GTACS II Third DRAFT RFP Questions from Industry

1. The FBO update states the Government is anticipating a third quarter (FY) FINAL solicitation release.

Q: For planning purposes, is the Government able to provide Industry with the anticipated month (e.g., May or June) for solicitation release?

A: The anticipated month for solicitation release is June.

2. The GTACS Solicitation states: “The security requirements for the basic IDIQ contract are defined in the attached DD Form 254. The contractor facility shall have SECRET safeguarding capability.” Our company has a Top-Secret Facility Clearance. Our company does not yet have a program that provided us with a DD254 with safeguarding.

Q: Does the contractor need “safeguarding” at time of proposal submission?

A: No, the contractor does not need “safeguarding” capability at time of proposal submission. The contractor must have this capability when responding to Delivery Orders with safeguarding requirements.

3. Page 124 section L.17.4.2. The government removed the labor hours within each category and referenced Attachment 0006 which is not included.

Q: Is the government still planning on using the same labor categories and labor hours from the previous draft RFP’s in the final RFP?

A: Yes. Attachment 0006 is hereby included.

4. Section L.17.4. The Cost (No Fee) instructions to propose the material costs for the $4,301,936 worth of equipment (previous draft RFP info below) has been removed.

Q: Is it the Government’s intention that this will also be in an attachment at the previous shown types/quantities/etc. or will this requirement be removed from the Final RFP completely?

A: The material costs of $4,301,936 is provided as a plug number in Attachment 0006, which is hereby included. The types and quantities are no longer required.

5. The title page of the solicitation states that proposals are due June 22, 2018 by 4:00 PM.

Q: Is this date an estimate or the actual due date?

A: The proposal due date will be updated once the solicitation is released.

6. What date does the US Government intend to submit the final RFP, solicitation and final bid package?

A: At this time, the Government does not have a confirmed date for the final RFP, solicitation, and final bid package.

7. The solicitation states that offerors shall propose the manpower requirements in Attachment 0006 of the solicitation.

Q: When will attachment 0006 be provided?

A: Attachment 0006 is hereby included.

8. Will the new LCATs provided in Attachment 6 be considered IDIQ ceiling rates?

A: Per Section L, Offerors are advised that the proposed direct labor and indirect expense rates will NOT be incorporated in the contract as ceiling rates.

9. Will sample tasks be included as part of the Final RFP?

A: The Government considers the Technical Factor requirements listed in Sections L and M as final requirements. No changes are anticipated at this time.

10. Upon reviewing the final DRAFT GTACS II Solicitation dated 25 Apr 2018, I wanted to revisit our previously expressed concern over soliciting an Industry Prime for a feedback on a Performance Risk Assessment Questionnaire for work performed as a subcontractor. In addition to our prior expressed concerns (see below), TMC Design feels that our Government Customers, for whom we performed work, are best postured and positioned to inform PEO C3T on our past performance, in a transparent, reliable, and unbiased manner.

In Paragraph L.17.2 - VOLUME II PAST PERFORMANCE, Paragraph 4, Section 4 Performance Risk Assessment Questionnaire (page 123 of 132), as written states:

“Performance Risk Assessment Questionnaires must be completed for all contracts identified in Section 1 Contract Descriptions. The Offeror shall complete Part I of Attachment 0005 found in Section J and e-mail the questionnaire to the Government contracting activity.

In cases where the performance had been conducted as a subcontractor, the questionnaires shall be provided to the prime contractor POC, in addition to the Government POC. All POCs shall be instructed to electronically complete Part II of Attachment 0005 and e-mail the entire, completed questionnaire by proposal due date to the Contracting Officer, grace.a.battle.civ@mail.mil and the Contract Specialist, kevin.o.andralliski.civ@mail.mil.

Comment: Request your consideration to reword the paragraph, changing “shall” to “may,” to alleviate remaining concerns.

A: No change will be made to the language for the Past Performance Questionnaire.

11. The attachment associated with the 27 April FBO posting for the GTACS II program is listed as "Third Draft RFP" but the document itself is not watermarked as draft.

Q: Can you please confirm that this posting is a draft RFP and not the final RFP for this program?

A: Confirmed. The 27 April is a DRAFT RFP.

File details come from the government source that posted it.
