4.2 The checkweigher shall be optimized to inspect and convey a part with a length of 1.119” and a diameter of approximately 0.3085”, respectively.

4.3 The system shall have a programmable logic controller (PLC) or PC-based controls. The control system shall provide monitoring and alarming functions for faults, errors, and machine status. The checkweigher shall have the ability to display real time part weights, mean value trends, and statistical process control (SPC). Data shall be saved and exportable to an offline PC. The design of the Checkweigher data input devices, displays, controls, safety features, worker posture demands, worker task demands, and functional reach distances shall comply with Human Factors Engineering guidance as per the design criteria from MIL-STD-1472G, commercial Human Factors guidelines, ANSI publications, or OSHA

4.4 The checkweigher shall be capable of weighing articles up to at least 200 grams (g) in weight.

4.5 The checkweigher shall have an accuracy of +/- 30 milligrams (mg) or better at +/- 2s and demonstrate that accuracy consistently with the conveyor belt feeding parts at 80 parts per minute (ppm) or greater.

4.6 The checkweigher shall have a maximum throughput of no less than 120 ppm.

4.7 The Offeror shall delineate the weight accuracy as a function of part feed rates.

4.8 Operating inputs to the system shall be via a color touch screen. Data shall be stored/presented Microsoft Excel.

4.9 The checkweigher shall have the capability of inputting, storing, and recalling product weight profiles for each product. System memory should be sufficient to store a minimum of 200 profiles.

Basis for Award:

The Government intends to award a single contract/purchase order to the responsive and responsible offeror that submits the lowest priced proposal that meets all the minimum technical requirements specified in the solicitation. Proposals will be evaluated in two separate volumes: Volume I – Technical Quote and Volume II – Price Quote. The Government will first evaluate proposals for technical acceptability on a pass/fail (acceptable/unacceptable) basis. Only those proposals deemed technically acceptable will have their price volumes considered. The technically acceptable offeror with the lowest evaluated total price will be selected for award.

Discussions: The Government intends to evaluate quotes and make an award decision without discussions with offerors. Therefore, the initial quote should contain the offeror’s best terms. The Government reserves the right to conduct discussions if the Contracting Officer determines them to be necessary.

The following are the definitions that shall be used for evaluation of response received:

ADJECTIVAL RATING
DEFINITION
ACCEPTABLE
Proposal clearly meets the minimum requirements of the solicitation.
UNACCEPTABLE
Proposal does not clearly meet the minimum requirements of the solicitation.

The proposals will be evaluated acceptable/unacceptable based on the criteria established in this solicitation as follows.

Factor One (1) Technical:

In order to achieve an acceptable rating for the technical factor the offeror’s response must clearly meet the following subfactors:

1. Capability to check components ranging in size from 5.56mm up to .338 inch in diameter over a weigh cell

2. Optimized to inspect and convey a part with a length of 1.119” and a diameter of approximately 0.3085”

3. Capable of weighing objects up to a minimum of 200 grams in weight

4. Have an accuracy of +/- 30 milligrams (mg) or better at +/- 2s and demonstrate that accuracy consistently with the conveyor belt feeding parts at 80 parts per minute (ppm) or greater

5. Minimum throughput of 120 parts per million (PPM)

6. System memory should be sufficient to store a minimum of 200 weight profiles.

7. Occupy a space no greater than 15 square feet

8. Runs on 110 volts and single phase

9. Shall be fail safe

10. Minimum of four (4) reject stations

11. Shall require not more than 100 pounds per square inch (psi) to operate the reject air blast devices (mechanical sweep into a reject bin acceptable but not preferred)

12. Must include a set of wear replacement parts, at least for all transport belts, bearings and fuses.

13. Operating inputs to the system shall be via color touch screen Factor Two (2) Price:

The total evaluated price shall be determined by summing the price proposed on each line item:

An offeror shall propose on all line items to considered for award. Unit pricing shall be listed with the extended cost for each item.

Adequate competition is anticipated for this purchase order. However, if only one offer is received, the Government reserves the right to request other than certified cost or pricing data in accordance with FAR 15.403-3.

Price/Cost Inconsistencies: A proposal is presumed to represent an offeror’s best effort to respond to the solicitation. Each initial proposal should contain the offeror’s best terms for award for this purchase order. Any inconsistencies in performance or price should be explained in the proposal. Any significant inconsistencies, if unexplained, raise a fundamental issue of the offeror’s understanding of the nature and scope of work required and its financial ability to perform the contract, and may be grounds for rejection of the proposal.
