The purpose of Amendment 0001 to Solicitation No. W15QKN-15-R-0162 is as follows:
1. Answer the following questions received from industry:
Question #1: There are 24 different labor categories in Attachment 0002. If a prime contractor has 1 or more subcontractors as a part___________ of their team, do you want separate labor rates from the prime contractor AND each subcontractor, or do you want one rate from the prime for each labor category, all inclusive?
Answer #1: Since the contract will incorporate FFP labor rates, the Government is requesting only one (1) fully burdened labor rate per_________ labor category and ordering period. The Government will not be incorporating subcontractor rates into the contract. Offerors shall propose competitive blended rates where deemed necessary to manage risk in this FFP environment.
Question #2: Regarding the Letters of Commitment that are required in Section L.4.1.1, Subfactor 1; Entitled: Program Management and___________
Administration. The sentence of concern is the following: The Offeror shall also provide Letters of Commitment for proposed personnel's availability to begin performance at time of contract award. The proposed contract that will result from this solicitation is planned to be Firm fixed Price IDIQ contract. It is impossible to know when the basic contract will be awarded. We understand that if we are an awardee of the basic Multiple Award IDIQ contract, we will be competing for Task Orders that would require the firm commitment of contractor personnel to perform these efforts. We can certainly commit at this time to provide Highly qualified technical personnel for any resulting Task Order efforts that may be awarded the result of this Solicitation. However it is next to impossible to provide availability dates for personnel when the actual contract periods of performance are not yet known.
Answer #2: As stated in L.4.3.7, the estimated award date for this IDIQ contract is 6 January 2016 and the subsequent ordering periods_________ are provided. For the base contract, the Government is requesting these Letters of Commitment to ensure that the personnel proposed are committed to and available to begin performance for that offeror at time of contract award. The Letters of Commitment can use approximate language, such as time of contract award or "contingent upon contract award".
Question #3: Reference L.4.1.1 and L.4.1.2: "The Offeror shall provide resumes for proposed personnel including relevant knowledge,___________ skills, experience, and training/certifications to meet their assigned labor category description per Attachment 0001. The Offeror shall also provide Letters of Commitment for proposed personnel's availability to begin performance at time of contract award." Reference
M.3.2.1 and M.3.2.2: "The Government will evaluate resumes to determine the adequacy of the Offerors proposed personnel knowledge, skills, experience, and training/certifications to meet their assigned labor category definitions per Attachment 0001. The Government will evaluate the Letters of Commitment to determine the proposed personnel's availability to begin performance at time of contract award."
Please confirm that offerors are required to submit resumes and letters of commitment only for the personnel/labor categories we propose to meet the SOW requirements. We understand proposed pricing is required for each of the 24 labor categories.
Answer #3: That is correct, offerors are only required to submit resumes and letters of commitment for the personnel/labor categories_________ they determine necessary to meet the PWS requirements. It is the offeror's responsibility to determine how best to propose their personnel/resumes as evidence of knowledge, expertise, and technical approach for each subfactor within the specified page limits. The
Government does not require offerors to propose a specific number of personnel/resumes. Proposed pricing is required for each of the 24 labor categories.
Question #4: Reference: L.4.3.1: "The Offeror shall complete Attachment 0002 which shall contain the offerors FFP fully loaded labor___________ rates ... for each labor category and ordering period."
Is the Government requiring the prime contractor (and its subcontractors) to submit a sealed package substantiating these FFP fully loaded labor rates? Information contained within a sealed package usually includes the basis for the direct labor (salary survey data, letters of intent, written justification for the salary information), basis for the indirect cost rates (Forward Pricing Rate Agreement, Forward Pricing Rate Proposal, associated base and pool information for each indirect cost pool [Overhead, General and Administrative, etc...]), and application of these indirect cost rates and fees to the direct labor cost.

Answer #4: At this time, the Government anticipates adequate price competition pursuant to FAR 15.403-1(b)(1) and is only requiring the_________ offeror to submit FFP fully loaded labor rates (with no substantiating documentation). However, in accordance with FAR 15.403-3(a)(ii), the Government reserves the right to require submission of data other than certified cost or pricing data from the offeror if necessary to determine a fair and reasonable price.
Question #5: Reference: Attachment_0002_-_Price_Factor_Evaluation_Tables.xlsx. Can the Government clarify if these Hourly Rates are On-___________
Site (at a Government Facility) or Off-Site (at a Contractor Facility)? This affects the FFP fully loaded labor rate as we have two indirect rate pools (one for On-Site and one for Off-Site).
Answer #5: Since the contract will incorporate FFP labor rates, the Government is requesting only one (1) fully burdened labor rate per_________ labor category and ordering period; regardless of performance site. As stated, performance will primarily be at Government facilities
(Picatinny Arsenal, New Jersey); however, the Government is allowing the offeror the opportunity/flexibility to perform at their own facilities if deemed acceptable on a task order basis. The Government will not be incorporating rates for different sites into the contract. Offerors shall propose competitive blended rates where deemed necessary to manage risk in this FFP environment. As stated in
L.4.3.1, the offerors will have the opportunity to propose lower fully loaded FFP labor rates for orders but may not exceed what is incorporated into the basic contract.
2. Offerors are required to sign this amendment (SF30) and return two (2) copies to the issuing office with proposal submission.
3. The proposal submission date remains unchanged at 3:00pm on 8 October 2015.
