Attachment 0001 – Labor Category Descriptions

Program/Project Manager

ESSENTIAL DUTIES AND RESPONSIBILITIES;

• Serve as the overall point of contact (POC) for all efforts on this task and provide monthly status reports.

• Manages all resources allocated to the delivery order and will finalize all Monthly Reports and Technical Reports.

• Works with customer to identify business requirements and develops the proposed solution.

• Subsequently leads a team in initiating, planning, controlling, executing, and closing tasks of a project or segment of a project to produce the delivered solution.

QUALIFICATIONS

To perform this job satisfactorily, an individual must be able to produce each of the essential results and perform each of the essential functions satisfactorily. EDUCATION and/or EXPERIENCE

Bachelor’s Degree (B.A. or B.S.) from four-year college or university or equivalent** related working experience in specified discipline

Document Specialist

• Monitors, manages and correlates all documentation

• Properly prepares formats and prints all required correspondence.

• Operates computer equipment, telecommunications equipment, printing equipment and facsimile machines.

• Incorporates all required project documentation into specific project format including finalization and preparation of binders.

• Disseminates all required documentation for contract compliance and customer acceptance

QUALIFICATIONS

• Strong interpersonal, planning and organizational skills

• Multi-tasking and ability to handle changing priorities

• Ability to manipulate screen captures and graphics

• Ability to write, proofread and edit the following document types:

Specifications, Reports, Documentation, Instructions and procedures, Oral

Presentations and Technical Manuals.

EDUCATION and/or EXPERIENCE

Bachelor’s Degree (B.A. or B.S.) from four-year college or university or equivalent** related working experience in specified discipline

Business Specialist I

• Works with projects to perform a variety of activities identified as business and finance in nature, including but not limited to project control, finance and accounting, project planning and scheduling, cost estimating.

• Principal duties may include, but is not limited to, work breakdown structures, prepare charts, tables, graphs, and diagrams to assist in analyzing problems

• Monitors, manages and correlates all documentation

QUALIFICATIONS

• Up to 7 years related working experience in specified discipline

• Previous experience reading and comprehending financial statements to extrapolate necessary data.

• Acute attention to detail and problem solving.

Bachelor’s Degree (B.A. or B.S.) from four-year college or university or equivalent**

Business Specialist II

QUALIFICATIONS

• Up to 3 years related working experience in specified discipline

• Proficiency with basic concepts related to the specific requirement

High school diploma or equivalent**

Engineering Technician II

• Resolve technical problems related to hardware and software issues with various systems.

• Support organizational objectives, operational activities, and service delivery activities for the assigned area of responsibility

• Follow standard operating procedures, conform to established policies and standards, while using techniques, and standards for guidance

QUALIFICATIONS

• Over 3 years related working experience in specified discipline

• Proficiency with basic concepts related to the specific requirement

Engineering Technician Assistant

• Assists the Engineering Technician in performing a variety of engineering tasks that are broad in nature and are concerned with design and implementation, including support facilities and/or equipment.

• Assists the Engineering Technician in performing technical services in accordance with necessary standards

QUALIFICATIONS

• Proficiency with basic concepts related to the specific requirement

Engineer I

• Resolve technical problems related to hardware and software issues with various systems.

• Support organizational objectives, operational activities, and service delivery activities for the assigned area of responsibility

• Follow standard operating procedures, conform to established policies and standards, while using techniques, and standards for guidance

QUALIFICATIONS

• Up to 3 years related working experience in specified discipline

Engineer II

• Communicate effectively to ensure that all deficiencies are being assessed and addressed to ensure our products meet or exceed performance targets

• Participate in live-fire and developmental test support

• Provide technical and instructional support to NET teams

QUALIFICATIONS

• 14 or more years related working experience in specified discipline

• Strong problem solver and proven ability to think creatively and seek optimum solutions.

• Analytical and diagnostic skills with the ability to analyze technical, business and financial issues and options.

Master’s Degree (M.A. or M.S.) from four-year college or university or equivalent**

System Analyst/Engineer I

• Participate in the qualifying of the software and hardware of Mission Command

Applications and their interoperability with other systems

• Communicate effectively to ensure that all deficiencies are being assessed and addressed to ensure our products meet or exceed performance targets

• Participate in live-fire and developmental test support

• Exercises judgment in determining the most efficient methods for updating, testing, and debugging code

QUALIFICATIONS

• Up to 3 years related working experience in specified discipline

• The ability to evaluate current code for the identification of technical, logical, and design deficiencies for a system.

• Must have a working knowledge of the programming language specified

• Must be able to produce each of the essential results and perform each of the essential functions satisfactorily.

Software Analyst/Engineer II

• Works closely with the Integrated Product Development Team (IPDT) Leader to assist planning and leading the development of system requirements, software design, coding, software/system analysis, process, software verification, documentation and testing.

• Improving in the design and development of applications that enhance the agency’s ability to accomplish mission critical program activities

• Up to 3 years related working experience in specified discipline

• Demonstrates a high degree of creativity and foresight.

• Possess a solid understanding of the system

• Ability to proofread and edit the following document types: operational, maintenance, reference, and end-user documentation.

Training Specialist II

• Provides technical support and advice to engineering staff such as development of storyboards and video capture for computer-based trainers as well as support live-fire and developmental tests.

• Provides technical and instructional support to New Equipment Training (NET) teams such as writing and reviewing technical manuals, technical bulletins, pocket guides, and operator notes.

**Notes**

Masters Degree equivalent: Bachelors degree (or equivalent) and an additional one year worth of experience.

Bachelors degree equivalent: Associate degree (or equivalent) plus an additional two years experience.

Associates degree equivalent: High school degree (or equivalent) and an additional two years experience.

High school equivalent: Passing the General Educational Development (GED) tests

For Experience levels requiring a High School Diploma:

A Bachelors degree adds 4 years experience.

A Masters Degree adds a total of 6 years experience.

A PHD adds a total of 8 years experience.

For Experience levels requiring a Bachelor degree:

A Masters Degree adds a total of 2 years experience.
