Questions and Answers M1061 Round 1
Question 1) Section C.4.1.1:
Is the monthly delivery requirement limited to 5,000? Will the USG will only order in 5,000 quantity increments?
Section C.4.1.1. Lot Sizing: The Contractor shall maintain its production plan and schedule, which demonstrate that production lot size is optimal and is stabilized through efficient use of GFP resources. Lot sizes shall be at a minimum equal to the monthly delivery requirement. Lot size should be a maximum quantity of 5,000.
SECTION F - DELIVERIES OR PERFORMANCE
***Delivery Destination*** Use delivery Destination Below:
Quantities: Delivery shall be at a rate of no less than 5000 Units per month 60 days after First Article Approval. The final delivery schedule will be determined upon execution of the contract.
These two paragraphs, taken together, make the monthly deliveries at least 5,000 units a month and the lot size to be always 5,000. Is this the intent of the USG? Is the monthly delivery requirement limited to 5,000? Will the USG will only order in 5,000 quantity increments?
Answer: Page 54 Section F should read “Delivery shall be at a rate of no more than 5000 Units per month 60 days after First Article Approval. The final delivery schedule will be determined upon execution of the contract.” Amendment 0004 will correct this update.
Question 2) Regarding C.13.2; does this apply to raw materials only? Additionally, the clause states “from the components selected”, where is this list of components specified?
Answer: The tensile testing requirement does not only apply to raw material. The list of the components is contained in DTL 13008578, and the corresponding ECP.
Question 3) Section C.4.1.3: What GFM delivery schedule should be assumed for this proposal?
Answer: The GFM delivery schedule will correlate to the proposed LAP rate. The details of the schedule will be worked out at post award.
Question 4) Section C.13.3: The first sentence in this paragraph refers to a "new mill heat of steel". No components of the M1061 HE Mortar Cartridge are manufactured from steel. Should "steel" be replaced with "aluminum"?
Answer: Yes, “steel” should be replaced with “aluminum”. Amendment 0004 will make this update.
Question 5) Section D: Is the Bar Code requirement for GFM components the GFM supplier's obligation? Will the GFM components requiring Bar Coding have the bar code when they are received by the Contractor?
Answer: The GFM is not required to have a barcode. Only the completed cartridges requires a barcode. The LAP contractor shall maintain a database on the Lots and interfixes of the components, though individual component barcoding is unnecessary.
Question 6) Section E-4(b.) The first sentence in this paragraph states that the first article units for government testing will be delivered by the Contractor FOB destination except when transportation protective service or transportation security is required by other provisions of this contract.
Please clarify if first article units for government testing will be delivered by the Contractor FOB destination or FOB origin.
Answer: Section E-4(b) read “The first article shall be delivered by the Contractor Free on Board (FOB) destination except when transportation protective service or transportation security is required by other provision of this contract. If such is the case, the first article shall be delivered FOB origin and shipped on Government Bill of Lading.”
The M1061 LAP contains explosives therefore it should be delivered FOB Origin as specified in the answer above.
Question 7) Section L.2.3.1: CDRL blocks 17 & 18 are required to be signed by the contractor. The CDRL forms do not include blocks 17 & 18. Should the CDRL forms include blocks 17 & 18?
Answer: In this Solicitation it is not required to fill-in Blocks 17 and 18 on the CDRLs as they are not separately priced. The CDRL forms were provided as an attachment with blocks 17 & 18 removed.
Question 8) Section L.4.4.2: Is the multiplier of 1,000,000 in this paragraph correct?
Answer: The Multiplier was incorrect and will be changed in Amendment 0004 and will now read 113,000 not 1,000,000 as this was incorrect.
Question 9) Can Performance Based Payments be proposed?
Answer: This is not a performance based contract and we did not offer any performance based milestones so no, we are not offering performance based payments.

The reasons for requesting another extension is because we are waiting for the responses to first series of questions sent and the receipt of 3 drawings that were missing from the TDP. These drawings provide information that need to be evaluated by our suppliers of 60mm M1061 case ultrasonic inspection (was eddy current inspection in previous DTL revision).
Response: The Customer is not willing to push the proposal due date past the June 30 extension that was granted in Amendment 0003.

Response: Progress Payments will not be included at this time.
Question 22) Page 4 of Document R17J2002-NOR-DTL13008598.pdf provided under the subject solicitation adds “Major 114 Center of Gravity” on the 4th line. This major references paragraph 3.2.1.6 that does not exist in the original document and is not included in the NOR. Will you please provide the referenced paragraph 3.2.1.6?
Response: That 3.2.1.6 was an artifact of a previous version. That paragraph was removed, since the inspection of Center of Gravity should be covered by paragraph 3.2.1.
