About this file
This document contains vendor questions and agency responses for the Illinois Department of Corrections regarding a rebid for halal and kosher certified hard cooked eggs under contract number 26-426DOC-CENTO-B-50033. The agency requires 90,000 packs containing two eggs per pack monthly to serve approximately 1,500 individuals in custody who observe halal and kosher dietary restrictions. Each religious diet participant will receive one pack of eggs daily. The product must be dual certified to meet both halal and kosher requirements. The agency will place orders once monthly for a 45-day supply with an established ordering schedule, and monthly forecasted numbers will be provided to the vendor based on the religious diet population pulled each month.
The agency expects the eggs to maintain a shelf life exceeding 45 days from the date of delivery to Department of Corrections facilities. This standalone contract differs from other concurrent requests for proposals because it can accommodate dual certification requirements that the other RFPs cannot support. The vendor should anticipate collaboration with institutions regarding menu planning and forecasting, as the agency will provide monthly updated religious diet population numbers to inform ordering quantities.

ILLINIOS DEPARTMENT OF CORRECTIONS
Vendor Questions and Agency Responses IDOC Rebid Halal and Kosher Certified Hard Cooked Eggs
26-426DOC-CENTO-B-50033
1. Vendor Question: Sec. 1.1 describes the need for 273,000 packs per month, which in 1.2 is described as two eggs per pack. However, Sec. 1.4.7 describes the need for 273,000 individually packed eggs per month. Can you clarify which need is correct?
Agency Answer: The Agency needs 90,000 packs (2 eggs) per month.
2. Vendor Question: DOC has previously estimated a total religious meal population of about 1500 individuals in custody. Between both dietary needs, can the 273,000 pack/egg estimate be clarified?
Agency Answer: One egg pack (2 eggs) will be provided daily to kosher and halal participants.
3. Vendor Question: Is dual certification the expectation for this product?
Agency Answer: Yes
4. Vendor Question: Sec. 1.5.4 states that “eggs must be delivered on a regularly scheduled basis…”. What is DOC’s expectation of a “regularly scheduled basis” and could DOC provide expected lead times, volume forecast, and frequency?
Agency Answer: The Agency will order once a month for a 45-day supply. There will be an ordering schedule in place.
5. Vendor Question: The attached sample is a product with a shelf life of 77 days from production. What kind of collaboration can be expected from institutions with respect to menu, and expected forecast?
Agency Answer: Religious diet numbers for Halal and Kosher are pulled monthly. The Agency will provide monthly forecasted numbers to the vendor.
6. Vendor Question: What are the state’s expectations for shelf life on eggs once product is delivered to Department of Corrections?
Agency Answer: To exceed 45 days from the date of delivery.
7. Vendor Question: DOC currently has two active Requests for Proposals. Each proposal requires eggs as a part of the meal requirements. How does this bid fit into framework of each RFP?
Agency Answer: This IFB does not fit into the other RFP as this IFB can be dual certified as the others cannot.
