIE/AAIE process. Inspection and test equipment will be subjected to a “prove out” process as contractually required.
Question 4: Fragmentation Insert: DTL13008598 Section 3.2.1.1 states that the compression strength of the LCP must exceed 110 Mpa. The data sheet for Vectra A130 only lists the compressive strength as 100
Mpa. Please confirm that the 110 Mpa value is correct.
Answer 4: The compressive strength value of 110Mpa is correct.
Question 5: Paint: The painting operation appears to occur after the HE Unit has been installed. Please confirm that we need to paint an explosive item.
Answer: 5: That is correct, painting occurs after the HE is installed.
Question 6: Paint: The minimum paint thickness on drawing 13008601 is listed as .025mm. The max diameter listed on that drawing is 59.88 and the unpainted max diameter is 59.80mm (from drawing
13008578). This means the range of allowable paint thickness is .025 - .04 mm. Is this the government's intent?
Answer 6: Providing an exact range of paint thickness would over-constrain the drawing due to paint variation and part dimensional variation. It is the contractor’s responsibility to weigh the tolerancing of separate dimensions to assure TDP requirements are met. For the paint, only the minimum paint thickness shall be inspected.
Question 7: Paint: Would it be allowable to have areas of paint inside the crimp groove that do not meet the min/max paint thickness, as long as the 59.88 max diameter is met?
Answer 7: Deviations from the TDP can be addressed through the RFV process if necessary.
Question 8: Contract: Would it be acceptable to have a higher probability of occurrence (1 in 100 or 1 in
1000) for the first year of production for some of the critical characteristics in a CPOA to prevent shutdowns as the manufacturing processes are established?
Answer 8: CPOA thresholds are process dependent, and based on the processes operating in a state of control. Critical characteristic control shall meet contractual requirements. The details of the CPOA and CDRL items are dispositioned after contract award.
Question 9: Contract: What is the impact of a yearlong CR on the published minimum quantities? We understand that under the CR rules you can only spend in FY17 80% of your FY16 budget. Would that mean the first year Qtys in this procurement could be reduced from the published 15.8k to about 5k?
Answer 9: The quantities published on FBO are anticipated to be awarded under this forthcoming contract.
