About this file
This document contains questions and answers related to a state and local contract opportunity issued by the Illinois Gaming Board (IGB) for Portable Fingerprinting Equipment. The IGB is seeking a portable device that can capture fingerprints, photos, and signatures, and transmit the data to the Illinois State Police in a fixed width text file format. The IGB plans to initially order four systems and may require additional units. The equipment must be able to read government-issued IDs, communicate with the state AFIS system via both physical and wireless connections, and operate on battery or grid power. The IGB expects to use the equipment to capture fingerprints at various locations, then submit the data to the Illinois State Police after returning to an IGB office and connecting to the secured network.
Regarding pricing, the document does not provide specifics on the budget or funding sources. The IGB is evaluating the vendor responses to determine the appropriate number of portable units to order under this contract.

1. What is the format of “producing and exporting a flat file”?
Answer: IGB will need a daily list of the data captured by each livescan device. This data must include the Name, Social Security Number, Date of Birth, TCN, and Fingerprint Capture Date and be formatted in a fixed width text file.
2. Could you elaborate on what your expectations of portable are?
Answer: The equipment should capture fingerprints in any location and be powered by both a battery and power cord as needed or available. The equipment should take fingerprints, enter the information to the fingerprint format, allow the IGB to select whether the applicant is applying for a license for casinos, video gaming, or sports wagering, include the Name, Address, City, State, Social Security Number, Date of Birth, Race, Height, Weight, Eye Color, Hair Color, and Place of birth (state or Country), Fingerprint Capture Date, and summarize the information in a fixed width text file. A TCN will be generated after the prints are sent in. We would need the portable device to take photos, and signatures as well. The equipment should store the fingerprint data until the equipment is connected to an IGB secure network connection, either wired or through Wi-Fi, to transmit through to the Illinois State Police.
3. Is your expectation to have one device that does both live scan and card scan and to be portable?
Answer: The IGB hopes to have a portable device with all of these functions.
4. With reference to “reading government issued identification cards (e.g. passports, drivers licenses)” That’s very broad, passport requires MRZ reading not barcode or magstripe. We do have a passport reader option, but it’s no longer portable. Are you requiring this as a portable component?
Answer: The equipment should be able to read at least one type of government issued ID.
5. Could you provide the number of systems you would require for the initial quote? How many live scans and how many card scanners Answer: The IGB plans to order four systems under this contract initially. The IGB will evaluate whether it requires additional portable units.
6. Is this for applicant only livescan submissions or applicant and criminal?
Answer: The IGB will use fingerprints for applicant information, but the results from the Illinois State Police should include criminal information.
7. If for applicant, is the Gaming Bureau applicant record format any different than the standard Illinois State Applicant record?
Answer: No.
8. Are photos required?
Answer: Yes.
9. Can you please elaborate on “card scan” capability? Does this mean that the system can import info from a card scan device provided by others or does each system require a flatbed or other type of scanner to scan a fingerprint card? Also is the expectation that the scanner will simply scan and import the card image or will it need to also recognize the demographic information to populate fields within the livescan application?
Answer: Would like card scanning system to import info from the state I.D. or DL license (barcode) and populate the fields required for fingerprint card - Name, Address, City, State, Social Security Number, Date of Birth, Race, Height, Weight, Eye Color, Hair Color, Place of birth (state or Country).
10. With regard to the ability to read driver’s licenses and passport information. Will it need to read just Illinois issued driver licenses or all/other states? Will this need to read OCR information from passports or just the NFC information stored on the chips of passports issued after 2006?
Answer: It would need to read all other states.
11. By portable, do you mean that these systems will need to run on battery power or will they be plugged into grid power?
Answer: The IGB expects the equipment to be able to run on either a battery or plugged into a power source.
12. What is your expectation of how these systems will communicate with the State AFIS? Will they be physically plugged into the network or be required to communicate over Wi-Fi or cellular?
Answer: The IGB expects to communicate with AFIS through both a physical port and secured Wi-Fi.
13. Are you looking for Portable units, in Gator boxes, that you physically plug into a secure network and can move as long as the new location has a secure network that has been configured and certified by the state?
Answer: The IGB plans to use the information to capture prints in various locations, but submit the information to the Illinois State Police after returning to an IGB office and connecting to IGB secured network.
| 14. | Or are you looking for a Mobile LiveScan, one that wirelessly connects to a Mobile device (MDT/MDC, Tablet or Smartphone) that you supply, that is connected to the state? |
| Answer: The IGB plans to use the information to capture prints in various locations, but submit the information to the Illinois State Police after returning to an IGB office and connecting to IGB secured network. |
