About this file
This document contains questions and answers related to a Request for Quote (RFQ) issued by the Illinois Gaming Board (IGB) for Portable Live Scan Fingerprinting Equipment, online, remote support and equipment services. The IGB plans to initially order four systems under this contract, with the potential to outfit all of its gaming facility offices throughout the state. The equipment must be able to read at least one type of government-issued ID, such as a driver's license or passport, and the vendor is expected to provide all necessary hardware. The IGB expects to publish the Notice of Award by January 31, 2024, and the vendor should be able to deliver the products within 60 days of the award, without reasonable cause. The contract duration is expected to be at least five years, with the possibility of extending up to ten years.
Regarding pricing, the vendor should quote the price per set, with the expectation that the initial order will be for four sets. The IGB does not specify any set-asides or incumbents, but the vendor will need to provide all the necessary hardware and software to meet the IGB's requirements across its gaming facility offices in the state.

Text version
1. What is the purpose of “producing and exporting a flat file”?
Answer: IGB will need a daily list of the data captured by each livescan device. This data must include the Name, Social Security Number, Date of Birth, TCN, and Fingerprint Capture Date and be formatted in a fixed width text file.
2. What is the duration of the contract?
Answer: The Board will seek to have the maintenance/support components for this contract to last at least five years. By law, State contracts cannot exceed ten years.
3. When will the award be made and how soon after award will delivery be expected?
Answer: The IGB expects to publish a Notice of Award by January 31, 2024. Product delivery can be negotiated; however, products should be delivered no later than 60 days without reasonable cause.
4. With reference to “reading government issued identification cards (e.g. passports, drivers licenses)” That’s very broad, passport requires MRZ reading not barcode or magstripe. We do have a passport reader option, but it’s no longer portable. Are you requiring this as a portable component?
Answer: The equipment should be able to read at least one type of government issued ID.
5. Could you provide the number of systems you would require for the initial quote? How many live scans and how many card scanners
Answer: The IGB plans to order four systems under this contract initially. The IGB will evaluate how those sets meet the Board’s widespread needs at its gaming facility offices throughout the State. If the Board determines that the 4 sets meet its needs, then the Board may seek to outfit all gaming facility offices with these sets.
It is best to quote the price per set with the expectation that this bid will result in 4 sets being purchased.
6. Will the IGB agents be using their current computers, or will Vendor be providing hardware as well?
Answer: The IGB expects the Vendor to provide hardware sufficient to meet all of the needs described in the Request for Quote.
7. Must the system support scanning both driver’s license and passports or is the requirement that at least one or the other must be scannable?
Answer: The equipment should be able to read at least one type of government issued ID.
