Vendor Questions & Answers

1) Is this solicitation only for Service Disabled Veteran Owned Small Businesses (SDVOSBs) total set-aside? Or can anybody bid on it?

Answer: Yes, the solicitation is only for Service Disabled Veteran Owned Small Businesses (SDVOSBs) to submit their offers. Unfortunately, if any vendors that are not registered in the SBA Veteran Certified as SDVOSBs submit their offers, those offers would not be evaluated.

2) Who is the incumbent?

Answer: The incumbent is Elevated Technologies, LLC.

3) What was the previous/current contract# for this requirement?

Answer: In order to ensure this solicitation’s requirements are met, the previous service contract is not relevant since this is a new requirement with details listed in the RFQ, SOW, and Price/Cost Schedule.

4) What is the budget/value for this requirement?

Answer: The VA does not disclose the funding/budgeted amount for the requirement since this is a commercial acquisition under FAR 12.6. Therefore, we highly recommend for vendors to provide their best offer that they believe is competitive.

5) Why and how are you going to enforce the Limitations of Sub-Contracting? Answer: As a responsible steward of taxpayer funds, the CO has to enforce the limitations of sub-contracting under FAR 52.219-14 and VAAR 852.219-75. Also, the CO will use any other pertinent VAAR, VHA Policies, and FAR to ensure that Limitations of Sub-Contracting for set-asides are met.

6) What was the cost of the final full option year of the previous contract?

Answer: In order to ensure this solicitation’s requirements are met, the previous service contract is not relevant since this is a new requirement with details listed in the RFQ, SOW, and Price/Cost Schedule.

7) Please confirm whether licenses can be utilized via subcontractor(s) for this requirement?

Answer: Please review SP1, SP2, and SP3 of the Special Standards of Responsibility from the RFQ document.

8) When is the mandatory site visit date, time, and location?

Answer: The mandatory site visit is scheduled on 4/16/2025 from 9:00am – 12:00pm MDT at the B8 Engineering Office located at the VA Western Colorado Health Care System (WCHCS) address: 2121 North Ave, Grand Junction, CO 81501. Vendor representatives must report to B8 Engineering Office by 9:00am on 4/16/2025.

9) Why is the solicitation site visit mandatory?

Answer: The solicitation site visit is mandatory due to the Alteration of Elevators E-2, S-3, S-4, and E-1 each requiring specific maintenance services and replacement parts changing from proprietary to non-proprietary controllers. For vendor to provide a competitive price reasonable quote for the elevator alterations found in the SOW paragraphs 4.1 to 4.4 and ask Elevator system specific questions, the site visit is mandatory.
