1. W15P7T-18-R-0003 GTACS II Draft-RFP Questions 1. Draft-RFP Page 111 b. File Packaging.
Q: Is the Executive Summary that is listed as part of Volume I, Technical/Executive Summary, Date_CompanyName_Vol_1_Technical.docx the executive summary for the entire proposal or just Volume 1?
A: Volume I shall only contain Executive Summary for only Volume I Technical section. Each Volume shall contain their own separate Executive Summary.
Q: Is there a page limit for the Executive Summary listed as part of Volume I?
A: Volume I Technical Factor page limit is increased to 55 pages total. The Executive Summary is included in the 55 page count limit.
2. Draft-RFP Page 111 b. File Packaging.
Q: Do 11x17 foldouts count as one page?
A: 11x17 fold-outs which are only permissible for very large tables or graphics will be counted as one page.
3. Page 112, Section L, Subfactor 2, paragraph 3.
Q: Will the government accept interim TS clearances for this example and for the GTACS II contract as a whole when staffing personnel?
A: The Government will evaluate interim TS clearances for Subfactor 2 paragraph 3 IAW the rating criteria specified in Section M of solicitation.
For performance under the GTACS II contract at the DO/TO level, interim TS clearances will not be considered.
4. Draft-RFP Page 113 (ii) Volume II Past Performance.
Q: Will the government modify the past performance to include an IDIQ, higher level contract vehicle, and/or collections of relevant task orders/delivery orders as a past performance example instead of just individual task orders?
This would allow a potential offeror to demonstrate more relevant size/scope/complexity to the GTACS II IDIQ then just past performance at an individual TO/DO level.
a. We recommend updating the section to the following: “Each Task Order under an IDIQ contract shall be considered a separate instance of Past Performance. Groups of Task Orders under an IDIQ contract shall be considered a separate instance of Past Performance if the Task Orders are delivered to the same Government customer for a single Program of Record.”
A: The Government will not change the Past Performance verbiage. As such, Prime offerors or major subcontractors may use individual task orders under a single-award IDIQ contract as separate instances of Past Performance.
