The 76 Maintenance Support Group (MXSG) is requiring a five year contract, one (1) base year with four (4) option years for Preventative Maintenance (PM) service on the VJ Tech Computed Tomography System.
This purpose of this Sole Source Justification (SSJ) is to document that the Original Equipment Manufacturer (OEM), VJ Technologies possesses the proprietary data necessary to perform this service. The OEM has denied the Government's request to purchase data rights to the machinery. VJ Technologies has formally confirmed that they do not authorize or provide maintenance services for the VJ Tech Computed Tomography System through any third-party resellers or service providers.
The Contractor shall provide the VG Studio Max Package, Upgrade Existing Software and perform four (4) PM per year on the equipment listed within the Appendix A. The Contractor shall provide four (4) quarterly visits for technical volume graphics updates, calibration and technical support. The Contractor shall ensure appropriate lubrication of all system bearing components at OEM-specified intervals. Every other visit, the following activities will include X-ray coolant system inspections and fluid replacement, performed according to OEM requirements, as well as inspection and lubrication of all high voltage X-ray electrical cables. An annual inspection of all system safety components and system door operation is required.
The Contractor shall provide and install all available software updates annually for Volex, Vi5, and MyVG Volume Graphics. The Contractor shall provide and maintain the most current version of Volume Graphics VG Studio Max annually, including the following modules: Coordinate Measurement, Nominal Actual Comparison, Fixture Simulation, PMI Extension for CAD Import, Porosity/Inclusion Analysis, Reverse Engineering Features, Structural Mechanics, Simulation Volume Meshing, and Wall Thickness Analysis.
The Contractor shall provide emergency On-Site Support. The Contractor shall provide up to 40 hours of technical support from qualified professionals. This support will encompass technique approach, system operation, system automation, maintenance, and software integration, ensuring comprehensive assistance for the system's functionality and utilization. The Contractor shall demonstrate to the identified Government Technical Point of Contact that the equipment is fully operational before leaving TAFB.

VJ Technologies is uniquely qualified as the sole source provider to maintain the VJT-CABCT450-225-Ti system.
This stems from their exclusive ownership of the proprietary data critical for proper system maintenance and repair. Only VJ Technologies possesses specialized knowledge, tools, and access to this data, making them the only entity capable of effectively servicing this specific system. Improper maintenance by unqualified personnel introduces significant risks, potentially leading to system downtime, costly repairs, and even irreparable damage, which could jeopardize critical Air Force mission support. The government lacks the data rights necessary to provide system information to third-party maintenance providers, as the OEM (VJ Technologies) has denied requests to purchase these rights. Therefore, a sole-source contract with VJ Technologies is essential to ensure continued system reliability, optimal performance, and longevity. Utilizing a third party maintenance provider would pose unacceptable risk and delays in fulfilling the requirements of the Air Force.
Market research was conducted using the Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases, focusing on North American Industry Classification System (NAICS) code 811310 to identify potential vendors capable of providing preventive maintenance services for VJ Tech Computed Tomography System. This research included a review of small businesses, specifically those with 8(a), HUBZone, Service-Disabled Veteran-Owned Business, and Women-Owned Small Business designations. The results revealed no other sources for this service than VJ Technologies, themselves. A Request for Information (RFI) #1777331 was issued to twelve (12) vendors through GSA eBuy; however, no responses were received.
The Subject Matter Expert (SME) identified one (1) vendor with the capability to provide the requested services, VJ Technologies and a Rough Order of Magnitude (ROM) estimate from VJ Technologies was included with the acquisition package.
VJ Technologies, via a letter from Regional Sales Manager , confirmed their exclusive access to the proprietary data required for maintenance. They have denied the Government's request to purchase data rights and stated that they do not authorize third-party resellers or service providers to perform maintenance on the VJ Tech Computed Tomography System. Direct involvement is required to protect their intellectual property and ensure quality maintenance. The sole source vendor information is as follows:

In a follow-up email from Melchor Herrera (Regional Sales Manager) with VJ Technologies, he provided a letter stating that they do not authorize third-party resellers or service providers to perform maintenance on the VJ Tech Computed Tomography System.
