About this file
This is a Multimedia Office Baseline Support Plan for Space Launch Delta 45 that establishes minimum recurring multimedia support levels across photography, video, graphics, and administrative functions.
The plan prioritizes support in a seven-tier hierarchy: (1) crisis, contingency, emergency, and time-sensitive operational requirements; (2) launch and range operations and mission-essential documentation; (3) senior leader and command-directed requirements; (4) exercises, readiness activities, and significant operational events; (5) official communication and historical documentation; (6) recurring organizational communication; and (7) ceremonial, recognition, and routine administrative requirements as resources permit. Photography support includes operational and mission documentation, launch and range activities, exercises, contingency operations, senior leader engagements, ceremonies, official studio photography, passport and visa photography, news and social media content, facility and equipment documentation, and image editing, metadata, and archival management. Video support encompasses operational and mission documentation, launch and range activities, exercises, senior leader messages, interviews, news and feature production, social media content, B-roll collection, training videos, significant event documentation, basic post-production, and file management. Graphics support provides social media and web content, command information products, promotional materials, posters, flyers, briefing graphics, infographics, crisis communication materials, templates, branding support, certificates, emblems, and photo manipulation for official communication products, prioritizing mission-related products over decorative ones. Administrative support includes work order management, customer coordination, production scheduling, studio appointment scheduling, workload tracking, records maintenance, digital file management, equipment tracking, supply monitoring, workflow standardization, and provision of workload data to leadership. Customers must submit requirements through established work-order processes with advance notice; submission does not guarantee support and requirements are evaluated against mission priorities, existing commitments, personnel availability, equipment availability, and delivery timelines. During surge operations for launch anomalies, natural disasters, emergency response, major exercises, senior leader-directed requirements, distinguished visitor support, and unplanned mission operations, routine support may be delayed, reduced, consolidated, or suspended. The baseline service standard maintains sufficient capability for simultaneous recurring support while preserving capacity for emerging operational needs, measuring workload by complexity, production time, travel, coordination, and archival requirements rather than product count alone.

Multimedia Office Baseline Support Plan
1. Purpose
The purpose of this Baseline Support Plan is to establish the minimum level of recurring multimedia support necessary to meet Space Launch Delta 45 mission, operational, communication, documentation, and administrative requirements. The plan defines expected support across photography, video, graphics, and administrative functions while maintaining sufficient flexibility to respond to emerging mission requirements, contingency operations, crisis communication, and leadership priorities.
Baseline support represents the normal level of service required to sustain day-to-day multimedia operations. Requirements exceeding baseline capacity will be prioritized based on mission impact, urgency, leadership direction, available personnel, and resources.
2. Support Priorities
Multimedia resources will be prioritized to ensure mission-critical requirements are supported before routine or discretionary requests. Priority will generally be given to:
1. Crisis, contingency, emergency, and time-sensitive operational requirements.
2. Launch and range operations and other mission-essential documentation.
3. Senior leader and command-directed requirements.
4. Exercises, readiness activities, and significant operational events.
5. Official communication and historical documentation requirements.
6. Recurring organizational communication requirements.
7. Ceremonial, recognition, and routine administrative requirements, as resources permit.
3. Photography Support
Baseline photography support will provide official visual documentation necessary to communicate and preserve SLD 45 missions, activities, people, and significant events.
Routine support includes:
• Operational and mission documentation.
• Launch and range-related activities.
• Exercises, contingency operations, and readiness events.
• Senior leader engagements and distinguished visitor activities.
• Significant ceremonies, official events, and command-directed activities.
• Award and recognition events when determined to meet PA or mission requirements.
• Official studio photography as authorized.
• Passport, visa, ISOPREP, and other required official photographs.
• Photography supporting news, social media, websites, feature stories, and other communication products.
• Documentation of significant facilities, equipment, construction, damage, incidents, or other activities when required for an official purpose.
• Editing, captioning, metadata, quality control, release processing, archiving, and accessioning of imagery as required.
• Maintenance of an organized imagery repository to support future communication and historical requirements.
4. Video Support
Baseline video support will provide motion imagery documentation and production capabilities supporting operational, communication, training, historical, and leadership requirements.
Routine support includes:
• Operational and mission documentation.
• Launch and range activities.
• Exercises, contingency operations, and significant incidents.
• Senior leader messages and command-directed video products.
• Interviews and subject matter expert recordings.
• News and feature video production.
• Social media and digital communication products.
• B-roll collection and maintenance of a reusable video repository.
• Training and informational videos when supported by mission requirements.
• Video documentation of significant official events.
• Basic post-production, including editing, audio adjustment, graphics integration, captioning, and export.
• Preparation of video products for appropriate distribution platforms.
• Video file management, metadata, archiving, and accessioning as required.
Large-scale productions, extensive multi-day productions, complex animation, or requirements requiring significant dedicated resources may require separate prioritization and scheduling.
5. Graphics Support
Baseline graphics support will provide visual communication products necessary to support command information, operational communication, leadership priorities, and official organizational requirements.
Routine support includes:
• Digital graphics supporting official social media and web content.
• Command information products.
• Digital event and program promotional materials.
• Posters, flyers, digital displays, and informational graphics.
• Leadership and mission briefing graphics.
• Infographics and data visualization.
• Crisis and emergency communication graphics.
• Templates for recurring organizational communication products.
• Organizational branding and visual identity support.
• Certificates and other authorized official recognition products.
• Organization emblems and insignia support when authorized.
• Basic photo manipulation and layout necessary to produce official communication products.
• Preparation and formatting of products for digital or print distribution.
Graphics support will prioritize products tied to mission requirements and official communication objectives over products primarily serving decorative, morale, or convenience purposes.
6. Administrative Support
Administrative support is required to ensure photo, video, and graphics capabilities remain organized, responsive, accountable, and available to customers.
Baseline administrative support includes:
• Receiving, reviewing, tracking, and closing multimedia work orders.
• Coordinating with customers to clarify requirements, timelines, locations, deliverables, and expectations.
• Maintaining the multimedia production schedule and coordinating personnel assignments.
• Scheduling studio appointments and other recurring multimedia services.
• Tracking workload, production numbers, customer support, and labor hours.
• Maintaining records necessary for monthly, quarterly, annual, contractual, or leadership reporting.
• Managing digital files, archives, shared drives, and multimedia repositories.
• Uploading and accessioning eligible imagery and products.
• Maintaining required metadata and documentation.
• Coordinating product review and approval.
• Tracking equipment accountability, maintenance, repair, replacement, and lifecycle requirements.
• Monitoring multimedia supplies, storage capacity, software, licenses, and other production resources.
• Maintaining customer service information, request procedures, templates, and standardized workflows.
• Supporting meetings, production planning, scheduling, and internal coordination.
• Providing workload data and trend information to PA leadership to assist with resource and prioritization decisions.
• Identifying workload conflicts, capacity limitations, equipment deficiencies, and other issues that may affect mission support.
• Theater or presentation support when required and within the capabilities of the Multimedia Office.
7. Customer Request and Scheduling Process
Customers should submit multimedia requirements through the established work-order process with sufficient advance notice to allow appropriate planning and scheduling.
Requests should identify the mission requirement, desired product or service, suspense, location, intended audience or use, and a customer point of contact.
Submission of a request does not guarantee support. Requirements will be evaluated against mission priorities, existing commitments, personnel availability, equipment availability, production complexity, and requested delivery timelines.
Routine requirements should be scheduled in advance whenever possible. Short-notice requirements may be supported based on mission impact and available capacity.
8. Surge and Contingency Support
The Multimedia Office must maintain the ability to redirect personnel and resources from routine requirements to support emerging operational needs.
Surge requirements may include:
• Launch anomalies or other significant operational incidents.
• Natural disasters and severe weather.
• Emergency response activities.
• Major exercises.
• Senior leader-directed requirements.
• Distinguished visitor support.
• Unplanned mission operations.
• Other time-sensitive requirements designated by SLD 45 leadership or Public Affairs.
During surge operations, routine support may be delayed, reduced, consolidated, or temporarily suspended to ensure sufficient resources are available for mission-critical requirements.
9. Baseline Service Standard
The Multimedia Office will maintain sufficient capability during normal operations to simultaneously provide recurring photo, video, graphics, and administrative support while preserving the ability to respond to emerging operational requirements.
Baseline support should not be measured solely by the number of individual products produced. Workload assessments should account for the complexity of each requirement, production and post-production time, travel, coordination, equipment requirements, administrative processing, archival requirements, and the need to maintain surge capacity.
The objective of the baseline is to provide reliable and predictable multimedia support without committing the full capacity of the office to routine requirements. Maintaining available capacity is necessary to ensure SLD 45 can respond rapidly to launch operations, crises, contingencies, leadership priorities, and other emerging mission requirements.
