About this file

This is a Vendor Change Details Report for Solicitation 2162 issued by the Town of Vernon, Connecticut, regarding the hauling and disposal of stockpiled leaves from various municipal locations. The Town is requesting sealed proposals for the removal and disposal of leaves collected from its curbside program, which will be deposited at three designated bin sites: Nye Street Firehouse (off West Street), Church Street parking lot, and Legion Field (off Regan Road). The Vernon Department of Public Works will load leaves into the contractor's trucks. The contract covers one leaf collection season, typically October through December 2026, with a potential one-year renewal option at the Town Administrator's discretion upon thirty days' written notice. Questions were due September 15, 2026 at 3:30 PM, with answers posted by September 22, 2026. Sealed proposals are due September 29, 2026 at 11:00 AM, with public bid opening occurring on the same date. Two sealed proposal copies must be submitted to John W. Kleinhans, Town Administrator, 14 Park Place, 3rd Floor, Vernon, Connecticut 06066. Electronic and late submissions are not accepted.

Bidders must submit pricing for hauling rate per cubic yard, disposal fee per cubic yard, total fee per cubic yard, and disposal fee for Town vehicles' direct hauls per cubic yard. Bid security of not less than 5% of the total bid in the form of a bid bond or certified check is required. Contractors must carry comprehensive insurance including General Liability ($1 million per occurrence / $2 million aggregate), Automobile Liability ($1 million combined single limit), Umbrella/Excess Liability ($1 million), and Workers' Compensation at statutory rates, with the Town named as additional insured on a primary and non-contributory basis. Bidders must provide references from four or more municipalities for comparable services. All material removal must go to a licensed disposal facility, with vendor slips numbered, dated, and signed by a Town DPW loader verifying performance. Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), and Small Business Enterprises (SBEs) are encouraged to apply. The primary change documented in this report is the addition of "RFP 2162 - Addendum No. 1 - Questions and Answers.pdf."
