About this file

The file is a Vendor Questions and Answers document for a VA elevator maintenance and inspection services contract. The solicitation (36C25925Q0314) was originally planned as a Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside but has been amended to a 100% Small Business set-aside due to lack of SDVOSB participation. The contract is for elevator maintenance and inspection testing services at the VA Grand Junction CO Medical Center, involving specific elevator alterations for elevators E-2, S-3, S-4, and E-1, which will transition from proprietary to non-proprietary controllers.

Key details include a mandatory site visit scheduled for 5/7/2025 from 9:00am - 12:00pm MDT at the B8 Engineering Office in Grand Junction, CO. The current incumbent is Elevated Technologies, LLC. The VA will not disclose the budget, instead requesting vendors submit their most competitive offer. The solicitation falls under NAICS code 811310 with a small business size standard of $12.5 Million. The full solicitation package will be available for download around April 10, 2025, with all information to be posted on SAM.gov, and no hard copies will be provided.

Vendor Questions & Answers

1) Why is this solicitation not a Service-Disabled Veteran Owned Small Businesses (SDVOSBs) total set-aside anymore? Or can anybody bid on it?

Answer: The solicitation amendment changes the solicitation to a 100% Small Business total set-aside because there were no SDVOSB participation during the previous mandatory solicitation site visit. As a result of the previous mandatory solicitation site visit and the market research, it was determined changing solicitation to a 100% total Small Business set aside will likely result in responsible vendors participating in the mandatory site visit. Unfortunately, if any vendors that are not registered in the SBA as Small Business submit their offers, those offers would not be evaluated.

2) Who is the incumbent?

Answer: The incumbent is Elevated Technologies, LLC.

3) What was the previous/current contract# for this requirement?

Answer: In order to ensure this solicitation’s requirements are met, the previous service contract is not relevant since this is a new requirement with details listed in the RFQ, SOW, and Price/Cost Schedule.

4) What is the budget/value for this requirement?

Answer: The VA does not disclose the funding/budgeted amount for the requirement since this is a commercial acquisition under FAR 12.6. Therefore, we highly recommend for vendors to provide their best offer that they believe is competitive.

5) Why and how are you going to enforce the Limitations of Sub-Contracting? Answer: As a responsible steward of taxpayer funds, the CO has to enforce the limitations of sub-contracting under FAR 52.219-14 and VAAR 852.219-75. Also, the CO will use any other pertinent VAAR, VHA Policies, and FAR to ensure that Limitations of Sub-Contracting for set-asides are met.

6) What was the cost of the final full option year of the previous contract?

Answer: In order to ensure this solicitation’s requirements are met, the previous service contract is not relevant since this is a new requirement with details listed in the RFQ, SOW, and Price/Cost Schedule.

7) Please confirm whether licenses can be utilized via subcontractor(s) for this requirement?

Answer: Please review SP1, SP2, SP3, SP4, and SP5 of the Special Standards of Responsibility from the RFQ document.

8) When is the next mandatory site visit date, time, and location?

Answer: The next mandatory site visit is scheduled on 5/7/2025 from 9:00am – 12:00pm MDT at the B8 Engineering Office located at the VA Western Colorado Health Care System (WCHCS) address: 2121 North Ave, Grand Junction, CO 81501. Vendor representatives must report to B8 Engineering Office by 9:00am on 5/7/2025.

9) Why is the solicitation site visit mandatory?

Answer: The solicitation site visit is mandatory due to the Alteration of Elevators E-2, S-3, S-4, and E-1 each requiring specific maintenance services and replacement parts changing from proprietary to non-proprietary controllers. For vendor to provide a competitive price reasonable quote for the elevator alterations found in the SOW paragraphs 4.1 to 4.4 and ask Elevator system specific questions, the site visit is mandatory.
