About this file
This document is a vendor Q&A related to an Invitation for Bid (IFB) from the Illinois Department of Agriculture for the Aerial Application for Gypsy Moth Project. The IFB originally required a $250,000 performance bond, which was significantly higher than past bond requirements of $60,000 in 2022 and $75,000 in 2017. The agency has decided to remove the performance bond requirement, and vendors must complete and attach the revised IFB in order to be considered for an award.
The IFB is for the aerial application services to control gypsy moth infestations across the state of Illinois. Submissions must be made electronically as per a prior notice from the state. No paper responses will be accepted. The contract term and any renewal options are not specified in the information provided.

Vendor Q&A 23-406AGR-NATRE-B-32500 AGR - EP - IFB Aerial Application for Gypsy Moth Project
Q: Section 1.3.5. requires a performance bond of $250,000. This is significantly higher than past bond requirements ($60k in 2022, $75k in 2017) and will be more costly to vendors and subsequently the state as a result. Why is this so much higher? Is there flexibility with the bond amount to be more in line with past bond amounts?
A: The agency has made the determination to remove the performance bond requirement. Please see the attached revised IFB in bidbuy, vendor must complete and attach to their bid to be considered for an award.
