About this file
This document comprises vendor questions and responses for the Illinois State Police promotional testing services contract. The Illinois State Police seeks comprehensive test development and administration services for promotional examinations across four ranks: Sergeant (1,239 eligible candidates), Master Sergeant (223 eligible candidates), Lieutenant (237 eligible candidates), and Captain (74 eligible candidates). The contract term runs from 2026 through 2035, representing a ten-year initial agreement with no anticipated renewals beyond this period. Vendors must develop job knowledge exams and assessment center components with job-related, validated exercises aligned to job analyses conducted at specified intervals: Trooper (five-year cycle), Sergeant and Master Sergeant (most recently 2023), and Lieutenant and Captain (most recently 2025). All test content must be newly developed for each testing cycle, assessor training and assessment administration must occur in-person, and final scoring deliverables must be provided in rank-specific datasets.
Pricing for the previous contract cycle ranged from $41,900 to $72,805 for promotional test development and administration, with separate job analysis costs ranging from $16,750 to $20,290. Vendors must provide comprehensive pricing with annual escalation for the full ten-year agreement term and should account for variance in candidate volumes based on the three most recent testing cycles. The incumbent vendor is Industrial Organizational Solutions, Inc. Standardized scores from the job knowledge test and assessment center components comprise 95 percent of the total promotional score, with a maximum of five seniority points added. Validation reports must align with the Uniform Guidelines on Employee Selection Procedures (1978), and the Agency will coordinate testing facilities while vendors are responsible for coordinating assessors and administrative staff.
