About this file
Document Summary
This document is a Vendor Questions and Answers response set related to a state and local contract award (GovTribe ID: a1b1066ecb4adf0aac21b22dadfd9528, Contract Number: 26-350SOS-POLIC-B-52697) issued by the Illinois Secretary of State (ILSOS). The document addresses vendor inquiries regarding specifications and requirements for a proposed procurement.
The contract pertains to the acquisition of vehicle barrier mitigation systems for deployment at the Capitol Complex. ILSOS has established a minimum Manual for Assessing Safety Hardware Regulation (MASH) rating of TL-3 as the required specification, based on security considerations and threat assessment analysis specific to the Capitol Complex layout and vehicle acceleration capabilities. The procurement prioritizes barriers that meet MASH TL-3 standards (capable of stopping cars and trucks at 62 mph), can be deployed by a single person to address rapidly evolving situations, and provide ballistic protection for staff during active shooter incidents. ILSOS indicates openness to alternative products and manufacturers that meet these performance specifications and operational requirements.

Vendor Questions and Answers Set One

1. Will you accept our model [redacted to remove vendor product]?
Based on internal reviews, we find it necessary to utilize a vehicle barrier mitigation system with a minimum Manual for Assessing Safety Hardware Regulation (MASH) rating of TL-3. We base this on the layout of the Capitol Complex factoring in minimum acceleration data. Based on published data, a vehicle can reach speeds of 45 MPH in approximately 311 feet.
TL-1: Cars and trucks –– 31 mph TL-2: Cars and trucks –– 44 mph TL-3: Cars and trucks –– 62 mph TL-4: Cars, trucks, and single-unit trucks –– 62 mph and 56 mph respectively TL-5: Cars, trucks, and tractor trailers –– 62 and 50 mph respectively TL-6: Cars, trucks, and tractor-tank trailers –– 62 and 50 mph respectively
ILSOS is open to similar products that can be deployed by a single person in the event of a rapidly evolving situation / threat. Additionally, we are seeking barriers which allow for ballistic protection for our staff in active shooter situations.
