Questions & Answers Round 2 M1061 W15QKN-17-R-0041 (Questions 23-32)
23) We would like to ask for a clarification on the external pressure test of the M1061 fragmentation assembly. Is there still time to get this question answered? The test detailed in DTL 13008598 unclear to us:
Is the application of pressure strictly from the OD of the fragmentation assembly, with the ID being at atmospheric pressure and sealed at both ends, or is the entire assembly subject to hydrostatic pressure, meaning equiaxed pressure both on the ID and OD simultaneously.
Passages from the DTL: “3.2.1.3 FI pressure test. Fragmentation bodies shall withstand an external hydrostatic pressure of 2,400 + 300 psi. The body shall be stenciled in accordance with drawing 13008598. “ and
4.5.3 Pressure test. Bodies shall be tested using equipment capable of performing the test accurately and consistently. The equipment shall be calibrated prior to the start of each day’s operation and at intervals of not over 4 hours of continuous operation. It shall also be calibrated prior to restarting the operation after a lay-off of 3 hours or more. If it has been found that the equipment is out of calibration in such a direction that the pressure was lower than required by the test, the bodies tested since the last satisfactory calibration shall be retested after the calibration error has been corrected. If it has been found that the pressure was higher than required by the test, the bodies tested since the last satisfactory calibration shall be segregated for disposition. Body rupture, cracking, permanent deformation or bulging shall be cause of rejection of the body. The test fixture shall not restrict the front diameter of the body from deformation under pressure. The front inner diameter of the body shall be gaged before and after testing to ensure no permanent deformation in that location.
Response: To clarify, the intent is for the pressure is to be exerted on the exterior (OD) of the FI only, with the ID being left at ambient pressure.
24) FAR 52.209-3(g) states: “Before first article approval, the acquisition of materials or components for, or the commencement of production of, the balance of the contract quantity is at the sole risk of the Contractor. Before first article approval, the costs thereof shall not be allocable to this contract for:
(1) progress payments, or (2) termination settlements if the contract is terminated for the convenience of the Government.”
Because of procurement lead time for some materials and because costs of materials or components, and cost of production are not allocable to the contract prior to approval of FAT, incorporation of FAR 52.209-3 will not allow us to meet the delivery requirement of 5000 units/month as required in Solicitation Section F-5. Therefore, can FAR 52.209-3 be deleted from this solicitation?
Response: FAR Clause 52.209-3 will remain in the solicitation and will not be deleted.
25) What is the time limitation on Government approval of Lot Acceptance Testing Reports per the CDRL and on Ballistic Lot Acceptance Testing?
Response: Within 30 calendar days after the Government receives the first article, the Contracting Officer shall notify the Contractor, in writing, of the conditional approval, approval, or disapproval of the first article. The notice of conditional approval or approval shall not relieve the Contractor from complying with all requirements of the specifications and all other terms and conditions of this contract. A notice of conditional approval shall state any further action required of the Contractor. A notice of disapproval shall cite reasons for the disapproval.
26) The specification of the 60mm M1061 Fragmentation insert para 4.5.3 require that “The test fixture shall not restrict the front diameter of the body from deformation under pressure.” Please confirm that the hydrostatic pressure must be applied strictly on the OD of the fragmentation assembly with the ID being at atmospheric pressure and sealed at both ends without restricting the front diameter of the body (Front OD57.8mm and Front ID41.48mm)
Response: Confirmed; the hydrostatic pressure is intended to be applied only to the OD with the ID at atmospheric pressure. The front diameters should remain unrestricted.
27) Also, 4.5.3 requires that “The front inner diameter of the body shall be gaged before and after testing to ensure no permanent deformation in that location". Please confirm that the front inner diameter of the Fragmentation Insert that needs to be gaged is the ID 41.48mm and not ID 44.29 +/-0.2mm.
Response: Since the gaging is done through 60mm from the front face, the following ID surfaces must be gaged: (1. Tapered ID from 44.1 +/- 0.2 to 44.29 +/- 0.2mm) and (2. Profile created from 41.48 to 40.9 for the remainder of the 60mm length).
28) Concerning TDP 13008611 rev A: Drawing 13008573 Fin adapter page 1 rev E: Please confirm that the circular runout tolerance 0.010" of the fin adaptor external thread (zone B3) needs to be verified at two different minimum projected tolerance zone: .25" and 6" from datum C.
Response: That is correct, a runout tolerance of 0.010", verified at .25 "and 6.0" from datum C.
29) Concerning TDP 13008611 rev A: Drawing 13008594 Case rev B: Please confirm that the circular runout tolerance 0.5mm of the case external thread (zone B6) needs to be verified at two different minimum projected tolerance zone: 6.35mm and 177.8mm from datum C.
Response: That is correct, a runout tolerance of 0.5mm, verified at 6.35mm and 177.8mm from datum C.
30) We would like to add on to our previous question regarding FAR 52.209-3:
* If this clause cannot be deleted from the solicitation, can Alternate II be added?
Response: Please see question 24 above as well question 31 below. Alternate II will not be added to this contract.
31) The Government has responded to question 21 in the Round 1 questions with “Progress Payments will not be included at this time” and Performance Based Payments are also not allowed. What type of payments should be assumed?
Response: For the purposes of this solicitation, we will be using Invoice Payments. Any discussion about contract financing methods will not be discussed until post award. Since we will not be including provisions for progress payments in this solicitation, there will be no need to include FAR 52.209-3, Alternate II at this time.
32) In the paragraph below, “60 days after First Article Approval”, does the USG intend that production deliveries are to start “no later than 60 days after FAT” or “no sooner than 60 days after FAT”?
***Delivery Destination*** Use delivery Destination Below:
Quantities: Delivery shall be at a rate of no more than 5000 Units per month 60 days after First Article Approval. The final delivery schedule will be determined upon execution of the contract.
Response: The paragraph should read as follows and will be updated in Amendment 0005:
From: “Delivery shall be at a rate of no more than 5000 Units per month 60 days after First Article Approval.”
To: “Delivery shall be at a rate of no more than 5000 Units per month due no later than 60 days after First Article Approval.”
