Executive Summary_________________
The U.S. Army Armament Research, Development and Engineering Center (ARDEC) requires contractor software engineering services in support of Tactical Mission Command Applications (TMCA) including, but not limited to: Command Post of the Future (CPOF), Tactical Applications
(TacApps), Command Web, and other current and future programs relating to Command Post Client (CPC).
The contractor shall provide all personnel, facilities, and materials, except those delineated as Government Furnished Property or
Material (GFP or GFM), necessary to meet the requirements set forth in the Performance Work Statement (PWS). The PWS (and each task order PWS) shall utilize performance-based methods for acquiring services. The contractor shall not perform any requirement unless specified in the PWS.
Contract Strategy, Value, and Period of Performance___________________________________________________
The Government is soliciting this requirement as a competitive 100% small business set-aside and anticipates awarding multiple Firm-
Fixed-Price (FFP) Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts with a five (5) year period of performance based upon the proposals that are most advantageous and represent the best value to the Government. The number of contract awards will be based upon the proposals received in response to the solicitation and the amount practical to ensure effective competition on a task order basis.
The Government reserves the right to award a single contract should proposal submission identify only one (1) acceptable source.
Regardless of the number of contract awards, periodically, at the discretion of the Contracting Officer, market research will be conducted to assess the market for additional capable small businesses, in the event additional contractors need to be added to the contract awardee pool.
The total maximum ceiling value of all contracts awarded is $25,000,000.00. The minimum guarantee for each contract awarded is $500.00, which will be obligated under Task Order 0001 at time of base contract award. No disbursement of the minimum guarantee will be made until such time that the contractor has been awarded and successfully completed a task order for services.
The period of performance for each contract awarded shall be:
Ordering Period 1: Twelve (12) months from the date of contract award
Ordering Period 2: Twelve (12) months from the end of Ordering Period 1
Ordering Period 3: Twelve (12) months from the end of Ordering Period 2
Ordering Period 4: Twelve (12) months from the end of Ordering Period 3
Ordering Period 5: Twelve (12) months from the end of Ordering Period 4
Labor Rates___________
The contractor shall propose fully loaded labor rates for all labor categories (defined in Attachment 0001 "Labor Category Definitions") and ordering periods identified in Attachment 0002 "Price Factor Evaluation Tables" of this solicitation. These labor categories and rates will be incorporated into the base contract award and shall be utilized for all task orders. These labor rates are only subject to downward adjustment should contractors choose to submit lower rates when competing for an individual task order. Please note: The labor hours provided in the attachment are for evaluation purposes only and are not to be construed as representing the Government's actual requirements.
Indirect Rates for Travel/Other Direct Costs (ODCs)___________________________________________________
The contractor shall propose indirect rates for travel and ODCs for all ordering periods identified in Attachment 0003 "Travel and ODCs
Evaluated Price" of this solicitation. The indirect rates will be incorporated into the base contract award and shall be utilized for all task orders. These indirect rates are only subject to downward adjustment should contractors choose to submit lower rates when competing for an individual task order. Please note: The travel costs and ODCs provided in the attachment are for evaluation purposes only and are not to be construed as representing the Government's actual requirements.

Proposal Submission and Evaluation__________________________________
All proposals shall be submitted in accordance with the Instructions, Conditions, and Notices to Offerors section of this solicitation.
No proposals submitted via email or the Army Single Face to Industry (ASFI) website will be accepted. The Government shall evaluate all proposal in accordance with the Evaluation Factors for Award section of this solicitation.
Ordering Procedures___________________
As requirements are identified by the Government, individual task orders will be solicited. Requests for Proposals (RFPs) for each task

order will be issued to contractors via email and will provide a description of the requirements, proposal submission instructions, and evaluation procedures. Each contractor shall be provided a fair opportunity to compete for individual task orders exceeding $3,000 in accordance with FAR 16.505(b)(1)(i) unless one of the statutory exceptions stated in FAR 16.505(b)(2)(i) or DFARS 216.505-70(b)(1) apply. Each task order period of performance shall not exceed twelve (12) months.
The Government anticipates utilizing best value tradeoff evaluation procedures for task orders; however, reserves the right to use lowest price technically acceptable evaluation procedures if warranted by task order requirements. Task orders will be competed on a FFP basis and Price will be an evaluation factor. The Government may utilize additional evaluation factors, such as Technical or Past
Performance. Contractors shall propose labor categories and rates in accordance with Attachment 0002 "Price Factor Evaluation Tables" and labor hours necessary to meet task order requirements. If necessary, additional travel and ODCs to meet task order requirements shall be included in the task order proposal. Contractors shall propose indirect rates for travel and ODCs in accordance with Attachment
0003 "Travel and ODCs Evaluated Price". Labor and indirect rates are only subject to downward adjustment should contractors choose to submit lower rates when competing for an individual task order. Detailed evaluation procedures will be provided on a task order basis.
Please note: The Contracting Officer is the only Government representative with the authority to award task orders under this contract.

The US Army Research, Development and Engineering Command (RDECOM), Armament Research Development, and Engineering Center (ARDEC) is responsible for the design, development, and integration of the Tactical Mission Command Applications (TMCA) software applications in support of Army Common Operating Environment (COE), Command Post Computing Environment (CP CE) objectives.
2. Scope _____
The contractor shall provide software and systems engineering lifecycle support including, but not limited to, TMCA design, development, software coding and implementation, and testing activities including unit and systems integration and fielding support. The contractor must provide competent personnel with the appropriate level of education and experience necessary to provide engineering support on the following scope requirements activities.
3. Performance Requirements ________________________
The contractor shall, as required, execute task orders in support of the following management, technical and logistics areas. The following requirements are representative of potential requirements that may be issued in accordance with this PWS paragraph under a specific task order.
3.1. Capability Development
3.1.1. Interoperability with ABCS, COE, Other DoD and Coalition Systems
The contractor shall develop and implement interfaces to support interoperability between the Command Post and other Army Battle Command
Systems (ABCS), Common Operating Environment (COE), other Department of Defense (DoD) and Coalition systems. Data exchange may be accomplished by a variety of means, to include but not limited to:
- ABCS Publish and Subscribe Services (PASS)
- Data Dissemination Service (DDS)
- Joint Variable Message Format (JVMF) messaging
- United States Message Text Format (USMTF) messaging
- Command and Control Personal Computer (C2PC) Gateway
- File Transfer Protocol (FTP)
- Hypertext Transfer Protocol (HTTP)
- Web Services
- Other systems and protocols as specified
The contractor shall provide system and software engineering to design and implement new interfaces that provide interoperability between TMCA and other ABCS, DoD systems or Coalition systems, including, but not limited to:

3.1.2. Symbology Exchange and Display
The contractor shall develop and implement standard symbology capability for the applications for the Common Operational Picture (COP), to include Friendly and Enemy positions, battlefield geometries, and other critical tactical information, by rendering standard symbology. Symbology data shall be exchanged with ABCS and other DoD and Coalition systems. Symbology shall be exchanged and rendered in accordance with the currently accepted versions of MIL-STD-2525, the Unified Specification for ABCS Symbology (USAS), and other standards that may become applicable or are specified by the Government. These efforts shall include, but are not limited to:
- Develop and implement the capability to exchange, utilize, and render Naval Tactical Data System (NTDS) symbology
- Develop and implement the capability to exchange, utilize, and render non-standard or non-military (such as Homeland
Security) symbology, including allowing users to iconify and geospatially position pictures of people, places, or equipment.
- Develop a methodology for the introduction of new symbols and/or tactical graphics in the field (without requiring software development).
- Implementation of other or future symbology standards as identified by the Government.
3.1.3. Warfighting-Function (WfF) Related Capabilities
The contractor shall develop, implement, and/or integrate capabilities from multiple warfighting function domains into the applications.
The warfighting-function (WfF) domains include, but are not limited to:
- Maneuver
- Fires & Effects
- Sustainment
- Intelligence
- Signal
- Air and Missile Defense
- Airspace Command and Control
- Combat Engineering
- Chemical, Biological, Radiological, and Nuclear (CBRN)
- Cyber Operations
- And additional WfFs as identified
The following are representative of the task requriments that may be issued in accordance with this PWS paragraph under a specific Task
Order: These efforts shall include, but are not limited to:
- Design, develop, and integrate capabilities from the Sustainment warfighting function into the TMCA. This may include a consolidated logistics/sustainment dashboard in the TMCA that allows units to track current and projected logistics status, asset visibility, and sustainment alerts and warnings, customizable by the commander and his staff to particular items of interest.
- Design, develop, and integrate a consolidated air and missile defense overlay or dashboard for the application that allows the commander to visualize current and projected location, status, and coverage areas air and missile defense assets.
- Design, develop, and integrate a dashboard, overlay, or tool suite that permits the commander and staff to conduct Intelligence
Preparation of the Battlefield and integrate the information into the Military Decision Making Process (MDMP).
- Design, develop, and integrate dashboards, overlays, or tools that permit the commander and staff to have real-time situational awareness of the current and projected position, status, and coverage areas of fires and effects assets.
- Design, develop, and integrate dashboards, overlays, or tools that permit the commander and staff to have real-time situational awareness of the current and projected position, status, and coverage of network communications assets and the networks they provide.
- Design, develop, and integrate dashboards, overlays, or tools that permit the commander and staff to develop and track running

estimates of ongoing operations. Capabilities include, but are not limited to, current and projected combat power, CCIR alerts, and
Slant reports.
- Design, develop, and integrate dashboards, overlays, or tools that permit the commander and staff to track personnel actions, training, and related activities that are part of the Army Force Generation Process.
- Design, develop, and integrate capabilities that permit the commander and staff to track force protection, range utilization, and other garrison-oriented services.
- Design, develop, and integrate dashboards, overlays, or tools that facilitate response to Chemical, Biological, Radiological, and
Nuclear (CBRN) events.
- Conduct user design feedback sessions with warfighters representing the various warfighting functions to improve software designs.
- Design and implement capabilities that address other WfF capability needs.
3.1.4. Geospatial Capabilities
The following are representative of the task requriments that may be issued in accordance with this PWS paragraph under a specific Task
Order: These efforts shall include, but are not limited to:
- Design and implement software functionality that provides maximum user responsiveness and performance when viewing and manipulating map and imagery data.
- Analyze mapping products that display a wide variety of geospatial data. This data includes, but is not limited to, standard National
Geospatial-Intelligence Agency (NGA) data, high resolution Digital Topographic Elevation Data (DTED) data, Vector Map Data, and high resolution Controlled Image Base (CIB) data. Recommend software designs that support the display of geospatial data.
- Design and implement software functionality that displays a wide range of geospatial data, to include data identified through new and emerging requirements.
- Design and implement a simple, user-friendly capability that allows the loading of new map data in standard formats by uniformed soldiers without manipulation from system administrators, Subject Matter Experts (SMEs) or contractor field support.
- Design and implement a warfighter-supportable capability that allows the application to connect to network-based map data sources and retrieve maps and imagery from those sources. Provide a local cache of map and imagery data that shall (1) permit a TMCA client to use cached data when disconnected and (2) minimize transmission of map data over the network by reducing or eliminating duplicative data queries.
- Design and implement solutions for dynamic, intelligent caching of map data on the local client machine and/or servers such that caches may be managed without user or administrator intervention.
- Design and implement solutions that automate the provisioning of map data from network-based map data stores to other network-based map data stores (such as those at a lower echelon) or local client caches when sufficient network bandwidth exists.
- Design and implement geospatial capabilities in accordance with the Army Standard Shareable Geospatial Foundation and other existing and emerging requirements documents, including the Common Operating Environment.
- Design and implement geospatial analysis capabilities that improve the users ability to visualize and understand the impacts of terrain upon current and planned operations, including route generation, communications propagation, and line-of-sight analysis.
- Design and implement capabilities to generate land routes based upon available geospatial information, including terrain, trafficability, and weather information.
- Design and implement the capability to import and export geospatial data in commonly-used formats, such as Keyhole Markup Language
(KML), KML Zipped (KMZ), Shape (SHP) and other geospatial data file formats.
- Integrate geospatial capabilities developed by the government or other Third Parties.
3.1.5 Usability and Human Factors Engineering
The following are representative of the task requirements that may be issued in accordance with this PWS paragraph under a specific Task
Order: For Usability and Human Factors the contractor shall use as MIL-STD-1472G (DoD Design Criteria Standard: Human Engineering) and
ANSI/HFES 200 (Human Factors Engineering of Software Interfaces) as design guidance during the design and development of the Human
Computer Interface (HCI). The contractor shall use MIL-STD-46855A (DoD Standard Practice: Human Engineering Requirements for Military

Systems, Equipment, and Facilities) as guidance regarding human engineering efforts during system acquisition, and the contractor shall use ISO 9241 Part 11 (Guidance on Usability) and ISO 13407 (Human-Centered Design for Interactive Systems, 1997) as guidance regarding processes and software ergonomics in the system/software design process. These efforts shall include, but are not limited to:
- Perform human factors engineering, heuristics and usability studies to support the development of all functionality and Graphical User
Interfaces (GUIs).
- Design and implement software functionality and GUIs that adhere to the results of human factors engineering, heuristics and usability studies.
- Design and implement the system to minimize inconsistencies in user interaction patterns/capabilities across the various capabilities supported by the collaboration infrastructure and applications.
- Design and implement the user interface in a way that supports user discovery of capability and minimizes training requirements.
- Design and implement the user interface in a way that provides easily-accessible user help information.
- Design and implement user interface modifications that leverage commonly-used interface design patterns to include those emerging from the information technology industry.
- Design and implement user interface modifications that align with standards or style guides specified by the Government.
- Conduct user juries and design feedback events to solicit user feedback on the usability of the system.
- Design and implement other user interface changes as required by the Government.
3.1.6 Integration with Commercial Software Applications
The following are representative of the task requriments that may be issued in accordance with this PWS paragraph under a specific Task
Order: These efforts shall include, but are not limited to:
- Design and implement tools that enable users to develop customizable "macros/rules" that support flexible import of data from commercial word processing, spreadsheet, and presentation applications and formats.
- Design and implement tools that enable users to develop customizable "macros/rules" that support flexible export of data to commercial word processing, spreadsheet, and presentation applications and formats.
- Design and implement tools that enable users to maintain synchronization between data products in the collaborative infrastructure and the same data stored in commercial word processing, spreadsheet, and/or presentation formats.
- Design and implement tools that enable users to automatically post and/or retrieve data to/from commercially-available portals.
- Design and implement tools that enable flexible access to data that may be stored in relational databases, including "big data" repositories.
3.1.7 DoD and Army Initiatives
The contractor shall be required to respond to various DoD and/or Army initiatives that may develop during the period of performance including:
- Provide architecture and systems engineering support related to participating in, leveraging, or otherwise being involved in DoD and
Army initiatives.
- Design and implement system modifications in accordance with applicable initiatives, such as the Army COE, Improving Mission Command
Initiatives (IMCI) or other initiatives that may directed by the Government.
- Design and implement system modifications that may result from convergence efforts such as Ops-Intel Convergence.
- Design and implement system modifications that enable the TMCA to leverage DoD/Army initiatives to consolidate server hardware across the enterprise. This may include, but is not limited to, Ops-Intel Convergence and integrating with or leveraging tactical and/or enterprise "cloud" architectures.
- Adopt, integrate with and/or leverage existing or emerging Army and/or DoD data standards.
- Design and implement capabilities which serve to align the TMCA infrastructure with global access to "big data" in the emerging data

center computing environment.
- Other initiatives as directed by the Government.
3.1.8 Miscellaneous Enhancements
The contractor shall be required during the course of the period of performance to implement capability enhancements to TMCA. The following are representative of the task requriments that may be issued in accordance with this PWS paragraph under a specific Task
Order: These efforts shall include, but are not limited to:
- Design and implement a chat capability within the TMCA environment that integrates with chat systems available outside the TMCA environment. Some examples are eXtensible Messaging and Presence Protocol (XMPP) and Internet Relay Chat (IRC).
- Design and implement the ability to predict future status, location, capability, and force ratios.
- Design and implement a map zoom feature that enables TMCA users to automatically zoom to a newly imported object (fit to data).
- Design and implement system and software solutions that provide three-dimensional walk-through and fly-through capabilities, including within buildings, where such data exists.
- Design and implement improvements to the automation capabilities provided by the TMCA, including, but not limited to, the ability to automate more actions, lowering the training burden for the automation capability, and decreasing the ability for automated actions to cause unintended harm.
- Broaden the scope of the undo feature within the TMCA.
- Design and implement a capability which permits the user to replay and display recorded historical data stored in the respository.
3.1.9 Software Process and Performance Analysis
The Contractor shall provide support for software process assurance to assure that all of the process requirements are being implemented in accordance with WSEC's Organizational Software Policies and Procedures. Extensive knowledge of the ARDEC Organizational Policies and
Procedures is required for this effort. The Contractor shall provide support for tracking and analyzing the projects' performance. The contractor for this effort shall use earned Value Management (EVM) & MS Project.

4.2. Contractor Responsibilities

The contractor shall provide overall management and technical direction, including but not limited to program planning, management control and reporting, quality management, schedule management and control, configurations management and control, risk management, data control, coordination, reporting and administration to ensure the performance of the tasks delineated in this PWS. The program management and controls system employed will provide the PM with in-depth, accurate, and timely visibility into the contractors technical, schedule and cost performance and status by milestones in accordance with this PWS.
The contractor shall implement a program management structure to facilitate the development methodology as specified in this PWS and be flexible and responsive to the needs of the Government. Additionally, focus will be placed on a systematic approach to developing, integrating, testing, and maintaining, the CPC while ensuring resources synchronization between these efforts.
4.3. Deliverables
The contractor shall prepare deliverables on a task order basis in accordance with the corresponding Data Item Description (DID) and any tailoring specified on the Contract Data Requirements List (CDRL) (DD Form 1423). These deliverables shall be delivered on electronic media, via Email transfer unless specified otherwise.
4.3.1. Monthly Status, Progress Management Report
The contractor shall provide a Monthly Status, Progress Management Report (DI-MGMT-80227, Tailored). Contractor format is acceptable but the outline for this deliverable shall be as follows:
1. Technical Status Summary of Accomplishments/Major Events
2. Management Status Summary of Accomplishments/Major Events
3. Schedule Status Updated Schedule
4. Quality Status Summary of Accomplishments/Major Events
5. Metrics-The contractor shall supply the Metrics specified in the PWS
6. Open Action Status Action Item tracking shall include all open action items, the person/organization that opened the item, description, status, the assigned responsibility for investigation and closure, the date created, the date resolution needed, a complete history of promised dates for resolution, and other information deemed important by the Government or contractor
7. Risk Management Status The contractor shall include the current risk management Status including identified risk, risk impact, mitigation strategies, probability of occurrence and severity.
8. Program Problems - This includes a schedule or performance impact summary and a discussion of the corrective actions or recovery plan required
9. Deliverable Documentation Status This is a table of all deliverable documentation including, at a minimum, the title of the document, identification number of the document, revision of the document, the due date, the submitted date, date approval is required, and approval status
10. Subcontract Status (if applicable)
11. Staffing levels (projected vs. actuals) and turnover/replacement personnel information by functional area
12. Fielding status
13. 30 day forecast of events, meetings, deliverables
4.3.2. Contractor Roster
The contractor shall deliver a Contractor Roster (DI-MGMT-81596, Tailored) for any task orders that have contractor personnel anticipated to occupy administrative space at Picatinny Arsenal.
4.3.3. Accident/Incident Report
The Contractor shall immediately report any major accident or incident, including fire, which results in any of the following: one or more disabling injuries, damage to Government property exceeding $10,000, disruption of program plans or production schedules, degradation of the safety of equipment under contract such that personal injury or property damage may be involved, or identifies a potential hazard which requires correction action (DI-SAFT-81563).
4.4. Material
No material is required for this effort.
4.5. Data Rights
All reference material, documents, training support material, and other information obtained, produced, or developed by the contractor in support of this effort shall become the property of the Government, and shall be delivered to the TMCA Project Team. The Government shall have the unrestricted rights to use, modify, reproduce, release, perform, display or disclose technical data, software and products for all work products developed and modified under this task delivery order.

4.6 Travel
The contractor shall perform travel as necessary for the assigned effort, on a task order basis.
4.7 Clearance
The contractor shall have personnel that possess a Secret Clearance and/or are eligible for immediate adjudication by the security authority upon award of this contract. The contractor is also responsible for all funding required to obtain a Secret Clearance as it will not be funded/provided by the Government.
4.8 Period of Performance
The period of performance for this Indefinite Delivery, Indefinite Quantity (IDIQ) contract is 5 years. The period of performance for each task order will be decided on a task by task basis but will be no longer than twelve (12) months.
