The purpose of this amendment is as follows:
1. To hereby remove Trade Booth Management as a requirement of the solicitation. Reference to "Trade Booth" has been removed from the following sections of the solicitation:
- SUPPLEMENTAL INFORMATION
- DESCRIPTION/SPECIFICATIONS/WORK STATEMENT (Performance Work Statement)
- LIST OF ATTACHMENTS
- INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS
- EVALUATION FACTORS FOR AWARD
2. To answer the following industry questions:
Question: Performance Work Statement (PWS) section 6.5.2 says AT training must be completed for contractor employees/subcontractor employees requiring access Army installations. Does this mean contractor employees with Government furnished work spaces or access to
Government facility display spaces?
Answer: This refers to contractor employees with Government furnished work spaces.
Question: If subcontractor employees need AT training, is the small business prime contractor expected to go into another business and train the employees? Is this a billable expense?
Answer: AT Level I Training is available at the following website: http://jko.jten.mil. The prime contractor is responsible for submitting certificates of completion of training by all employees and subcontract personnel.
Question: What should offerors use as the presumed start date in developing the prices?
Answer: April 2016 should be used as the presumed start date.
Question: The Solicitation requires offerors to submit a Compensation Plan in accordance with FAR 52.222-46 Evaluation of Compensation for Professional Employees. Are Offerors to include this plan in Volume III - Price?
Answer: FAR 52.222-46 does not apply to solicitation and has been deleted as part of this amendment.

Name of Offeror or Contractor:

Question: Section B has CLIN 0015 CDRLs designated as NSP; however in the instructions for Volume V (paragraph 4.5) it states that blocks 17 & 18 on the CDRLs are to be filled in with the Price Group (17) and Total Estimated Price (18). Recommend the Government delete the requirement to complete the CDRLs since this information is not a requirement for this procurement.
Answer: Blocks 17 & 18 on the CDRLs are to be filled in. In the event the Government descopes the requirement, the Government will need to know the cost of the report to determine what kind of savings or amount of money returned.
Question: Volume V paragraph 4.5.1 instructions states: "Each Offeror shall complete (fill-in and signatures) the solicitation sections indicated below using the file (without modification to the file) provided with the solicitation." Does the Government want Offerors to complete the Solicitation document itself and submit a complete copy of the Solicitation; or, can offerors simply include the applicable sections in their entirety in the body of Volume V?
Answer: Offerors shall complete the Solicitation document itself and submit a complete copy.
Question: The Solicitation states in a couple of places that work will be performed On-site (Government facilities), yet in the Volume
III instructions (4.2.2) it states:
"the Government shall consider any potentially unfair competitive advantage that may result from an offeror using Government property.
To eliminate the competitive advantage, a rental equivalent valuation factor shall be added to each offer which is predicated on the use of Government property. Offerors shall refer to Local Clause 52.245-4003 Use and Rental of Government Property for submission instructions." Is - or is not - the Government providing facilities and associated services and equipment in the performance of the resultant contract? If it is providing these facilities, recommend this paragraph be deleted as this requirement does not appear to apply to the services being provided in the PWS.
Answer: The Government agrees and the referenced paragraph has been removed from the soliciation via this amendment.
Question: PWS section 6.5.16 says that the Contractor must be capable of handling, receiving and storing SECRET documents. If the work is performed on-site at OPM MAS, why is the contractor required to receive and store SECRET documents?
Answer: The PWS has been revised to read "unclassified" in paragraphs 6.5.3 and 6.5.16.
