Contract Safety Appendix Summary

This is a Contract Safety Appendix classified as "Low Risk" for an X-ray System Preventive Maintenance (PM) contract at Tinker Air Force Base, effective 27 January 2025. The appendix establishes comprehensive safety requirements and procedures that the contractor must implement and maintain throughout contract performance. The document is not a solicitation or statement of work, but rather a mandatory safety compliance framework that accompanies the main contract.

The contractor is required to develop and submit a written site-specific safety plan within 10 days of contract award, addressing OSHA standards (29 CFR 1910 and 1926), Air Force occupational safety standards (AFMAN 91-203), traffic safety (AFI 91-207, AFMAN 31-116), fire prevention (TAFBI 32-2001), and explosive safety (AFMAN 91-201). The safety plan must include hazard analysis, designated safety personnel, pre-work hazard reviews, regular safety training, compliance checks, daily quality control records, and subcontractor inspection protocols. The contractor bears sole responsibility for employee safety, OSHA compliance, and hazard mitigation, and must report any mishaps to the Government Contract Official Representative within one hour with detailed incident information. The contractor must establish systems to identify unsafe conditions, document corrective actions, and report hazardous conditions beyond their control. All personnel must receive appropriate training and briefing on associated hazards, and contractor employees must utilize required personal protective equipment during operations.
